Challenges :
• Fragile : Based on individuals, commited to work together and to support the
regional coordination
• Informal status : Lack of legitimity to bring some countries / partners together
towards the implementation of regional strategies
• National coordination performance level : In the end, the success of the regional
approach depends on a well functionning national coordination (need for ad hoc
support)
• Capitalisation / information sharing : Need to build a strong regional knowledge
management system which could ease the learning process for newcomers
