more. But, simply because women have made
tremendous strides over the past century to achieve
equality, it does not mean that Congress can ignore

Congressman Joe Baca Supports Women:
5. Amy Lee Kim began her relationship with BP Arco AM/PM in March of 2002
with the purchase of her first business in Ontario. Consistently improving gas
volume and sales, she was able to purchase another store in 2008 in the City of
Chino where she also doubled sales.
In 2009, she was asked by BP to become a certified trainer for incoming
franchisees. To date she has successfully trained 15 franchisees. BP Arco
recognized Amy’s support of the brand and her commitment to excellence in
cleanliness, sales and customer service. BP Arco selected her out of 1400
stores across the US as "Franchisee of the Year” in 2010.
Amy spends her spare time teaching youth group at her local church, donates
to organizations around her community and encourages education programs.
Amy is also a member of the National Association of Professional Women,
National Association of Convenience Stores, and the Service Station Franchise
Association.

6. Child Tax Credit and Earned Income Tax Credit
This would cut taxes for working families of over 16 million children, by expanding
tax credits and lowering the phase in amount of $3000. This provision also increases
the Earned Tax Credit to 45% of the first $12,950 of earned income for families with
three or more children and reduces the marriage penalty.
Assistance with Child Care and Child Support
Help mothers with modest incomes, and military families obtain needed childcare
through low income support and military improvement projects. Restores funding for
child force enforcement programs, collected $4.58 in child support for every dollar
spent.

8. Unemployment Assistance
Increased the weekly amount of unemployment benefits by $25, pushed back cut off
date of extended unemployment benefits from March 2009, to December 2009, and
suspends taxation first $2400 in unemployment benefits a person received for 2009.
This will help the 5.4 million unemployed women in America.
Violence Against Women Act
Congressman Baca supported increasing funding by $225 million through the
Recovery Act for the adequate training of police, prosecutors and court officials. This
will improve the response of the criminal justice system for and on behalf of victims
of domestic violence.

10. Women’s Safety and Preventive Care
Congressman Baca also worked hard to protect Title X funding for health care
provider Panned Parenthood, responsible for providing health care to over five
million people a year. Planned Parenthood provides nearly two million cancer
screenings a year, and is the leading health care provider for low-income women.
Food Stamps, WIC and Nutrition Programs
Congressman Baca worked with his colleagues to procure a $19.9 billion increase in
food stamp benefits to offset rising food costs and $150 million for food-banks to
refill their shelves; allowing them to help hundreds of thousands of low income
women and children who rely on these food banks to put food on the table. As many
families in the 43rd Congressional District and all across the country are still facing
tough economic situations, Congressman Baca has strongly opposed current
Republican efforts to eliminateWomen’s Infant and Children (WIC) and
Supplemental Nutrition Assistance Programs (SNAP) funding. He will continue to
protect these vital programs, which ensure women and children have affordable
access to healthy and nutritious foods.

11. Mike Stull has more than 25 years of entrepreneurial and business experience
that includes work in both the for-profit and nonprofit sectors. Prior to
joining CSUSB, Mike was involved in avionics manufacturing, business
consulting, and economic development.
Since joining CSUSB, Mike has served as the director of the Inland Empire
Center for Entrepreneurship (IECE). During this time, the program has
grown from a handful of students to nearly 250 and seen its staff blossom to
11 team members. He has developed 12 major programs that serve the
campus and local business community and raised nearly $12 million in capital
through grants, gifts, sponsorships and contracts.
Under Mike’s leadership the Center has received a variety of national rankings
and education awards and he has been recognized twice in the last three years
for teaching excellence by the College of Business and Public Administration.

12. Combat Pay Check Discrimination
Co-sponsored H.R. 11 - Lilly Ledbetter Fair Pay Act. This Legislation will help
combat pay discrimination and restore rights of women and other workers to
challenge fair pay, including helping close the wage gap where women earn $0.78 for
every $1.00 a man earns in America. Signed into Law by President Obama on
January 29, 2009.
Equal Work, Equal Pay
Congressman Baca is currently working with colleagues to close the wage gap. The
Paycheck Fairness Act seeks to end wage discrimination against those who work in
female dominated or minority dominated jobs by establishing equal pay for equal
work. This legislation would increase enforcement of equal payment of wages
nationwide and bar retaliations against workers who disclose their wages.

13. Congressman Joe Baca
Rep. Joe Baca has served in Congress since winning a special election in 1999. Rep.
Baca represents the 43rd District of California, which includes the cities of Colton,
Fontana, Rialto, Ontario and San Bernardino, as well as areas of Bloomington and
Muscoy.
In Congress, Rep. Baca serves on the House Agriculture Committee and he is the
ranking Democratic member of the Subcommittee on Nutrition and Horticulture.
Congressman Baca also serves on the Financial Services Committee where he is a
member of the Subcommittee on Financial Institutions and Consumer Credit.
During his time in Congress, Rep. Baca has been a strong advocate for women’s issues
and continues to pay close attention to ensure that women have access to the
resources and opportunities they need in order to thrive in today’s ever-changing
world. As a husband, father and grandfather, Congressman Baca maintains his
unwavering support for the women in his own family as well as nationwide.
Congressman Baca continues his efforts to recognize the outstanding women in our
history such as the suffragist Alice Paul, for whom he’s working to award a
Congressional Gold Medal. He has also been determined to aid in the fight against
breast cancer by sponsoring legislation that better funds research and raises awareness
of the disease.
Rep. Baca has been steadfast in his fight for women’s rights and equality. He has
continued to work so that women are granted fair treatment and opportunities while
honoring the great contributions women have made to our society.

14. Fighting for those fighting for their lives. The Race to Cure Cancer: One
Letter at a Time
Congressman Baca has also been fighting on Capitol Hill to raise money for Breast
Cancer Research. By introducing, H.R 466 the Breast Cancer Research Stamp
Reauthorization Act of 2011, he continues to shed light on this devastating disease and
provide hope for women and families searching for a cure. The special-rate U.S.
postage stamp donates proceeds from its sale to the National Institute of Health to
fund breast cancer research and has already put $72 million towards finding a cure.
Protecting Women Battling Breast Cancer
Congressman Baca continues to fight to make sure women battling breast cancer do
no also have to fight with insurance companies by supporting the Breast Cancer Patient
Protection Act. This act creates standard offerings that all health plans must provide to
patients being treated for Breast Cancer.

Rosa Elena Sahagún, Esq.
Born in Jalisco, Mexico, Attorney Rosa Elena Sahagún prides herself in her
continuous effort to serve the community at large. After graduating from high
school, she received a Bachelor of Arts in English with Honors from Chapman
University and completed her Juris Doctor at Chapman University School of Law.
Ms. Sahagún began practicing law in 2002 and in 2006, she established The Law
Offices of Rosa Elena Sahagún. She has hosted a Spanish Language radio show
on W Radio 690 AM every Saturday since 2007.
In 2007, Ms. Sahagún was named Inland Empire Latino Lawyer’s “Attorney of the
Year” for her pro bono work and continues to receive multiple awards for her pro
bono legal services. Her efforts have been recognized by local members of
Congress as well as California State Senators and members of California's
Assembly.
Ms. Sahagún is a frequent guest at CNN En Español and recently covered the
Casey Anthony trial for the network and has been interviewed by CNN En
Español as a guest commentator in connection with legal issue plaguing
Hollywood celebrities.
Ms. Sahagun will also serve as an Adjunct Professor at the University of LaVerne
where she will teach Immigration Law beginning in August 2011.
16. Cobra Subsidy and Health Care
Congressman Baca assisted with efforts to provide 65% federal assistance to pay
health care coverage under COBRA for up to nine months for individuals
involuntarily laid off from their jobs between September 2008 and December 2009.
Affordable Care Act
Congressman Baca is determined to make sure the Affordable Care Act is implemented
properly, granting free preventive care services in Medicare and private plans. The
historic health care reform legislation will ensure women have access to free
screening for diseases such as Cancer, Diabetes, and Anemic in addition to other
ailments that they are at high risk.

Cacilia Kim
J. Cacilia Kim is a senior staff attorney at the California Women’s Law
Center, specializing in employment, women’s health and Title IX issues.
Cacilia graduated with a B.A. in Psychology from the University of
California at Berkeley. She received her Juris Doctor and Ph.D. in
Developmental Child Psychology from the University of California, Los
Angeles.
Prior to joining the CWLC, Cacilia was an attorney at O’Melveny & Myers
LLP, specializing in class action litigation. She also worked as a legislative
assistant to U.S. Senator Jeff Bingaman, advising the Senator on legislation
affecting low-income children and families.

Carla Ulloa
Carla Ulloa is the Community Loan Specialist at CDC Small Business
Finance where she assists business owners in determining the best options
for their technical assistance and financial needs. Through a variety of
different sources, Carla helps small business in Orange, Riverside, and San
Bernardino counties acquire microloans or other SBA financing sources.
Prior to joining CDC, she received her Bachelor’s Degree in Business
Administration and an emphasis in Entrepreneurship from CSUSB. Carla
was also the Training Coordinator for the Inland Empire Women’s Business
Center (IEWBC) and continues to host workshops for the IEWBC on
business loan qualification.
An entrepreneur herself, Carla is the owner of Notary Enterprise which
provides a wide range of notarial services to the public in Southern
California.
19. Work Pay Tax Credit
The Recovery Act provided $288 billion dollars in tax cuts and benefits for millions
of working families and businesses. The work pay tax credit gives a refundable tax
credit up to $400 per worker and up to $800 for married tax payers filling joint
returns. The tax credit was distributed to over 129 million families, including millions
of working women and their families.
Trailblazers of our Time
He has worked tirelessly to recognize the great suffrage leader, Alice Paul, with a
Congressional Gold Medal for her role in advancing equal rights for women. Alice
Paul laid the foundation for women all across the country to have a strong and
powerful voice and paved the way for trailblazers like House Minority Leader Nancy
Pelosi and current Secretary of State Hillary Clinton to lead our country into the 21st
Century.

Nick Manalisay
Nicholas Manalisay is the Deputy Area Director for the U.S. Small Business
Administration (SBA), Office of Government Contracting, Area Office VI. His
geographical areas of responsibility include Arizona, Southern California, Nevada,
Utah, Wyoming, Hawaii, Guam and the Insular Areas of the Pacific. As the Deputy
Area Director, Nicholas is responsible for managing Area VI staff and executing
SBA’s Government Contracting (GC) assistance programs. Other SBA GC
programs include the Certificate of Competency (COC) Program and the Size
Program.
Nicholas has been with SBA for over 20 years, all within Government Contracting.
He began his career with SBA in 1989 as a Breakout Procurement Center
Representative for the Ballistic Missile Office (BMO) located at the former Norton
Air Force Base in San Bernardino. He was later assigned to the Air Force’s Space &
Missile Systems Center at Los Angeles Air Force Base in El Segundo. Nicholas has
also been a Procurement Center Representative (PCR) and Commercial Market
Representative (CMR) for Southern California and Hawaii.
Nicholas holds a B.S. in Industrial Engineering from the University of Illinois and a
M.S. in Systems Management from the University of Southern California,
Los Angeles.

M. Nung Rigor
Nung Rigor is the Executive Council Agent of New York Life. She has held
various management positions at the Disneyland Resort, Wilshire Grand
Hotel, and Lawry’s Restaurant Inc. for almost 15 years. She is a graduate from
Cal Poly Pomona.
While balancing a career and a family, Nung is actively involved in her
community and business network. She is an Ambassador of Fullerton
Chamber of Commerce, Committee Chair of Women's Club of Fullerton,
member of Rotary LA 5, mentor at Cal State Fullerton's Entrepreneurship
program as well as a volunteer counselor at Inland Empire Women's Business
Center.
Nung’s approach in her business is educating people about financial planning
and understanding the consequence of not having an effective plan in
place. She has spoken at L.A. County’s Employees Symposium, LAX airport
employees meetings, business offices, and various women’s groups.
22. Creation of Jobs: Aid to Small Businesses and Workers
Small business need tools and resources to thrive, create jobs and drive
economic growth. Workers need training and education initiatives to excel. Rep Baca
fully supported these through increased funding for Pell Grants, Head Start, Job
Creation through Entrepreneurship Act.
Rep. Baca voted in support of Small Business Jobs Act of 2010.Women are responsible
for 7.8 million of the 27.2 million small business in America. This legislation helps to
create more loans for entrepreneurs and small business owners. Sixteen percent of
the loans established in this bill went to women owned businesses.
The new law also strengthens the ability for small businesses to compete and win
contracts by establishing the equal treatment across federal contracting programs.
When awarding contracts that are set aside for small business contractors are free to
choose among businesses owned by women as well as disabled veterans.

Virginia Gomez
Virginia Gomez joined Southern California Minority Business Development
Council in January 2001, as Deputy Executive Director. Since her appointment as
Vice President, she has assisted in developing strategic initiatives that offer new
services and programs for minority businesses and Council corporate members. She
served as Interim Executive Director from March 2002 until August 2002.
Virginia served in management positions in several major DWP business units,
directing professional employees performing budgetary, Human Resources, systems
development/automation and administrative functions.
Virginia was a member of DWP’s MBE/WBE Outreach Program implementation
team and the City of LA Mayor’s Office of Small Business Administration
Committee during the City’s formative stages of its supplier diversity program. She
served on the Boards of the Southern California Regional Purchasing Council, Latin
Business Association, and Asian Business Association, among others. She
participated as an expert panelist on supplier diversity issues in the public and
private sectors.
Gomez has a Bachelor’s Degree in Business Management, has earned 21st Century
Leadership and Management certificates from USC and UCLA; led and facilitated
Total Quality Management and Process Reengineering teams; and obtained
continuing education points for Public Purchasing Policy certificates from the
Institute of Supply Management.
