Future City Summit (the “FCS” / the “Annual Meet”) is an annual meeting
hosted by the Good City Foundation, with the sponsorship of Hong
Kong - based single family office Tsangs Group and investment promotion
official agency Invest Hong Kong, supported by over 35 City Partners in
Asia, Africa, Europe and North America. The annual meet promotes the
latest insights of cities in the domains of social technology innovations,
urban design and public governance and provides an inclusive networking
platform with future young city leaders.
Key policy stakeholders, implementation partners and selective voice
representatives of diverse genders, generations and backgrounds are
facilitated for government to government (G2G) or business to government
(B2G) networking, strategic partnership and project curation that drive
sustainable development and long-term button-up social agenda rooting in
Hong Kong, Greater Bay Area and emerging Asia.
In the 7th Annual Meet of the Future City Summit, with the main theme
being “Legacy Rejuvenating - Little Dragon Rise Again”, we strive to
reassess the future linkage of city branding to the core-competitiveness
of Hong Kong. The city seeks for a common ground to reassemble
all passionate and critical minds to reinvigorate the socio-economic
vibrancy and its connectivity to the world. While the city is determined to
repurpose towards advanced manufacturing upon its strong global financial
foundation, a stronger spirit of socio-economic coherency shall fill up a
neutral platform and a brand name. The key session in Hong Kong “Our
City Festival Sandbox” is an open workshop for all stakeholders and voices
to share, debate and brainstorm constructively towards a brand that truly
reconnects us in Hong Kong to the world again.

THE MANIFESTO -
In the year of 2020, the Good City Foundation has started
supporting the Tokyo and Beijing Office of the World Economic
Forum in the flagship projects such as G20 Global Smart Cities
Alliance, Small and Medium Sized Cities Digital Transformation
and the recent Digital Twin City Pioneering Project, with the city
government relations building, project recommendations and
strategic planning for future projects. Upon the recent Urban
Transformation Summit hosted in Detroit of The US in November
2022, the global community recognised the importance of
supporting and facilitating the sustainable urban transformation
of cities in the global south, such as the regions of Southeast and
South Asia.

CITY BRANDING FOR HONG KONG
AND THE MORE OPEN
COLLABORATIVE PLATFORM
6 Programme Flow _ FCS2022 (HONG KONG)
In this regard, the strategic location
of Hong Kong as the global hub
of Asian cities has once again
become the centre of conversation
in the global urban transformation
community in the World Economic
Forum. Riding on the previous
development partnership projects on
Re-Industrialisation in Tai Po District
and the community development
with the World Economic Forum in
Hong Kong, the “The Hong Kong -
Davos Project” is curated as the next
generation of flagship project upon
Future City Summit by the
Good City Foundation.
7
Programme Flow _ FCS2022 (HONG KONG)
The Hong Kong - Davos Project
The “Hong Kong - Davos Project”, as primarily an open
collaboration platform (Good City Foundation and World
Economic Forum), will partner with a few global impact community
brands (Tomorrow.City Smart City Expo) and local community
partners in Hong Kong. While the collaboration platform provides
high-level CEO business meeting and dialogue opportunities, the
location of Hong Kong also serves to provide an unforgettable
experience of cultural vibrancy, local delicacy and the retrofitted
taste of the
“East Meets West”. However, what elements about Hong Kong
would keep the city location attractive and competitive by nature?
Entering the year of 2023, as the community of Good City
Foundation, through the annual connectivity of Future City
Summit, has gone to a certain complexity of acquaintance. Riding
the collaboration partnership signed with the World Economic
Forum in January 2022, the Foundation has been preparing to
evolve and consolidate resources and brand impact into an open
collaboration platform, temporarily namely “Hong Kong - Davos
Project”.

City Branding - What Keeps Hong Kong
Charismatic?
The 7th Annual Meet of the Future City Summit would be more like
a social gathering and brainstorming workshop, with some firestarter
conversations over topics such as future workforce, city branding, key
industry development and macro-economic development conditions.
The key session in the afternoon “Our City Festival Sandbox” works
to team up various participants into focus groups by themes and
agenda, on 5 key conditions that shape a city branding possible:
Echoing the agenda set forth by the panel sessions, the teams
would work together with the thematic partners (as focus group
firestarters) to discuss with innovative examples and possible thought
models and crystalise the key insights and takeaways into possible
suggestions, components and open collaborations for the
“The Hong Kong - Davos Project” next year.

expert. Since 2009, he has been Adjunct Professor at the School of Design
and Innovation of Tongji University, he has lectured at Strelka University in
Moscow, Yale University School of Design, Columbia University Graduate
School of Architecture, HDK Berlin, and other institutions for the past 26
years.

as of 2019. Recently inducted as 2026 World Design Capital selection

development for humanistic, balanced cities.
Joe Sidek Productions’ head honcho is the visionary director behind one of
the biggest festivals in the region’s arts and culture calendar
Joe Sidek is known for the successful annual George Town Festival, which
turned into one of the biggest festivals in Malaysia and best-known arts and
culture festivals in the region after its premiere in 2010.
Though artistically gifted, Joe’s career was not always arts-focused. Among
other jobs, he’s helped run his father’s company, ventured into event
management and the restaurant business. A proud George Town boy, in
2010, Joe jumped at the opportunity to organize a month-long festival to
celebrate his hometown’s status as a Unesco Heritage site. Envisioning a
festival that reflects the spirit of culture and rich heritage of George Town,
he invited talented local and international artists to perform at the festival.
Going against the norm at festivals, Joe insisted on setting no theme each
year. Instead, he focused on quality acts, giving the festival an eclectic mix
of performances each year until he stepped down in 2018.
His success as a festival director led him to organize the Butterworth Fringe
Festival, the Rainforest Fringe Festival and a local edition of Tropfest, the
world’s largest short-film festival, in Penang. He has also become a sought-
after speaker on curating and organizing art festivals and art development
in general, both regionally and internationally.
Recently, Joe has been appointed chairman of the recently revived Penang
Arts Council. He is also the chairman of Federation of Asian Cultural
Promotion and part of the arts and culture panel at the Cultural Economy
Development Agency (Cendana). He is currently working on a Peranakan
Penang Festival and considering a potential Malay Festival that celebrates

Hong Kong has faced unprecedented social and economic
turmoil in the last 3 years. “Legacy Rejuvenating - Little Dragon
Rise Again” is set forth as the main theme
How would the city leaders that represent the business elites
and administration entrepreneurship interpret the current
status of Hong Kong and the upcoming changes as foreseen
in the next 5 years and in the post-covid era context of China?
What principles and values shall we embrace to ensure the
sustainable prosperity among all walks of life throughout the
massive transformation in the long run? How shall we co-
create a coherent narrative about Hong Kong that leads us to
reconnect to the rest of the world again?
The Opening Keynote Session sheds light on the primary
perspectives of the city leaders of Hong Kong who stand at
the frontier of global business and investment as a family office
that carries generations of Hong Kong “global dream” and the
entrepreneurial public administrative agency for the Special
Administrative Region in Asia.

From an industrialist economy in the 50s - 60s to a high
value-added service-based economy since 80s, Hong Kong
is now launching a grand plan for the next level of structural
transformation - to re-engineer its economic form with its
traditional financial hub into a regional hub ecosystem for
innovation technologies, advanced manufacturing test-bed,
arts and cultures. As the theme of the Annual Meet this year
suggests, the city is striving to rise again upon the fierce global
challenges at all fronts.
While the recently launched Policy Address 2022 by the new
administration in Hong Kong implies a strong administrative
dedication for the change, are several key districts in Hong
Kong ready for adopting and implementing the grand plans?
What principles and values shall the local communities embrace
to ensure a harmonious journey of district-level transformation?
What strategic roles shall the civil societies, private sectors
and district administrators play to coordinate a sustainable
development upon the master plan?
Connecting to various collaboration projects with social
innovation sectors in Hong Kong and a few global communities
since 2021, the Annual Keynote session hosted by the Good
City Foundation provides an overview of current status of
Hong Kong from the grass-roots’ perspectives with in-depth
insights and call for all key stakeholders to co-curate the aspired
flagship initiative for Hong Kong next year.

While the global COVID-19 pandemic is ebbing with
most of the countries reopening the borders, 2022
hascontinued to be a worrying time with more wicked
development challenges that city leaders have to
makedifficult choices, or usually lack of options to
respond to.
Upon 3 years of pandemic turmoils and social-
distancing policies, cities face, for example,
unprecedented city development challenges with
the accumulated fiscal and monetary burdens. While
more (young) workforces are being pushed to flexible
employment as many SMEs and industries execute the
cut plans, some cities face
challenges maintaining attractiveness in maintaining
talents, losing cultures and hence, economic
competitiveness.
The panel discussion session “Global Economic
Outlook Dialogue - Post-Pandemic Society, Gray
Rhinos and What Slows Cities Down From Growing?”
gathers voices from city agencies: policy think
tanks, placemaking agencies, semi-government
representatives and civil societies to discuss the issue
and identify key factors that public sectors shall actively
co-create private sector or public-private collaboration
options to reignite the cities’ momentum.

Strategic Enterprises (OASES)”, there remains a large
scope of discussion on defining “strategic industries”
for Hong Kong, and repositioning the key elements that
construct import sectors that keep Hong Kong growing
prosperously, for all walks of society, in the long-run.
In the time of current global economic recession, how
shall the private sector and the HKSAR administration
reckon the values of important companies that keep
the society healthy, in terms of quality employment,
competitive social packages, social and economic
impact and environmental protection, besides the
short-term financial gain? What are the motivations and
compromises in the search of “Zebra Companies” over
“Unicorns” in the future?
The panel discussion session “Regional 4IR Impact
Investment Landscape Dialogue - In Search of “Zebra
Companies” during the Global Secular Stagflation,
Where and How?” gathers positive impact and
sustainability-driven investors and institutions in Hong
Kong to share their viewpoints on recent investment
outlook of opportunities and challenges in Hong Kong,
and offer private-sector response to truly unleash the
real values where the above policies mean to offer to the
market.

Programme Flow _ FCS2022 (HONG KONG)
While Hong Kong has been internationally well-known for MICE
(meetings, incentives, conventions and exhibitions), if we ever
take reference of creative and economically vibrant cities such
as Rio De Janeiro (Brazil), Penang (Malaysia), Bali Island and
Bandung (Indonesia), and Kyoto (Japan), “Festival” is probably
the most missing form of organic street-style cultural celebration
which recalls the collective memory of Hong Kong communities
(locals, expats, Mainland Chinese in Hong Kong and everyone),
reinvigorates the cultural values and social identity of Hong Kong
and Cantonese folk cultures and strengthens global connectivity
branding power of Hong Kong, where economic goals could
hence be achieved organically, such as talent attractions, foreign
investments and competitive credibility.
The 7th Annual Meet of Future City Summit serves as a turning
point to call for open collaboration with key actors in society
and the global community to explore an action plan for hosting
a festival that belongs to Hong Kong and the world would love
to embrace, with potential new location across the Northern
part of Hong Kong (Tai Po District, Northern District and Yuen
Long District). This special session invites all partners, supporting
organisations and delegates to discuss, brainstorm and map all
crazy possibilities that could upbring the cultural identity of Hong
Kong again.
The special session “Our City Festival Sandbox - Co-Creating a
Better Hong Kong Brand, Festival and Key Objective Results”
drives to engage all participants in the Annual Meet in the format
of facilitated thematic group discussions. Each group discussion
would be set to respond to practical concerns upon each theme
and stir up creative district innovations that could be testbedded in
the form of “Festival” next year through open collaboration.

  • 3. 3 Programme Flow _ FCS2022 (HONG KONG) Future City Summit (the “FCS” / the “Annual Meet”) is an annual meeting hosted by the Good City Foundation, with the sponsorship of Hong Kong - based single family office Tsangs Group and investment promotion official agency Invest Hong Kong, supported by over 35 City Partners in Asia, Africa, Europe and North America. The annual meet promotes the latest insights of cities in the domains of social technology innovations, urban design and public governance and provides an inclusive networking platform with future young city leaders. Key policy stakeholders, implementation partners and selective voice representatives of diverse genders, generations and backgrounds are facilitated for government to government (G2G) or business to government (B2G) networking, strategic partnership and project curation that drive sustainable development and long-term button-up social agenda rooting in Hong Kong, Greater Bay Area and emerging Asia. In the 7th Annual Meet of the Future City Summit, with the main theme being “Legacy Rejuvenating - Little Dragon Rise Again”, we strive to reassess the future linkage of city branding to the core-competitiveness of Hong Kong. The city seeks for a common ground to reassemble all passionate and critical minds to reinvigorate the socio-economic vibrancy and its connectivity to the world. While the city is determined to repurpose towards advanced manufacturing upon its strong global financial foundation, a stronger spirit of socio-economic coherency shall fill up a neutral platform and a brand name. The key session in Hong Kong “Our City Festival Sandbox” is an open workshop for all stakeholders and voices to share, debate and brainstorm constructively towards a brand that truly reconnects us in Hong Kong to the world again. More About Future City Summit I THE 7TH ANNUAL MEET Click Here
  • 4. 4 Programme Flow _ FCS2022 (HONG KONG) ABOUT GOOD CITY FOUNDATION Good City Foundation (the “GCF” / the “Foundation”) is an non-profit non-governmental development foundation founded in 2016 in Hong Kong by a group of young technology entrepreneurs, investment-professional and public policy enthusiasts. The Foundation is envisioned to foster excellent leadership in urban innovation in the public and private sectors. The Foundation is an official collaboration partner of the World Economic Forum (IoT and Urban Transformation). II More About Good City Foundation Click Here
  • 5. III THE MANIFESTO - In the year of 2020, the Good City Foundation has started supporting the Tokyo and Beijing Office of the World Economic Forum in the flagship projects such as G20 Global Smart Cities Alliance, Small and Medium Sized Cities Digital Transformation and the recent Digital Twin City Pioneering Project, with the city government relations building, project recommendations and strategic planning for future projects. Upon the recent Urban Transformation Summit hosted in Detroit of The US in November 2022, the global community recognised the importance of supporting and facilitating the sustainable urban transformation of cities in the global south, such as the regions of Southeast and South Asia. 5 Programme Flow _ FCS2022 (HONG KONG) CITY BRANDING FOR HONG KONG AND THE MORE OPEN COLLABORATIVE PLATFORM
  • 6. 6 Programme Flow _ FCS2022 (HONG KONG)
  • 7. In this regard, the strategic location of Hong Kong as the global hub of Asian cities has once again become the centre of conversation in the global urban transformation community in the World Economic Forum. Riding on the previous development partnership projects on Re-Industrialisation in Tai Po District and the community development with the World Economic Forum in Hong Kong, the “The Hong Kong - Davos Project” is curated as the next generation of flagship project upon Future City Summit by the Good City Foundation. 7 Programme Flow _ FCS2022 (HONG KONG)
  • 8. The Hong Kong - Davos Project The “Hong Kong - Davos Project”, as primarily an open collaboration platform (Good City Foundation and World Economic Forum), will partner with a few global impact community brands (Tomorrow.City Smart City Expo) and local community partners in Hong Kong. While the collaboration platform provides high-level CEO business meeting and dialogue opportunities, the location of Hong Kong also serves to provide an unforgettable experience of cultural vibrancy, local delicacy and the retrofitted taste of the “East Meets West”. However, what elements about Hong Kong would keep the city location attractive and competitive by nature? Entering the year of 2023, as the community of Good City Foundation, through the annual connectivity of Future City Summit, has gone to a certain complexity of acquaintance. Riding the collaboration partnership signed with the World Economic Forum in January 2022, the Foundation has been preparing to evolve and consolidate resources and brand impact into an open collaboration platform, temporarily namely “Hong Kong - Davos Project”. 8 Programme Flow _ FCS2022 (HONG KONG)
  • 9. City Branding - What Keeps Hong Kong Charismatic? The 7th Annual Meet of the Future City Summit would be more like a social gathering and brainstorming workshop, with some firestarter conversations over topics such as future workforce, city branding, key industry development and macro-economic development conditions. The key session in the afternoon “Our City Festival Sandbox” works to team up various participants into focus groups by themes and agenda, on 5 key conditions that shape a city branding possible: Echoing the agenda set forth by the panel sessions, the teams would work together with the thematic partners (as focus group firestarters) to discuss with innovative examples and possible thought models and crystalise the key insights and takeaways into possible suggestions, components and open collaborations for the “The Hong Kong - Davos Project” next year. 1. 香港科創人才發展 (Innovation and Technology Talent Development) ; 2. 香港城市品牌創新 (City Branding of Hong Kong) ; 3. 香港多元文化、 保育可持續發展 (Multicultural Diversity and Sustainable Conservation in Hong Kong) ; 4. 香港社會創新及跨界別合作 (Cross-Sectoral Collaboration for Social Innovation) ; 5. 影響力投資、 投放社區營造 (Urban Placemaking through Impact Investing) . 9 Programme Flow _ FCS2022 (HONG KONG)
  • 10. Besides the Annual Meet in Hong Kong, a series of sessions would be hosted across 3 other cities / countries during the period of the 7th Annual Meet: global, Singapore, Hong Kong, Phnom Penh and Jakarta, to strengthen the local network connectivity and community bonding. Though artistically gifted, Joe’s career was not always arts-focused. Among other jobs, he’s helped run his father’s company, ventured into event management and the restaurant business. A proud George Town boy, in 2010, Joe jumped at the opportunity to organize a month-long festival to celebrate his hometown’s status as a Unesco Heritage site. Envisioning a festival that reflects the spirit of culture and rich heritage of George Town, he invited talented local and international artists to perform at the festival. Going against the norm at festivals, Joe insisted on setting no theme each year. Instead, he focused on quality acts, giving the festival an eclectic mix of performances each year until he stepped down in 2018. His success as a festival director led him to organize the Butterworth Fringe Festival, the Rainforest Fringe Festival and a local edition of Tropfest, the world’s largest short-film festival, in Penang. He has also become a sought- after speaker on curating and organizing art festivals and art development in general, both regionally and internationally. Hong Kong has faced unprecedented social and economic turmoil in the last 3 years. “Legacy Rejuvenating - Little Dragon Rise Again” is set forth as the main theme How would the city leaders that represent the business elites and administration entrepreneurship interpret the current status of Hong Kong and the upcoming changes as foreseen in the next 5 years and in the post-covid era context of China? How shall we co- create a coherent narrative about Hong Kong that leads us to reconnect to the rest of the world again? • 22. 22 Programme Flow _ FCS2022 (HONG KONG) From an industrialist economy in the 50s - 60s to a high value-added service-based economy since 80s, Hong Kong is now launching a grand plan for the next level of structural transformation - to re-engineer its economic form with its traditional financial hub into a regional hub ecosystem for innovation technologies, advanced manufacturing test-bed, arts and cultures. As the theme of the Annual Meet this year suggests, the city is striving to rise again upon the fierce global challenges at all fronts. While the recently launched Policy Address 2022 by the new administration in Hong Kong implies a strong administrative dedication for the change, are several key districts in Hong Kong ready for adopting and implementing the grand plans? What principles and values shall the local communities embrace to ensure a harmonious journey of district-level transformation? What strategic roles shall the civil societies, private sectors and district administrators play to coordinate a sustainable development upon the master plan? Connecting to various collaboration projects with social innovation sectors in Hong Kong and a few global communities since 2021, the Annual Keynote session hosted by the Good City Foundation provides an overview of current status of Hong Kong from the grass-roots’ perspectives with in-depth insights and call for all key stakeholders to co-curate the aspired flagship initiative for Hong Kong next year. • 23. 23 Programme Flow _ FCS2022 (HONG KONG) While the global COVID-19 pandemic is ebbing with most of the countries reopening the borders, 2022 hascontinued to be a worrying time with more wicked development challenges that city leaders have to makedifficult choices, or usually lack of options to respond to. Upon 3 years of pandemic turmoils and social- distancing policies, cities face, for example, unprecedented city development challenges with the accumulated fiscal and monetary burdens. While more (young) workforces are being pushed to flexible employment as many SMEs and industries execute the cut plans, some cities face challenges maintaining attractiveness in maintaining talents, losing cultures and hence, economic competitiveness. The panel discussion session “Global Economic Outlook Dialogue - Post-Pandemic Society, Gray Rhinos and What Slows Cities Down From Growing?” gathers voices from city agencies: policy think tanks, placemaking agencies, semi-government representatives and civil societies to discuss the issue and identify key factors that public sectors shall actively co-create private sector or public-private collaboration options to reignite the cities’ momentum. • 24. 24 Programme Flow _ FCS2022 (HONG KONG) While the recent policy address in Hong Kong has launched nothing new but proactive fiscal tools such as “Co-Investment Fund” and “Office for Attracting Strategic Enterprises (OASES)”, there remains a large scope of discussion on defining “strategic industries” for Hong Kong, and repositioning the key elements that construct import sectors that keep Hong Kong growing prosperously, for all walks of society, in the long-run. In the time of current global economic recession, how shall the private sector and the HKSAR administration reckon the values of important companies that keep the society healthy, in terms of quality employment, competitive social packages, social and economic impact and environmental protection, besides the short-term financial gain? • 25. 25 Programme Flow _ FCS2022 (HONG KONG) While Hong Kong has been internationally well-known for MICE (meetings, incentives, conventions and exhibitions), if we ever take reference of creative and economically vibrant cities such as Rio De Janeiro (Brazil), Penang (Malaysia), Bali Island and Bandung (Indonesia), and Kyoto (Japan), “Festival” is probably the most missing form of organic street-style cultural celebration which recalls the collective memory of Hong Kong communities (locals, expats, Mainland Chinese in Hong Kong and everyone), reinvigorates the cultural values and social identity of Hong Kong and Cantonese folk cultures and strengthens global connectivity branding power of Hong Kong, where economic goals could hence be achieved organically, such as talent attractions, foreign investments and competitive credibility. The 7th Annual Meet of Future City Summit serves as a turning point to call for open collaboration with key actors in society and the global community to explore an action plan for hosting a festival that belongs to Hong Kong and the world would love to embrace, with potential new location across the Northern part of Hong Kong (Tai Po District, Northern District and Yuen Long District). This special session invites all partners, supporting organisations and delegates to discuss, brainstorm and map all crazy possibilities that could upbring the cultural identity of Hong Kong again. The special session “Our City Festival Sandbox - Co-Creating a Better Hong Kong Brand, Festival and Key Objective Results” drives to engage all participants in the Annual Meet in the format of facilitated thematic group discussions. Each group discussion would be set to respond to practical concerns upon each theme and stir up creative district innovations that could be testbedded in the form of “Festival” next year through open collaboration.
