Constituency Elections 2012
An opportunity to build a bright India
Do you think OUR issues
      are being
     represented?

       Think Again…
Are citizens encouraged to participate?
We need Smarter Roads not Widened Roads
Is anyone trying to make our life
easier?

          ‘City, a victim of traffic’
Can we look forward to a better life?

   Picture of Sankey Road
    widening and citizens
   protesting to save trees
Do we feel safe?
Is anyone ever going to hear our voice?

                    Rajya Sabha adjourned
                    abruptly, Lokpal Bill NOT
                    passed
Do WE have an answer?
Introduction
 Karnataka is one of 6 Indian states with two
      legislative chambers: Legislative Assembly and
      Council.

 Legislative Council is State equivalent of Rajya Sabha

       of the Indian Parliament

Vision by Shri Gopalaswami Ayyangar, Drafting Member
   of the Constitution
" An opportunity to seasoned people who may not be in the
thickest of political fray, but who will be willing to
participate.. with an amount of learning and importance
which we do not ordinarily associate with the House of
People"
What does an MLC do?
  The Member of the
  Legislative Council (MLC) can:
 Introduce a new law/ influence law proposed by
   others.
E.g: Lokpal Bill, Karnataka Lokayukta Amendment
 Question the Ministers on their performance
E.g: Why has public money not been used properly?
 Raise critical issues of concern
 Participate in debates, bring new perspectives
  Represent the diverse voices

The functional difference between an MLC and an MLA is
that an MLA also has the power to vote on the budget.
Graduate Constituency

Article 171 of the Indian Constitution prescribes composition
of the Legislative Council as:

"one-twelth shall be elected by electorates consisting of
persons residing in the State who have been for at least three
years graduates of any university.."

 Karnataka Legislative Council with 75 seats, has 7
  graduate constituency seats.

 Bangalore Graduate Constituency is the largest, covering
Bangalore Urban, Bangalore Rural and Ramnagara District
21,000 graduates
Constituency Statistics voted
     Total Graduates=22 lakh
                                     l The winning
                                       candidate won with
                                       only 12,000 votes!!

 Less than 1% of graduates voted for the winning
 candidate
 A company like Infosys, WIPRO alone has 10 times more
   graduates than this!
We can elect a GOOD MLC by increasing graduate voters by
                   only a few percent!
Why graduate constituency?
Bengaluru Graduate Constituency MLC
 Is the only directly elected representative of
      entire Bengaluru constituency!
 Powers to initiate process of CHANGE for
      Karnataka
 Represents views of GRADUATES of Bengaluru
Vision to elect a competent MLC is WITHIN our reach

 The target of increasing voter turnout is
      definitely ACHIEVABLE
 Remember! Voters being graduates CANNOT
be easily bought by money and alcohol
Are YOU ready to be the
       CHANGE
Do you want to get up again tomorrow
 morning complaining about the city's
             PROBLEMS?
OR

Do you want to sleep satisfied that
you are contributing to SOLVE them?
Last Year we raised our voice
against Corruption

This Year let us take a significant
step to Clean Politics
So are YOU ready to do your part ??
