The mission aims to identify organizational, institutional, and legal changes to implement a more open and simple spectrum policy in France. This will focus on identifying bands that can be dynamically shared or used for innovative services, and developing tools for innovative spectrum management. The mission will draw from frameworks like the RSPP and work of bodies like the FCC and Ofcom. It will issue initial recommendations in January 2014 and a final report in March 2014 after holding hearings in France and abroad. The goal is to foster innovation and facilitate public debate around spectrum management issues.

2. Context of the Mission
• With more intelligent devices coming up, a more efficient use of
spectrum could be seeked.
• Today, French spectrum management relies mainly on the
allocation of a specific radio band to an « affectataire » and then
to a specific service.
• This situation is rendering more difficult the implementation of
new spectrum policies based on shared access to use spectrum
more efficiently.
• The OECD has underlined the economic importance of spectrum
and the need to, among other actions, identify candidate bands
for sharing, publish clear rules and consult with all stakeholders
about their possible interests and proposals supporting sharing.

3. Description and objectives of the Mission 1/2:
• The goals set by Fleur Pellerin, Minister in charge of SME,
Innovation and Digital Economy are to identify the:
- Organizational ;
- Institutional and
- Legal
leverages allowing the implementation of a more open and
more simple spectrum policy, in order to foster innovation and
growth.
• This ministerial mission will focus, among other subjects, on:
- identifying the bands likely to be shared dynamically or used
for innovative services;
- imagining a “tool box” for an innovative spectrum
management.

4. Description and objectives of the Mission 1/2:
• The Mission will be rooted in existing frameworks:
- Radio Spectrum Pluri-annual Program (RSPP) ;
- Radio Spectrum Policy Group (RSPG), European Conference
of Postal and Telecommunications Administrations (ECPT)
and Electronic Communications Committee (ECC) ;
- Works by foreign bodies (FCC, Ofcom…).
• The Mission also pay an important attention to international
developments at the ITU.

5. What the Mission is not :
• A mandate to discuss specific bands: 700 MHz, 400 MHz… ;
• A mandate to choose between sharing technologies ;
• A mandate to pick authorization regimes for some bands.
What the Mission is :
• A mandate to foster innovation ;
• A mandate to put in the public debate spectrum management
issues.

6. The Mission Methodology 1/2 :
• Hearings in France : some companies (Red Technologies, BoC,
Microsoft, Cisco, Qualcomm, HD Forum, Motorola, SFR, TDF,
Infosat) and public entities (URSI France, CSA, ARCEP) have
already been heard ;
• Hearings abroad : in the United Kingdtom (Ofcom and Neul), in
the United States (January 2014) and in Finland (February 2014).
