TRIDENT Submarine Auxiliary Systems expert with over 20 years of refit experience including
four sea tours on OHIO Class SSBN submarines. Extensive experience involving continuous
process improvement, strategic planning, business processes, change and workforce
management. Significant technical experience with submarine system operation, work controls,
Quality Assurance (QA) maintenance, SUBSAFE requirements, maintenance procedures, MIL-
STDS, drawing interpretation, submarine maintenance standards (SMS) and administration.
Implements, evaluates and coordinates the ships planned maintenance systems (PMS) and
maintenance data systems (MDS).
As the 3M Coordinator Managed and coordinated two dry docking refits and 4 waterborne refits
totaling more than 400,000 man hours on an OHIO Class Submarine.
Trained and qualified all ship board personnel on tag-outs, Work Authorization Forms (WAF),
and work boundaries on Intermediate Maintenance Facility and shipboard rules and regulations.
Work closely with Intermediate Maintenance Facility work control personnel ensuring that all
jobs where opened, worked and tested on schedule on a daily basis ensuring that the ship met all
operational commitments.
Extensive experience with the operation and use of Tag out User’s Manual (TUM), Shift
Operations Management System (SOMS), 3 years as the SOMS administrator, and Advanced
Technical Information Support (ATIS).
Provide feedback reporting to Submarine Maintenance Engineering, Planning, and Procurement
(SUBMEPP) Activity.
2. Participate in team meetings, critiques, refit planning meetings, weekly production meetings, and
shipboard process improvement team events.
Review Refit Work Package (RWP) PM summary reports for new maintenance
requirements/schedule changes and Master Job File (MJF) records to ensure scheduling and
planning for upcoming availabilities.
Evaluate status of Unrestricted Operations (URO) Maintenance Requirements, Departures From
Specification (DFS), Liaison Action Request (LAR), Deviations & Waiver requests, Engineering
Memorandums, Ultrasonic Testing (UT) Inspections, Periodic Maintenance Requirements
(PMRs), Corrective Maintenance (CM), Service Routines and Alterations in preparing future
refit periods.
Attend A-60 Pre-Call down Review, A-40 Work Definition Conference and A-21 Pre-Arrival
Conference refit planning meetings. Interacts with Ship’s Force, Naval Submarine Support
Center (NSSC), SWFPAC, URO & Tank Coordinators, Planning, Engineering, QA, General
Foremen & Shop Supervisors, Ship Superintendents, PMA, WPMA, and DPMA to identify
potential conflicts and
provide resolution prior to the start of Refit.
Issue tasking utilized by Refit Schedulers, Analysis Records & Reports Section (ARRS),
TRIPER, and Planning codes including 842.1 (Hull), 842.2 (Mechanical systems), 842.3
(Electrical & Electronic systems), and Electric Boat (EB) to provide PM accomplishment in
correcting deficiencies identified by Ship’s Force, Performance Monitoring Team (PMT) and
IMF arrival inspections as brokered via OPNAV 4790/2K (2 Kilo).
Prepare the daily Safety of Ship Maintenance Item List (SOSMIL) to ensure all Safety of Ship
Maintenance performed by IMF, Ship’s Force and outside activities is accurately tracked and
documented.
Expert communication skills used to conduct daily ship’s force night work meeting, as well as
the Commanding Officer/ Department Head morning briefings on the status of refit and issue
resolution.
Attended the Refit Assessment meetings to organized and provided official written
correspondence for the end of refit statistics provided to our Squadron for review.
