CAREER SUMMARY
Efrain H. Libongco has more than 20 years plus of solid experience in oil & gas, mining, military,
industrial, and commercial projects.
While living in Alberta, Canada, he had worked with various EPCM companies as an Senior Mechanical
HVAC Designer & Specialist for AMEC Foster Wheeler, SNC-Lavalin and Jacobs Engineering) that
provides EPCM services to oil & gas companies (i.e. Suncor, Syncrude, Nexen, Imperial Oil, Shell and
Saudi Aramco). He has an 8-years experienced with oil & gas primarily related to oil sands mining and
extraction. While with AMEC Foster Wheeler, he was also assigned as the construction
HVAC/Mechanical engineering support member on-site at Fort McMurray, Alberta and module fabrication
yard at Edmonton, Alberta for the Syncrude’s FFT-CFSP project. See “DETAILED EXPERIENCE”

He had worked also in Japan for almost 12 years total as a Senior Mechanical Design Engineer and
Consultant for Setsubi Kenkyusho Ltd. located at Setagaya-ku, Tokyo for various assignments or projects.
Projects handled are located in various U.S. military facilities throughout Japan. Mr. Libongco’s
responsibilities include technical coordination (i.e. attending to pre-design meetings, scoping conferences,
on-board meetings, project negotiations); preparation of design criteria, design calculations, specifications,
material take-off, feasibility studies, hydraulic calculations for building services (HVAC System) and fire
protection system; and on-site construction and module yard fabrication support. Mr. Libongco conducts
testing, balancing, and evaluation of mechanical equipment to support a replacement, repair or a
modification project. Mr. Libongco prepares feasibility studies related to water distributions, steam
distribution systems, POL Systems, fire protection system, plumbing system, and HVAC system. He was
also involved with various industrial projects related to Steam Boiler Plant, Sewage Treatment Plant,
Incinerator Plant, High Voltage Substation and POL distribution system. See “DETAILED

Since university graduation, Mr. Libongco has taken greater steps to ensure his continuing professional
development. Seminars and courses such as Efficiency in Pumping System, Value Engineering, Fire
Detection, Suppression, and Radio Alarm Design, and various product presentation/seminars have added
diversity to his already extensive knowledge base. He is currently a member of ASHRAE that provides
him the latest technology and updates associated to HVAC and mechanical systems. Skilled in building
services, water distribution system and fire protection system designs, bid and vendor data evaluations, and
preparation of scope of work, Mr. Libongco also participates in detailed drawings, cost estimates, material
requisition, and specification for piping, pumps, compressors, refrigeration equipment, cooling towers,
exchangers, storage tanks, elevators, dust collection system, HVAC equipment, and other mechanical

Libongco has more than 20 years plus of solid experience in oil & gas, mining, military, industrial, and commercial projects. While living in Alberta, Canada, he had worked with various EPCM companies as an Senior Mechanical HVAC Designer & Specialist for AMEC Foster Wheeler, SNC-Lavalin and Jacobs Engineering) that provides EPCM services to oil & gas companies (i.e. Suncor, Syncrude, Nexen, Imperial Oil, Shell and Saudi Aramco). He has an 8-years experienced with oil & gas primarily related to oil sands mining and extraction. While with AMEC Foster Wheeler, he was also assigned as the construction HVAC/Mechanical engineering support member on-site at Fort McMurray, Alberta and module fabrication yard at Edmonton, Alberta for the Syncrude’s FFT-CFSP project. See “DETAILED EXPERIENCE” below He had worked also in Japan for almost 12 years total as a Senior Mechanical Design Engineer and Consultant for Setsubi Kenkyusho Ltd. located at Setagaya-ku, Tokyo for various assignments or projects. Projects handled are located in various U.S. military facilities throughout Japan. Mr. Libongco’s responsibilities include technical coordination (i.e. attending to pre-design meetings, scoping conferences, on-board meetings, project negotiations); preparation of design criteria, design calculations, specifications, material take-off, feasibility studies, hydraulic calculations for building services (HVAC System) and fire protection system; and on-site construction and module yard fabrication support. Mr. Libongco conducts testing, balancing, and evaluation of mechanical equipment to support a replacement, repair or a modification project. Mr. Libongco prepares feasibility studies related to water distributions, steam distribution systems, POL Systems, fire protection system, plumbing system, and HVAC system. He was also involved with various industrial projects related to Steam Boiler Plant, Sewage Treatment Plant, Incinerator Plant, High Voltage Substation and POL distribution system. Since university graduation, Mr. Libongco has taken greater steps to ensure his continuing professional development. Seminars and courses such as Efficiency in Pumping System, Value Engineering, Fire Detection, Suppression, and Radio Alarm Design, and various product presentation/seminars have added diversity to his already extensive knowledge base. He is currently a member of ASHRAE that provides him the latest technology and updates associated to HVAC and mechanical systems.
