The average connection speed metric represents an average of all of the measured connection speeds from all of the unique IP addresses observed in a given
geography. Over the last three years, the average connection speed in Costa Rica, as measured by Akamai, has more than doubled, growing from 0.9 Mbps
in the third quarter of 2010 to 2.1 Mbps in the third quarter of 2013, placing it just above the 2 Mbps target minimum download speed. Additionally,
42% of connections to Akamai from Costa Rica were at speeds of 2 Mbps or above during the third quarter.

The average peak connection speed metric represents an average of the maximum measured connection speeds across all of the unique IP addresses
observed from a given geography, and is more representative of Internet connection capacity. Over the last three years, the average peak connection speed
in Costa Rica, as measured by Akamai, has grown by approximately 2x, from 5.6 Mbps in the third quarter of 2010 to 10.0 Mbps in the third quarter of 2013.

“Costa Rica’s Broadband Strategy was designed with the aim to increase coverage and penetration of Broadband services, in order to provide universal access to the people
all over the country. One of the main goals of this strategy is to jump from the current 6.2% to 21% penetration in 2016 (considering 2Mbps as minimum download speed).
Moreover at least 20 Mbps should be available to small and medium enterprises. Along with this Costa Rica Broadband Strategy covers social aspects and launches solidarity
goals seeking total coverage of vulnerable populations and follows the objectives of the Digital Social Agreement (Government Technology Initiative) that procures connectivity
in every School and Smart Community Center.”
