The healthcare reform law is designed to provide affordable, quality health coverage to American citizens. Beginning in 2010 and extending into 2020 legislative guidelines are being followed for its massive implementation into society. Expanding Medicaid is a key element in health reform. More than half of the uninsured have incomes at or below 138% of poverty, the Medicaid eligibility floor under the ACA. Recently half the states agreed to adopt the Medicaid expansion element and with this provision in place, Medicaid can expand its base of coverage for low-income citizens in these states. According to a Kaiser Family Foundation report from 2012, the Federal Government is expected to finance over 90% of the cost of Medicaid expansion in new states, with some states expecting to even see net savings.
