2. Purpose of the Online Consultation
Since the approval of the Environmental Project Report (EPR) for The Eglinton
Crosstown Light Rail Transit (LRT) Project by the Minister of the Environment in
2010, Metrolinx is proposing to change the location of the eastern tunnel boring
machine (TBM) launch site east of Brentcliffe Road to a site at the southwest
corner of Eglinton Avenue East and Don Mills Road intersection.
The proposed relocation of the launch area has also resulted in a change in the
LRT alignment between Laird Station and Don Mills Station, from a surface LRT
line approved in the EPR to underground LRT line.
The purpose of the online consultation is to receive your input regarding the
changes to the Project.

3. Why an Addendum to the EPR is Required?
The approved Project in the 2010 EPR included a street-level LRT alignment within
the centre of Eglinton Avenue between Brentcliffe Avenue and Don Valley Parkway,
with a short underground section for the station at Don Mills Road and with
surface stops at Leslie Street and Ferrand Drive.
The changes to the Project between Laird Drive and Don Valley Parkway include:
• An extension to the tunnel section from Laird Station to the Don Mills Station;
• 3 Emergency Exit Buildings (EEB’s) to meet Fire Life Safety requirements;
• Removal of the surface stop at Leslie Street; and
• Removal of the surface stop at Ferrand Drive.
An Addendum to the EPR is required to assess these changes

4. Why is the Change Needed?
The TBM launch site proposed in the approved EPR at Previously proposed TBM
launch site
Brentcliffe Rd is no longer suitable, due to:
• New property constraints: new development to the
south of the Brentcliffe launch site would require
temporary shoring to protect the building foundation
for the duration of construction, and construction
noise mitigation measures may be insufficient
• Traffic impacts / detour requirements: Traffic disruption would occur over a 28
month period during the operation of the launch site
• Slope Stability issues north of Eglinton at the Brentcliffe portal could impact the
ability to permanently maintain 4 lanes of traffic at this location
• Soil contamination issues: The preliminary design study identified
contaminated soil at the Brentcliffe launch site that would have to be removed
Alternative launch sites were therefore considered and assessed.

• The TBM would tunnel westerly from the launch site to Chaplin Road
• LRT on surface between Brentcliffe Road and Don Mills Road

TBM Launch Site East of Bayview Avenue
• The TBM would be launched twice from this site, once to tunnel
westerly to Yonge Street, and once to tunnel easterly to Brentcliffe Road
• LRT on surface between Brentcliffe Road and Don Mills Road

TBM Launch Site West of Don Mills Road
• The TBM would be tunnel westerly to Yonge Street from the launch site
• LRT in tunnel between Brentcliffe Road and Don Mills Road

12. Effects of the Change: Leslie LRT Stop
2010 Plan
The change to the alignment results in the
Leslie Stop being moved underground
Given low ridership forecasts, the costs
associated with an underground LRT station at
this location (est. $80M) are not justified

14. Effects of the Change:
Emergency Exit Buildings
As a result of extending the tunnel section, to comply with fire
protection regulations, emergency exit buildings (EEB’s) have been
provided along the underground segment where station platforms
are more than 762 metres apart.
An EEB is part of an emergency egress system that also includes
a common stairwell vestibule between the twin tunnels, leading
up to the surface level. At surface level, the exit building is located
along the north or south side of Eglinton Avenue.

15. Effects of Additional Underground Tunnelling
The majority of the underground segment of the line will consist of side-by-side twin
tunnels. Each tunnel will be 6 metres in diameter and will be constructed using circular
tunnel boring machines.
The tunnel boring machines are proposed to be launched at the south-west corner of Don
Mills Road and Eglinton Avenue and tunnel towards Yonge Street.
Excavated material is removed and construction equipment and tunnel liners are brought
in at the launch site.

16. Environmental Impact Assessment
and Mitigation Measures
As part of the Transit Project Assessment Process, the project team will:
• Document the assessment and evaluation of the impacts of the project on the
environment;
• Explore and incorporate measures to mitigate negative impacts of the project; and,
• Develop means to monitor or verify the effectiveness of mitigation measures.
The project team includes natural, socio-economic and cultural environment specialists such as:
• air quality • geotechnical • safety
• archaeological • traffic • natural environment
• economic • heritage • fisheries
• noise
The results of the impact assessment will be documented and reviewed by various government
agencies over the coming months, and members of the public during a 30-day review period for
the final study document in March, 2013.

17. Review of Impacts & Mitigation
• Terrain and Soils:
― Additional excavation and disposal of soil is required for tunneling.
― A Contaminant Overview Study was completed, and additional investigation is
ongoing to determine soil management procedures.
• Groundwater:
― Tunnel construction will be completed with earth pressure balance TBMs to
limit groundwater infiltration during construction
― Tunnel liners will be sealed to minimize groundwater infiltration.
• Surface Water:
― As proposed under the previously-approved 2010 LRT plan the widening of
West Don River bridge is no longer required. In-water work is no longer required
and construction will not impact the navigability of the West Don River.
― Measures will be implemented to address erosion and sediment control during
construction.

18. Review of Impacts & Mitigation
• Terrestrial Ecosystems:
― Natural areas disturbed during construction will be restored after construction
― No permanent displacement impacts to vegetation species at risk.
• Wildlife:
― No permanent displacement impacts to wildlife.
• Cultural Environment:
― No direct impact to built heritage or cultural heritage resources.
• Noise and Vibration:
― Increased noise to noise sensitive receptors within acceptable limits.
― Previous commitment to future vibration analysis (including potential for
impacts at the Celestica site) still valid.

19. Review of Impacts & Mitigation
• Air Quality:
― No air quality impacts associated with the Transit Project
• Traffic Operations:
― Sufficient right-of-way exists to divert traffic from proposed TBM launch site;
― Cut and cover construction at Don Mills Station will employ traffic diversions
and decking to minimize traffic disruption
• Property:
― Private property acquisition required from 1 owner;
― Subsurface easements required on 14 new properties, largely comprised of City
and Conservation Authority-owned lands.

20. Mitigation of Potential Impacts During
Construction
Measures will be implemented during construction to avoid, minimize or mitigate
adverse environmental impacts including:
• Erosion and sedimentation control;
• Minimize release of dust and other airborne pollutants, mud and litter;
• Reinstatement of temporary work sites following construction;
• Development and implementation of traffic management plans will be
implemented to maintain pedestrian, bicycle, and vehicular access;
• Restriction of truck haul of construction materials, equipment and tunnelling
spoils to major arterial roads;
• Noise and vibration control;
• Construction staging and sequencing to mitigate the potential impacts on
businesses to the extent possible; and
• Ongoing management and monitoring of construction activities.

21. Mitigation of Potential Impacts During LRT
Operations and Maintenance
Measures will be implemented during operations and maintenance to avoid, minimize
or mitigate adverse effects including:
• Stormwater run-off from will be treated in accordance with applicable City of
Toronto, Toronto and Region Conservation Authority (TRCA) and Ministry of the
Environment (MOE) requirements.
• Vibration generated by LRT vehicles and by bus terminal operations will be
attenuated, if required, to meet MOE standards
• The potential for traction power stray current will be controlled using isolated and
insulated power supplies.

Metrolinx is proceeding with the delivery of the Eglinton LRT through Public Private
Partnership and Alternative Financing + Procurement (AFP).
Through this process Metrolinx is committed to:
• Continuing Public Consultation: Consult with the public, property owners and stakeholder
agencies during the design of the LRT alignment, stops/ stations, bus terminals and
ancillary facilities.
• Incorporate City of Toronto urban design criteria into the design of the LRT facilities.
• Construction Issues: Conduct further research, analysis and develop plans including:
― Noise, vibration and air emissions monitoring and mitigation
― Traffic, transit and pedestrian management strategies
― Utility and municipal services relocation plans
― Emergency response plans (Fire, Police and Emergency Medical Services)
― Vegetation restoration, edge management and streetscape plans
― Soil and groundwater management strategy
― Erosion and sedimentation control plan
