2. Background
• West Africa uses little fertilizers for
various reasons:
– Logistical constraints (e.g.:);
– Financial constraints (e.g.);
– Policy/regulatory constraints (low progress in
harmonization of ECOWAS reg…. By M. States)
– Outdated fertilizer recommendations (low crop
responses)
3. USAID WEST AFRICA FERTILIZER
PROGRAM (WAFP)
• Several initiatives and projects are under way to
address the constraints and increase fertilizer supply
and use, hence agricultural productivity to meet
increasing food demand.
• One such initiative is the USAID West Africa
Fertilizer Program (WAFP).
4. USAID WEST AFRICA FERTILIZER PROGRAM
(WAFP)
• The USAID WAFP - West African Fertilizer Program
(USAID – funded 5 year program) seeking to increase
regional availability and use of appropriate and
affordable fertilizer through:
– Improved fertilizer regulatory enabling environment;
– Improved fertilizer policy enabling environment;
– Promotion of improved agricultural technologies and
GAP (fertilizer demand)
– Empowered fertilizer private sector

FORUM (WAFSF)
• A West Africa Fertilizer Stakeholders Forum
(WAFSF) is a key WAFP operational
mechanism.
– WAFSF is a platform for fertilizer
stakeholders to network and find practical
solutions to issues affecting the industry

• Aligned to continental and regional
initiatives/objectives:
• Abuja 2006 Summit (50 kg/Ha by 2015 and
increased private invest.)
• CAADP (10% national budget in ag sector)
• Malabo Summit (),
• FtF ()

• The WA Fertilizer Stakeholders’ Forum has
potential to be the leading fertilizer
networking event for business in WA
– Emerging ECOWAS-led political will for favorable
policy and regulatory environment for investors
– 400M consumers, high ammonia and urea
production potential, new investment plans
– Participation in and closer linkages with ARGUS
FMB & IFA Africa Forums.

• 1st Forum focus (Accra): Policy and
regulations to improve access and use of
fertilizers in WA
• Subsequent Forum focus 2014(Lome and
Abidjan), 2015 (Dakar): Access to
appropriate fertilizers and linkages with the
private sector to meet the demand

• Lessons Learnt:
– Significant in improving WA fertilizer regulatory/policy
enabling environment as a result of intensified dialogue
between policy makers from ECOWAS and Member States
(e.g.: ECOWAS, CORAF and CILSS joint trip to Liberia)
– Increased private sector invest. in WA fertilizer sector as
a result of improved B2B linkages between
manufacturers, blenders, importers, Agro-dealers, and
cooperatives in West Africa and beyond
– Increased private sector interest in investing in site and
crop – specific fertilizer blending
– A high interest in establishing WA Fert. Trade Association

• One WA Fert. Stakeholders’ Forum per year experience
sharing, advocacy, business opportunity creation
• Major topics include:
– Harmonization of ECOWAS fertilizer/seed regulations
– Implementation of smart subsidy programs
– Improved fertilizer supply thru innovative financing
mechanisms
– Improved fertilizer demand site and crop-specific
fertilizer recommendations/blending

CORAF/WECARD, AFAP, ROPPA, WA fertilizer private sector
players, ECOWAS and its 6 Member States (Mali, Senegal,
Nigeria, Ghana, Cote d’Ivoire, Burkina Faso)
– Innovative financing mechanisms for fertilizer and seed
industry: AFAP, CORAF/WECARD, ROPPA, WA fertilizer private
sector players
– Improved fertilizer demand site and crop-specific fertilizer
