- President Barack Obama instructed federal agencies to develop, implement, and annually update a strategic sustainability plan to meet energy, water, and waste reduction targets (Executive Order 13514: Federal Leadership in Environmental, Energy, and Economic Performance.) Agencies are rated on Energy Management, Transportation Management, and Environmental Stewardship. - Organizing itself to meet the Secretary’s challenge, the Department launched the Greening Council to coordinate capabilities across the Department to develop and disseminate far-reaching, innovative, and effective solutions.Overseeing and facilitating Department-wide policies on sustainability; Adopting best practices and incorporating employee ideas; Guiding communications strategies; Reviewing progress of efforts; and Providing a forum to elevate and share best practices on sustainability.
- Greenhouse Gas Reduction GoalsThe State Department has established a greenhouse gas (GHG) reduction goal of 20% by FY2020 for its domestically controlled facilities (relative to a FY2008 baseline) for emissions created by building power generation. - The Department’s vast portfolio, including ~20,000 buildings overseas (6 million square meters), offers a significant opportunity to implement energy efficiency strategies to deliver quick, deep, and cost effective greenhouse gas mitigation.BENCHMARKING l Since 1999, OBO has used the internationally recognized Leadership in Energy and Environmental Design (LEED®) Green Building Rating System to guide design and construction of embassies and consulates toward the highest standards for sustainable buildings. In 2007, the U.S. Embassy in Sofia, Bulgaria became the Department’s first LEED certified building.In 2008, OBO formalized LEED certification as a requirement for new construction and major renovation projects, and raised the required achievement level to LEED Silver in 2010.
- In 2012, the U.S. Embassy in Monrovia, Liberia became the Department of State’s fifth U.S. Diplomatic mission abroad to generate emissions-free power from photovoltaic panels. The Embassy has a 180 kilowatt array, which doubles as a shade structure, to provide covered parking for embassy vehicles. The installation is estimated to produce 271,956 kilowatts per year; enough to power 25 average homes.Monrovia, Liberia, has more than 200 inches of rainfall per year, but lacks a municipal water system or accessible ground water, so the U.S. Embassy there diverts rainwater into tanks that provide for nearly all of the post’s water needs—three million liters per year.
- Community Housing and Energy Efficiency Forum, FOVISEE, is an NGO that provides technical assistance to low-income families by optimizing household energy saving. FOVISEE is one of the local organizations selected to participate in the @IDEAS Program that supports social projects. FOVISEE will receive funds to carry out housing refurbishment in the city of Rosario.
