2. The Medal of Honor is United States of America's highest military
honor, awarded for personal acts of valor above and beyond the call of
duty.
On July 25,1963 Congress established a set of guidelines under which
the Medal of Honor could be awarded:
While engaged in an action against an enemy of the United States;
While engaged in military operations involving conf lict with an
opposing foreign force; or,
While serving with friendly forces engaged in armed conf lict against
an opposing armed force in which the United States is not a
belligerent party.
The Bill was passed and signed December 21 st by President Lincoln
