Assembly Bill No. 158—AN ACT relating to health care; requiring the
Secretary of State to establish and maintain the Registry of Advance
Directives for Health Care on his Internet website; establishing the
requirements to register an advance directive and to obtain access to an
advance directive in the Registry; providing civil and criminal immunity to
providers of health care and the Secretary of State, his deputies, employees
and attorneys under certain circumstances; requiring the Secretary of State to
conduct an interim study of the Registry; and providing other matters
properly relating thereto.

peace; prohibiting a person from engaging in a demonstration within a
certain distance of the location where, and during certain times when, a
funeral, memorial service or ceremony is held; providing a penalty; and
providing other matters properly relating thereto.
Assemblyman Stewart moved that the bill be referred to the Committee on
Judiciary.

Assembly Bill No. 160—AN ACT relating to cities; revising the
membership of certain city annexation commissions; revoking the authority
for the duties of a city annexation commission to be transferred to the
regional planning commission in certain counties; providing, in certain
counties, that persons who own property in the unincorporated area within a
certain distance outside the boundaries of territory proposed to be annexed
must be given notice of and may protest the proposed annexation; and
providing other matters properly relating thereto.

on Government Affairs.

By the Committee on Commerce and Labor:
Assembly Bill No. 161—AN ACT relating to insurance; making various
changes relating to persons licensed or regulated by the Commissioner of
Insurance; increasing the maximum annual assessment on member insurers
of the Nevada Life and Health Insurance Guaranty Association; revising
provisions governing policies of various types of insurance; revising
reporting requirements for an insurer that issues a policy of insurance
covering the liability of a physician or osteopathic physician; making certain
provisions applicable to title insurers, title agents and escrow officers;
requiring a motor club to pay an administrative penalty for failing to pay an
annual fee to the Commissioner timely; revising provisions governing claims
against an insolvent insurer; making certain provisions applicable to licensed
bail agents, bail solicitors, bail enforcement agents and general agents;
repealing the requirement that a trustee of a medical savings account file an
annual report with the Commissioner; increasing the number of deputies that
the Commissioner may appoint; and providing other matters properly relating
thereto.

on Commerce and Labor.

providing other matters properly relating thereto.
Assemblywoman Weber moved that the bill be referred to the Committee
on Transportation.

Assembly Bill No. 165—AN ACT relating to public safety; creating the
Justice Assistance Grant Trust Fund in the State Treasury; and providing

Assembly Bill No. 166—AN ACT relating to administrative assessments;
authorizing the Nevada Supreme Court to retain and receive the amount

deposited in the special account in the State General Fund for the provision
of specialty courts does not revert at the end of a fiscal year; and providing
other matters properly relating thereto.

income threshold used to establish eligibility of pregnant women for certain

equipment; providing for such an exemption from certain analogous taxes if
the voters approve the amendment to the Sales and Use Tax Act of 1955; and
providing other matters properly relating thereto.

FEBRUARY 23, 2007 — DAY 19 159 By the Committee on Commerce and Labor: Assembly Bill No. 161—AN ACT relating to insurance; making various changes relating to persons licensed or regulated by the Commissioner of Insurance; increasing the maximum annual assessment on member insurers of the Nevada Life and Health Insurance Guaranty Association; revising provisions governing policies of various types of insurance; revising reporting requirements for an insurer that issues a policy of insurance covering the liability of a physician or osteopathic physician; making certain provisions applicable to title insurers, title agents and escrow officers; requiring a motor club to pay an administrative penalty for failing to pay an annual fee to the Commissioner timely; revising provisions governing claims against an insolvent insurer; making certain provisions applicable to licensed bail agents, bail solicitors, bail enforcement agents and general agents; repealing the requirement that a trustee of a medical savings account file an annual report with the Commissioner; increasing the number of deputies that the Commissioner may appoint; and providing other matters properly relating thereto.
