In an article titled “Learning English in the Philippines”, Raymond F. Necio explains that the Philippines is the third largest English speaking country in the world, with an estimated 93.5% English literacy rate. “English is widely used in business, government, media, academe, education and daily life” (R, Necio, 2013).
