2. Why such a project?
In the last years, growing attention has been
drawn towards e-Inclusion policies, considering infor-
mation and communication technologies (ICT) as a
vehicle for personal development, active citizenship,
social inclusion and employability. Public Internet
Centers play a key role in local societies especially in
towns and small villages, where they have become a ref-
erence point not only for new technologies and learn-
ing, but also for the development of social links, a sense
of community belonging and cultural life.
Who are e-facilitators in Europe?
The animators or facilitators have a key role to play, they
are not only ICT trainers but also socio-cultural media-
tors. They are the promoters of disadvantaged users’
inclusion. Today, their profile and status differ greatly
from one country to the other as well as their access to
formal and non formal training. The partners of the
“VET4e-I” project will compare these different profiles
and the training offer that is already provided in their
respective countries.
Can we talk of a common professional figure of “e-
Facilitators”in Europe?
What are their needs in terms of vocational training and
development?
What is e-Inclusion?
Today, around 30-40% of older people, people
with disabilities, women, lower education groups,
unemployed and “less-developed” regions are still not
actively engaged in using ICT and are no part of the
Knowledge society in Europe. e-Inclusion aims to:
prevent the risks of“digital exclusion”: to ensure that dis-
advantaged people are not left behind;
avoid new forms of exclusion due to lack of digital liter-
acy or of Internet access.
The goal of this European project is to increase e-
Inclusion chances of disadvantaged groups by creating
a new professional profile of e-Facilitators with
European relevance and that would be certifiable at
national/local levels.
What is the EU position
on e-Inclusion?
34 European countries signed a Ministerial Declaration
in which ambitious policy targets were set for an inclu-
sive Knowledge society in 2006. Known as the “Riga
Declaration”, it set concrete targets for Internet usage
and availability, digital literacy, and accessibility of ICT
by 2010. It was followed by the “i2010 initiative” that
proposed a strategic framework for action.Today, we are
far from reaching these objectives. In March 2009, the
European Council recognized that e-Inclusion remained
“overall poor in Europe” and that public authorities had
to use“various instruments at their disposal, such as leg-
islation, standardisation and certification as well as pub-
lic procurement”. The partners of the “VET4e-I” project
want to encourage public authorities:
to recognize the role of e-Facilitators as promoters of e-
Inclusion;
to promote the development of certified and transpar-
ent training solutions that correspond to their needs.
They are convinced that investing in the professional
development of e-Facilitators is a key to face these
important challenges.
What are the
expected
results of this
project?
On the basis of a cross-
country context analy-
sis, the partners of the “VET4e-I” project propose to
develop an innovative VET solution aiming to help
European countries to cope with the common chal-
lenge of e-Inclusion. The partners will develop a certifi-
able training curriculum for e-Inclusion facilitators
focused on the development of key competences of
users at risk of social exclusion, aiming to their empow-
erment in the Knowledge society. This training curricu-
lum will be based on an innovative blended learning
environment inspired in Web 2.0 as well as on user-cen-
tred didactics.
