3. THE INTERPRETING MARKETPLACE
Today the Interpreting Marketplace is growing.
The latest global market study showed that the total
language services market was worth $26.327 billion in
2010 of the market, of which interpreting services
represents a significant portion – approximately one
quarter of the total global market.
4. THE ART OF INTERPRETATION
Interpretation has been defined as the conversion of “…a
message uttered in a source language into an equivalent
message in the target language so that the intended
recipient of the message responds to it as if he or she had
heard it in the original.”

5. IMPROVING ACCESS TO SERVICES FOR PERSONS
WITH LIMITED ENGLISH PROFICIENCY
In the legal area, Title VI of the Civil Rights Act of 1964 states, "No
person in the United States shall, on grounds of race, color, or national
origin, be excluded from participation in, be denied the benefits of, or
be subjected to discrimination under any program or activity receiving
Federal financial assistance." On August 11, 2000, President Clinton
issued Executive Order (EO) 13166, entitled Improving Access to Services
for Persons with Limited English Proficiency. The reach of EO 13166 is
extensive, affecting all “federally conducted and federally assisted
programs and activities.”
6. IMPROVING ACCESS TO SERVICES FOR
PERSONS WITH LIMITED ENGLISH PROFICIENCY
The Department of Justice (DOJ) Recipient Guidance was adopted on June 18, 2002 and has become a benchmark against
which other agencies’ Limited English Profiency (LEP) policies are measured. It makes the following major points:
• Oral language services, interpretation, may be needed. Interpreters should demonstrate proficiency to communicate
information in both English and the other language, have knowledge in both languages of specialized terms, and follow
confidentiality and impartiality rules.
• When oral language services are necessary, recipients should generally offer competent interpreter services free of cost to
the LEP person.” However, after receiving this offer, the LEP person should generally be permitted to use family members
or friends to interpret if this arrangement is appropriate.
• Writtenlanguage services, translation, may be needed for “vital” documents. The need to translate written documents
should be determined on a case-by-case basis.
• Aftercompleting the four factor analysis and deciding what language assistance services are appropriate, recipients
should develop an implementation plan.
7. COMPETENT HEALTH CARE
LANGUAGE SERVICES
In the medical area, effective communication between health care providers and patients
is essential to facilitating access to care, reducing health disparities and medical errors,
and assuring a patient’s ability to adhere to treatment plans.
The legal requirements for physicians and clinics to provide interpreter services are not
newly enacted but instead stem from Title VI of the Civil Rights Act of 1964. Title VI of

race, color, or national origin, be excluded from participation in, be denied the benefits
of, or be subjected to discrimination under any program or activity receiving Federal

The United States is home to millions of individuals who
have Limited English Proficiency (LEP). Delivering quality
health care services to ethnically diverse populations in a
cost-effective manner is a growing challenge for health
