 It is the highest award for valor in action against enemies
  which is given to a person who served in the U.S forces.
 Abraham Lincoln signed a bill which created the
  Congressional Medal Of Honor in 1862
Guidelines
 Engaged in action against an enemy of the U.S
 Engaged in military operations involving conflict with
  opposing foreign force
 While serving with friendly forces engaged in armed conflict
  against an opposing force in which the U.S is not a
  belligerent party
Robert Temple Emmet
 2nd Lt. in the U.S Army
 Indian War Campaigns
 Las Animes canyon, New Mexico
 September 18, 1879 he and his 5 men were surrounded by
  Indians and Emmet held his position and fought back until his
  men reached safety
John W. Heard
 1st Lt. in the U.S Army
 War with Spain
 Mouth of Manimani River
 July 23rd 1898 After 2 of his men had been shot down by
  Spaniards, he remained at his position until the ship he was
  on was out of danger
George Dilboy
 Private 1st Class in WWI
 Near Belleau, France
 July 18th 1918 he was shot by an enemy machine gunner, but
  still managed to shoot down the gunner along with 2 other
  enemies while his men got to safety
