To whom it may concern,

We are proud to inform you that Hasanuddin University will hold the 14th
Indonesian Varsities English Debate (IVED) with the theme “Crush the Border”. This most
prestigious and competitive event aims to promote debating in all over Indonesian through
debating competition and also to exposure a high level of debating. The competition is
planned to take place on:

Date : 21st – 26th of January 2011
Venue : Hasanuddin University, Makassar, South Sulawesi.

Therefore, we are very pleased to invite your Debating Society or English
Department in this event. Further information regarding registration method and form are
attached with this letter.

The registration will open starting from September 15 until October 15, 2010 (1st
Period), October 16 – November 30, 2010 (2nd Period), December 1 – December 15, 2010
(3rd Period), and December 16, 2010 – January 8, 2011(Final Period). The team cap for the
competition will be 60 teams and all institutions are welcome to send a maximum 3 teams
(third team will be put on waiting list) as team cap from each university. Please be noticed
that all participants are required to follow the Rules and Regulation. Hence we would be
honored if your institution participates in this event. We look forward to seeing you here!

RULES AND REGULATIONS
OF THE 14TH INDONESIAN VARSITIES ENGLISH DEBATE

GENERAL

1. These set of rules and regulations govern The 14th Indonesian Varsities English Debate
(IVED) to be hosted by Hasanuddin University which is in this event represented by The
Organizing Committee (The O.C).
2. The 14th IVED committee has full authority to interpret and modify, if necessary of
these rules. The decision of the committee with respect to these rules will be final and
binding.
3. All debates will be conducted in English.

ELIGIBILITY

1. Each university should send maximally three teams (third team will be put on waiting
list) and the amount of adjudicators is equal to team participating in the competition
minus one (n-1 rule). Adjudicators will be assigned to the accreditation process.
2. The both debater and adjudicator are eligible to participate in The 14th IVED, only if
they are enrolled as full time students in a university, proven with the letter from
student’s institution, exceptional is for invited adjudicators.
3. Each team in The 14th IVED consists of three members. All members of a team must be
enrolled in the same university. The 14th IVED committee would not permit the
competitors from different university to participate, even in preliminary round.
4. Every participant should formally fashion outfitted with no t-shirt or slipper.
5. The Tournament Director reserves the right to investigate the legitimacy of any person
or institution participating in The 14th IVED and reserves the right to expel any team or
person who is bona fide cannot be established to this satisfaction.

FORMAT OF THE CHAMPIONSHIP

1. The 14th IVED will be conducted in two phases:
a) The Preliminary Phase
b) The Elimination Phase
2. In the preliminary phase of The 14th IVED, there will be six rounds of debates. This
phase will adopt “break and slide pairing”.
3. All teams will start on an equal placing with the pairing for the first round being done
randomly by lottery. For the subsequent rounds, the teams will be graded on the basis
of the results of all the preceding rounds of the phase. The following grading criteria will
be considered in decreasing order of priority.
a) Victory Points (Win-Loss Record; 1 point for a win 0 for a loss).
b) Cumulative Total Team Score.
c) Cumulative Margin (Difference of cumulative marks in favor of and against the
team).
d) Computer Randomization.
4. The top of sixteen teams at the end of six rounds of the preliminary phase will qualify
for the elimination phase of The 14th IVED.
5. Four elimination rounds namely the Octo Final, Quarter Final, the Semi Finals and the
Grand Final, will decide the winner of The 14th IVED. Tournament power matching (best
meets worst i.e. Team I at the end of six preliminary rounds meets Team 16, Team 2
meets Team 15 and so on) will be employed in this phase of The 14th IVED. The winner
of each round proceeds to the next round.
6. There would be no additional time for motion preference and case building for those
who are late.

7. There would be no replacement of debater in case one member of a team can not join
the match. The uncompleted team may only compete in preliminary round and
automatically not eligible to join the elimination round.
8. A team will get walked out (WO) for being late in maximum 15 minutes after case
building finished.
9. Debater is not allowed to leave debate room during the match.

NOVICE BREAK

1. Novice Break is elimination rounds parallel to the Main Break specifically designed for
the top 4 of Novice Teams which are not included in the Top 16 Main Draw.
2. Novice Break consists of two elimination rounds, namely Semi Final and Grand Final
Round. They will use the same tournament power matching and other regulations
applied in the Main Break.
3. Novice Teams are teams which all members are on their first or second year in
university and have never broken into the elimination rounds of any previous National
Debating Championship at the moment the championship being conducted.
4. Selection of Novice Teams will be conducted on interview mechanism to check and
validate the eligibility of the teams registered.

REGISTRATION PROCESS

The team cap for this year’s IVED is 60 teams, with possibility of expansion to 70 teams
(under condition explained on Phase IV). The registration fee will include designated
lodging, meals, and transportation during the entire course of the tour naments and a city
tour package. The overall registration process is going to be divided into 4 phases:
Phase I – September 15 – October 15, 2010 – Pre-registration and Early Bird Payment,
Phase II – October 16 – November 30, 2010 – Main Registration Payment,
Phase III – December 1 – December 15, 2010 – Waiting List Payment,
Phase IV – December 16, 2010 – January 8, 2011 – Late Registration Payment, Filling of
Team Details.

PHASE I – September 15 – October 15, 2010– Pre-registration and Early Bird Payment
To complete the pre-registration, teams under the same institution are required to fill in
the registration form online from our official website: http://www.ived2011.co.cc or to
send an email collectively to ived2011@gmail.com filled in with these details:

No later than 48 hours, you will receive a reply stating whether or not the team of your
institution is being one of the first fifteen teams to register. In addition, we will also release
a regularly updated list of all pre-registered participants.

Why should register fast?
What’s good on our registration system is that we’re offering a considerably lower
registration fee for those who register fast. It is an Early Bird system which will only be

rewarded to the first fifteen teams. These teams will only have to pay a registration fee in a
sum of IDR 450,000,- per person. Early Bird will only be given to a maximum one team per
institution. So, if you register 3 teams, for instance, at the very first second the registration
opens: one team will be put on Early Bird, one team on the main list, while the last one team
on the waiting list.
If you have received an email from the registration officer in response and being
confirmed as one of the first fastest fifteen teams, Congratulations! You are now required to
pay at least 50% of the registration fee within 14 days, started from the day you received
the confirmation email. The rest 50% should then be completed within 28 days, started
from the day you received the confirmation email. Failed to do so, your Early Bird status
will be eliminated and your team will be put automatically on the main list.

PHASE II – October 16 – November 30, 2010 – Main Registration Payment
In this phase, you are allowed to pay your registration fee in a sum of IDR 550,000,- per
person and allowed to pay this on installment basis. Failed to do this within the time period
given, your team will automatically be dragged down to the waiting list. Please notice that
all payments you’ve made earlier are non-refundable and non-transferable. You will also
receive a confirmation email pertaining to your registration status no later than 48 hours
after your transfer receipt(s) has been sent. Fail to complete your payment within the
required time, your team will then be downgraded onto the waiting list.

PHASE III – December 1 – December 15, 2010 – Waiting List Payment
Shall there is any team who fail to complete their second phase registration; this
phase will be opened to teams already on the waiting list. Teams on the waiting list are
allowed to secure their slots by making their payment until December 15. The inclusion of
teams on the waiting list will be done on the first-come-first-served basis.

PHASE IV – December 16, 2010 – January 8, 2011 – Late Registration Payment, Filling
of Team Details
Late Registration Payment would only open under any of the two following possible
scenario:
Shall there are still empty slots available by the end of Phase III, any new teams
(regardless of being recognized in the waiting list) will then be allowed to make
payments with conditionality of paying a raise on the total registration fee to IDR
650,000,- per person. Payment and registration system applied would be the same as
the system being used in the phase II.
Shall there are no more empty slots available by the end of Phase III, while there are
still considerable number of teams/institutions enlisted on the waiting list, the
committee will then expand the team cap accordingly to the maximum of 70 teams.
These expanded slots will be prioritized to teams from institution which had never
joined any of the previous IVEDs.
Additionally, within this phase, teams are also obliged to fulfill their delegates’ details
on the registration form (attached along the letter and/or can be downloaded at our
website) and send it to ived2011@gmail.com. You shall then receive your final
confirmation email no later than 48 hours.
