Dear readers,
Once again, in February of
this year, the Aerosol & Dis-
pensing Forum drew significantly more
visitors and exhibitors than in the past.
A record 5500 visitors from 70 countries
came to Paris and made the forum big-
ger and more international than it had
ever been before. You could say that this
trade event is currently the most impor-
tant meeting point for the international
aerosol industry worldwide! From the
very beginning, the forum found the
pulse of the industry, and over the course
of years, it has emphasized in impres-
sive fashion its position as the innovation
and communication platform within the
aerosol industry. Today, it has become a
fixed component of people’s calendars,
and it will surely continue it successful
history in the future as well. In this issue,
we present you with a detailed report.
In addition, we have recorded some
impressions from the participants, both
visitors and exhibitors. The tenor of their
comments is clear, but read for yourself
and browse on pages 12-22.
According to tradition, in April we pub-
lish an overview of all aerosol valve
manufacturers who produce in Europe
and their suppliers. We have updated
this overview for you and we hope that
you will be able to use this information to
the benefit of your daily work.

zum wiederholten Male in
Folge zog das Aerosol & Dis-
pensing Forum im Februar dieses Jahres
deutlich mehr Besucher und Aussteller an.
Rekordverdächtige 5.500 Besucher aus
70 Ländern kamen nach Paris und mach-
ten das Forum noch größer und noch
internationaler als es ohnehin schon war.
Man kann sagen, dass diese Fachveran-
staltung momentan den bedeutendsten
Treffpunkt der internationalen Aerosolver-
packungsindustrie weltweit darstellt! Von
Anfang an hatte das Forum genau den
Nerv der Branche getroffen und im Laufe
der Jahre seine Position als Innovations-
und Kommunikationsplattform innerhalb
der Aerosolindustrie eindrucksvoll unter-
strichen. Heute ist es fester Bestandteil
des Terminkalenders und wird in Zukunft
sicherlich seine Erfolgsgeschichte fortset-

A conversation with Dr Eric Issartel,
Process & Fire Safety Manager,
Suez Environnement, Paris (France)
AEROSOL EUROPE: Dr Issartel,
would you please introduce
yourself to our readers, espe-
cially with a view to your responsibilities
and tasks at Suez Environnement?
Dr Eric Issartel: I am an Industrial Risks
Expert at Suez Environnement. I special-
ize in fire control, and more specifically,
„special risks.“ A qualified security engi-
neer with a doctorate in chemistry, I
worked for several years as a firefighter
officer, which gave me a lot of operational
experience in fire control. For the past 14
years, I have focused on aerosol-related
fires. As a member of the CFA and the
WG of the FEA, I also participate actively
in the drafting of regulatory texts, particu-
larly concerning ICPEs.
AEROSOL EUROPE: You are involved in
the activities of the French Aerosol Asso-
ciation (CFA)? How do you contribute to
this association?
Dr Eric Issartel: I was chairman of the se-
curity commission of the CFA while par-
ticipating in the Safety WG of the FEA.
Some ten years ago, with the help of the
FFSA (French Federation of Insurance
Companies), we began to think about
and then launched an experimental pro-
gram focusing on the extinguishing of
aerosol storage fires using high-expansion
aqueous foams. The impressive results
provided an alternative to sprinkler extin-
guishing. Several logistics sites in Europe
are now protected by this technique.
AEROSOL EUROPE: Recently, you have
published an article regarding safety
forklifts in the field of aerosol logistics.
Could you give our readers some back-
ground information on this subject?
Dr Eric Issartel: Accidentology in the
aerosol industry and logistics has shown
that forklifts are frequently at the root of
accidents, which often have devastating
consequences. Forklifts can trigger acci-
dents in two ways:
● The forklift creates a potentially explo-
sive atmosphere, usually when the fork
pierces a pallet, crushes a can rolling
on the ground or overturns a pallet.
These 3 cases have been studied by
INERIS with a view to describing and
quantifying potentially explosive atmos-
pheres (ATEX) that can be created ac-
cidentally.
● The forklift becomes a source of igni-
tion. Electrical, electrostatic, mechani-
cal sparks or hot spots can ignite the
ATEX thus formed.
L’Oréal has asked INERIS to conduct a
study on the danger of the above points
and to draft specifications to reinforce the
safety of forklifts in the absence of ATEX
zone 2 classification.
This re-designed forklift must be based on
a mass-produced vehicle to minimize the
cost of purchase and maintenance. The
manufacturer adds an „equipment kit“ so
it is no longer a cause of ATEX emissions
or a source of ignition.
Dispersion modelling studies have shown
that the ATEX created in these 3 scenarios
lasts a very short time (from 5 to 20 sec-
onds) and is small in terms of volume.
The safety equipment proposed is based
on:
● An ISO anti-piercing, anti-mechanical
spark fork that conducts static electric-
ity. The lifting surface has an anti-skid
finish so the load cannot slip.
● A skirt prevents aerosol cans from roll-
ing under the wheels of the forklift (thus
avoiding crushing).
● Permanent grounding thanks to stain-
less steel chain threads that drag on the
ground.
● IP 67 housing for some electrical com-
ponents.
The equipment is totally removable, so the
forklift can become „standard“ again for
the purposes of resale, for example.
An extremely safe forklift can thus be
purchased at a far lower cost than an
ATEX Zone 2 forklift, thanks to these
changes.
The performance of these enhanced
safety forklifts was successfully tested by
INERIS. They were made to function and
move about in an enclosed area full of
propane in ATEX conditions, and no ex-
plosions occurred.
AEROSOL EUROPE: How is the situation
regarding safety standards for aerosols in
France? How do you assess the safety
standardization and harmonization for
our industry on the European level?
Dr Eric Issartel: The CLP has provided a
precise classification of aerosols as the
danger they present is based on both the
flammability of the propellants and the
products propelled. The inclusion of
headings specific to aerosols in SEVESO

3 has clarified and laid down admissible
threshholds for the various compositions.
France has defined 3 headings based on
these threshholds – 4321, 4320 and
1421 – specific to filling, particularly in a
laboratory or manufacturing pilot.
Aerosols are one of the rare consumer
goods that undergo individual safety
quality controls, which guarantee the
perfect seal of each can at the end of the
assembly line. Aerosols are only danger-
ous if their physical integrity is impaired
(piercing, exposure to fire). The risk of
piercing is closely linked to handling
(feedback based on experience); the use
of safety forklifts should considerably re-
duce the level of this risk. Big logistical
sites that handle aerosols have constraints
in terms of fire prevention and protection
that greatly limit the development of major
accidents. High-expansion foams have
proven their effectiveness and versatility
in terms of flammable liquids (case of
cross-docking protections).
AEROSOL EUROPE: In your mind, what
issue needs to be tackled urgently in the
aerosol industry?
Dr Eric Issartel: Aerosols in waste man-
agement and the circular economy. An
„empty“ can still contains gas, which could
create a potentially explosive atmpo-
sphere, particularly if it is baled together
with household aluminium packaging. The
can will be compressed and crushed,
freeing a given quantity of flammable
gas. This issue is currently being studied,
together with the attendant technical and
regulatory aspects.
AEROSOL EUROPE: Dr Issartel, what
would be a subject that urgently needs to
be included in future conference pro-
grams?
Dr Eric Issartel: I believe we should think
about the circular economy for used aero-
sols, as they can potentially be recycled,
while taking account of safety and envi-
ronmental constraints.
AEROSOL EUROPE: In general, how do
you see the future of the aerosol product?
Dr Eric Issartel: Aerosols have proven
their effectiveness for decades; they are
an ongoing source of innovations both in
terms of aerosol manufacturing technol-
ogy and the wide range of products they
propel. However, we must remain watch-
ful in terms of safety to enable them to
continue to be so successful.

Coster opens
its second UK plant

Coster Group, a
leading multina-
tional provider of spray and
dispensing packaging com-
ponents and filling machines,
has started productions in
the new facility located in
Barlborough, Derbyshire,
United Kingdom.
The Barlborough plant is de-
dicated to the production of
aerosol valves and extends
over a 10.000 sqm lot in a
small industrial park, strate-
gically located in close pro-
ximity of the M1 motorway.
Barlborough is Coster’s sec-
ond plant in the UK, the first
being located in Stevenage
and also dedicated to aero-
sol valves production.
The decision to expand aerosol
valve production capacity was
driven by the increasing de-
mand of the local market,
which is number one in pro-
duction output in Europe with
almost 1,5 BN aerosols pro-
duced according to the latest
available figures.
Production in Barlborough is
organized around a fully auto-
mated production system, with

The facility is built according
to the latest construction
standards with a special atten-

thanks to green areas and a
modern design.
Barlborough is the latest
addition to Coster’s production
organization, which encloses
16 production plants spread
over 4 continents.

More than 5500 participants,
visitors, and exhibitors from 70
countries came to Paris for the
Aerosol & Dispensing Forum on February
4 & 5, 2015; once again, they made this
event into the most important event in the
international aerosol industry this year.
With a varied lecture program and an
exhibition featuring more than 300 com-
panies (see box), participants were of-

only be mastered with strict discipline and
efficiency. Not just the expanded and
significantly larger exhibition space was
heavily frequented by visitors at all times
during the two days of the forum; the
exhibitors themselves were also over-
whelmed by the number and interest of
visitors in their booths. Discussions last
until long after the trade show close, and
in more than a few cases, concrete sales
agreements were struck. The seminar
rooms set up for the lecture program were
mostly overfilled because the lecture top-
ics covered the entire spectrum of aerosol
technology and focused on theoretical
and practical aspects equally, with a
focus on innovation and trends. Details

The highlight of this year’s forum was the
presentation of the “Aerosol & Dispensing
Awards.”
The Aerosol & Dispensing Awards are
designed to single out technological in-
novations in aerosol & dispensing systems
packaging.
These prizes are awarded by an inde-
pendent jury of aerosol & dispensing sys-
tems experts representing the specifiers,
packaging manufacturers, and the media.
Products concerned must have been mar-
keted between the January 1 and Decem-
ber 31, 2015.

The call for papers for the 2016 program
is being prepared for the following sessi-

Sustainable development is the underlying
theme for lectures and the exhibition. The

The trade show has grown a lot, especially due to the cosmetics
and packaging part, that made it exciting!
● Due to the growth, the venue is questionable since the space in
many halls is simply too tight.
● Good platform for networking, naturally also due to the size
„you cross paths with people.“
● Better usage by the FEA would be nice, e.g. for spring meeting.
Many „members“ are on-site.
● The level of the lectures was better previously, a few „company-
neutral highlights“ would be nice.
● I find the booth sizes very good; they promote a focus on in-
novations.
● As a participant, I find the organization quite good.
● Very good connection to public transportation, but poor for
taxis.
Leopold Werdich, TUBEX Group:
For the TUBEX Group, the Aerosol Forum is the best trade show in
Europe for aerosol cans. We show aluminum and plastic tubes,
however we are of the opinion that this does not matter much.
What we like about the trade show: two days, good arrival, civil
prices v. Düsseldorf, uniform booth sizes, concentration on the
essential. Many contacts, short paths, a clear overview of custom-
ers, suppliers, competitors.
New topics are presented in lectures, challenges are the focus
and trends are revealed. What we don‘t like: Trend toward over-
blown self-presentation and increasingly too many exhibitors
from fringe areas. Worry: Costs will increase disproportionately
(each year additional costs of 10-15%).
Katrin Behnke, Poppe Ahrensböck:
We exhibited for the second time and we have made the Aerosol
Forum in Paris a fixed part of our trade show calendar.
Excellent, professionally-relevant lectures and a very international
(trade) public provide us with an ideal platform for presenting our
company and exchanging ideas with the aerosol trade world.
Michael Marty, Pamasol:
I was at the ADF for the first time and I was pleasantly surprised
by how well-attended this forum is and how good the quality of
the discussions with visitors from around the world. I was espe-
cially pleased that people came from Latin America since I am
also responsible for this area.
It was very interesting to meet existing customers and get to know
new potential customers.
It is a good platform for innovations and exchange with col-
leagues from the same industry and I will definitely be in attend-
ance in our booth again next year in order to present our
innovations and improvements.

Once again this year, the Aerosol & Dispensing Forum in Paris
was a valuable addition to our networking. Given the combina-
tion of exhibitors and visitors, the event offers a compressed form
of an expert meeting, which provides a time-efficient forum for the
exchange of ideas.

ADF 2015 was a wonderful event, we were very surprised by the
number of serious inquiries that we received and the number of
people with whom we re-connected.
This truly exceeded our expectations and will help us establish

I believe that the ADF is a well-known trade show. It was my third
time exhibiting there and representing the Mühlbauer Group.
The ADF was well-attended. My experience is that all the global
players who manufacture and sell aerosol cans come together at
the ADF either as exhibitors or as visitors. For me, it is a great
opportunity to get in touch with customers and prospective cus-
tomers in order to talk about their experiences and requirements.
It isa good platform fordoing business.
Furthermore, interesting presentations communicated information
aboutnew developments and trends.
Although the infrastructure of the fairground seemed a bit compli-
cated to me sometimes, Paris is a great venue.
From my point of view, the ADF is a “must” for everyone who is in-
volved in aerosol can production. We will attend again next year.

There are many interesting people there and the number of visi-

The ADF is good place to see tendencies, to get to know the
players in these sectors, and to do business.

This exhibition has now become a “must” for us in terms of meet-
ing with customers and future prospects, very international with a
convenient geographical location and a reasonable cost.
In the last few years, it has become an extraordinary showcase

As an aerosol can manufacturer, the Aerosol Forum is the best
opportunity for us to maintain existing contacts and establish
new ones. Everybody in the aerosol industry meets here in
concentrated form and this event is growing from year to year.
This year, we greeted more visitors at our booth than last year.
For us, it is very important and valuable that the true decision-
makers come to this trade show and thus the quality of the con-
versations is very high. This trade show has become a fixed
event on our schedule!

The“who’s who“ of the aerosol industry was here. As every year,
it is an opportunity to meet, in just a couple of days, a lot of cli-
ents from our industry. We are very pleased that all can manu-
facturers showed such an active interest in mall//herlan and
took the time to meet with us. We can provide insight into the
performance and products of mall//herlan. Our booth was
highly frequented and provided the opportunity for good con-
versations among friends, competitors and customers on all
levels. More than ever, mall//herlan has confirmed its position
as one of the leaders in the metal packaging industry.
Renáta Neradová, Kohinoor:
This was our first time at the Aerosol & Dispensing Forum. We
came to increase our visibility and get introduced to new custom-
ers as well.
We are glad to say that the trade show definitely met our expec-
tations and the contacts that we´ve made are really substantial.
We think it was a very successful event. We will certainly be back
next year.
Dr. Pascale Gauthier, Auvergne University:
Each year, the Aerosol and Dispensing Forum is a great event, but
it was particularly successful and interesting in 2015! A huge
number of participants, its bigger size and the largest variety of
exhibition areas were assembled to create a great program for
the conference. The organizers clearly do everything they can to
offer a complete view of various topics.
For the first time, the cosmetics area with PCD and aerosol innova-
tive systems with ADF were grouped with all the veterinary and
pet food packaging. This was the best way to mix and connect
different new ideas from various fields that can provide intercon-
nections useful to all researchers.
Once again, nice program construction with great topics pro-
posed by Jean-Pierre Appert and his perfect team! Experts and
suppliers were invited to submit their work for ADF technical ses-
sions highlighting the topics of compressed gases and their pur-
poses, as well as innovative product design. The specific focus on
patent and compatibility and predictability allowed people to
see the path of an innovation from the very beginning and the
different steps to follow. At the end of the first day, the aerosol
dispensing awards were distributed in the areas of food (choco-
late foam, beer pressure home dispenser), and new actuator
systems, and there was an interesting formulation as dry mist for
a perfect sun and boogie mist. People asked just two questions
about some things: “where can we find these and why did we not
think of them before?”
For cosmetics, new make-up trends and packaging were pre-
sented and such nice things as airless packaging for lip make-up
and light used as a packaging effect on glass were displayed. At
the end of the second day, the PCD awards were distributed
toperfume, make-up, and cosmetic care products.
For more than 5000 people, the 2015 innovative hub was a
great success.
For these reasons and for the more than 5000 participants, the
2015 edition of ADF / PCD / Pet / Vet clearly deserves its “in-
novative hub” designation, and we are looking forward to the
2016 edition.

The Thomas Group is very satisfied with its second participation
at the AFD-PCD. The compact space and duration of the event
helps to meet a maximum number of customers and suppliers in a
short time. The combination of aerosol and cosmetics/perfumery
is a logical approach for these closely related markets.
Coster:
ADF & PCD has become a must for the players of the aerosol and
dispensing industry.
It has steadily grown over the years and the 2015 edition was
once more a success, with visitors and exhibitors from all over the
world.
We as Coster enjoyed taking care of the numerous attendees
who visited our stand, discussing new business opportunities,
sharing ideas and exploring new market trends and products. In
addition, the conferences organized throughout the days pro-
vided valuable technical insights.

Attendees are international and highly interested in ADF & PCD
congress and exhibition.
The number of exhibitors and visitors increases each year, which
is the best indicator! This is one of the best places for networking
for aerosol applications, all the decision makers are present.
The Paris Aerosol & Dispensing Awards were a success as each
and every year, with high quality innovations and new products,
and clever ideas for the future.

Clayton Corporation manufactures valves and accessories for
aerosol in the niche market of viscous and foaming products. As
such, many marketers and fillers of standard spray type aerosols
may not know our company. As the Aerosol & Dispensing Forum
has grown to include cosmetics and now pet products, we find
that we are making contacts with companies we normally would
not have the opportunity to meet in just an aerosol exhibition. As
such, we like the way the forum has evolved over the years and
look forward to it each year.

access to the relevant congress sessions, but moreover the forum

days, in a central location with customers, suppliers and partners
works very well for us.

The Paris Forum was a great get together. The number of small
medium and large suppliers, fillers and brand owners is growing
every year, so it offers a very cost effective meeting place to
conduct business that would otherwise take months of organisa-
tion and travel. The venue is good, easy to get to and Paris, of
course, remains one of the greatest cities in the world to visit.
Precision Valve Corporation:
We are very pleased with the results of this 9th edition. As an Ex-
hibitor since the first edition we note that the concept of this
meeting of Experts keeps growing in strength.
The initial, purely French, scope now extends well beyond the
borders of Europe. We even received a visit from US, Australian
and South African clients! We have therefore gradually adapted
the composition of our teams to make the most of these two days.
All the Commercial Managers of our companies in Europe were
present (France, Germany, UK, Spain, Italy) in order to meet our
customers and prospective customers. Our Corporate President
and CEO, Doug Hind, and our European Regional Manager,
Markus Raab, also attended, as that is the key to success : having
direct access to decision makers in order to make the right con-
tacts and do business together.
Our Technical Managers attended the lectures and made presen-
tations on key topics that interest our main customer contacts. It is
a good opportunity for them to meet customer’s technical counter-
parts to discuss future projects or projects currently underway.
The Aerosol & Dispensing Forum also enables us to talk with our
main suppliers and discover new ones.

Introduction
In a previous article of AERO-
SOL EUROPE (Volume 22 N°
12 of December 2014), we
announced that the European Commis-
sion proposed to change the existing Di-
rectives on the management of different
types of waste. The aim of the new pro-
posals is to simplify waste management in
the European Union.
In December 2014, we did not dispose of
the latest figures on waste. In the mean-
time EUROSTAT published in March 2015
interesting data which we summarize in
this article.
Amount of municipal
waste generated per person
Municipal waste consists to a large extent
of waste generated by households, but
may also include similar wastes generat-
ed by small businesses and public institu-
tions and collected by the municipality;
this part of municipal waste may vary
from municipality to municipality and
from country to country, depending on
the local waste management system.
Waste from agriculture and industry is not
included. In principle, data on treated
municipal waste only refer to waste treat-
ed within the member state, and does not
take into account waste exported for
treatment.
Waste in Europe

In the European Union (EU), the amount
of municipal waste generated per person
in 2013 amounted to 481 kg, down by
8.7% compared with its peak of 527 kg
per person in 2002. Since 2007, the gen-
eration of municipal waste per person has
constantly decreased in the EU to below
its mid-1990s level.
Most aerosols used in households are in-
cluded in these figures.
Treatment of waste
Table 1 shows that today in the European
member states, a large part of waste is
treated. Following waste treatment meth-
ods are used:
● Landfill meaning the depositing of
waste into or onto land, including spe-
cially engineered landfill and tempo-
rary storage of over one year.
● Incineration meaning thermal treat-
ment of waste in an incineration plant.
● Recycling meaning any recovery oper-
ation by which waste materials are re-
processed into products, materials or
substances whether for the original or
other purposes, except use as fuel.
● Composting meaning the biological
treatment (anaerobic or aerobic) of bi-
odegradable matter resulting in a re-
coverable product.
Of the 481 kg of municipal waste gener-
ated per person in the EU in 2013, 470
kg per person were treated. This treatment
followed different methods: 31% was
landfilled, 28% recycled, 26% incinerat-
ed and 15% composted. The share of
municipal waste recycled or composted
in the EU has steadily increased over the
time period, from 18% in 1995 to 43% in
2013.
The amount of municipal waste generated
varies significantly across the EU member
states. With less than 300 kg per person,
Romania, Estonia and Poland had the
lowest amount of waste generated in
2013, followed by Slovakia, the Czech
Republic and Latvia (all just over 300 kg
per person). At the opposite end of the
scale, Denmark (747 kg per person) had
the highest amount of waste generated in
2013, well ahead of Luxembourg, Cyprus
and Germany with lower amounts but
above 600 kg per person, and Ireland,
Austria, Malta, France, the Netherlands
and Greece with values between 500
and 600 kg per person. It should be noted
that different coverage of municipal waste
explains part of the differences between
member states.
Situation in the member states
The treatment methods differ substantially
between member states.
In 2013, a third or more of municipal
waste was recycled in Slovenia (55%),
Germany (47%), Belgium and Ireland
(both 34%) and Sweden (33%). Com-
posting was most common in Austria
(35%), followed by the Netherlands
(26%), Belgium (21%) and Luxembourg
(20%). At least half of the municipal
waste treated in 2013 was incinerated in
Estonia (64%), Denmark (54%) and Swe-
den (50%), while the highest shares of
municipal waste landfilled were recorded
in Romania (97%), Malta (88%), Croatia
(85%), Latvia (83%) and Greece (81%).

counted in 2013 for nearly two-thirds
(65%) of waste treatment in Germany
and for more than half in Slovenia (61%),
Austria (59%) and Belgium (55%).
Future actions
The EU Commission proposes three main
actions for the next future:
● development of the re-use and recy-
cling of municipal waste to a minimum
of 70% in 2030;
● increase the recycling rate for packag-
ing waste to 80% by the year 2030;
● banning of the landfilling of recyclable
plastics, metals, glass, paper and card
board.
Already in March 2015, the EU Council
reached an agreement on a draft direc-
tive to reduce the consumption of light-
weight plastic bags. The new law will
require member states to choose either to
introduce a charge on single-use light-
weight bags by the end of the year 2018
or to take measures to reduce their uses.
Other proposals will be submitted in the
coming months. ■

Can-in-Can system of Nussbaum
The Can-in-Can system of Nussbaum has recently been
reengineered and it proves to be the most convenient
packaging for high-viscosity active substances like sili-
cones, pastes, creams and greases. The inner pouch contains the

Revolutionary Salvalco Spray Valve Technology
Could Transform Global Aerosol Industry
‘Eco-Valve’ compressed air innovation set to be
trialled by Colep, leading brands and specialist
manufacturers
Salvalco Eco-Valve®, a revolutionary aerosol delivery system
which uses compressed air or other harmless gases as a propel-
lant rather than a liquid petroleum gas (LPG), is set to be trialled
extensively by major contract fillers, leading brands and specialist
spray companies.
Eco-Valve mist testing
The Eco-Valve system has been patented by newly formed British
company Salvalco. Salvalco (whose name is derived from ‘Salford
Valve Company’) is a joint enterprise between AWI Group - a
UK-based international engineering company - and The University
of Salford. The University developed the Eco-Valve technology via
its Spray Research Group, led by Professor Ghasem Nasr.
The reason for the positive reaction from the aerosol industry,
including market-leading contract filler companies such as Colep
and One-Asia is Eco-Valve’s excellent and consistent spray perfor-
mance which compares favourably to an LPG delivery system.
Using a compressed gas propellant with standard valve systems
can result in a wet, dense and large particle-sized spray which is
not suitable for many household sprays and personal care prod-
ucts. Extensive tests of Salvalco’s Eco-Valves® have shown that
they consistently perform just as well as an LPG spray in terms of
mist and density, particle size and contents exhaustion.
This like-for-like performance, combined with Eco-Valve’s compati-
bility with most existing filling equipment, means that a significant
portion of the global aerosol industry could quickly and easily
switch to a compressed gas solution and massively reduce the
need to use LPGs and other VOCs in the production of sprays.

This in turn would have a dramatic and positive impact across the
supply chain through the removal of highly volatile and flammable
propellants which are costly to store and transport. Such a shift
would also benefit the environment and improve air quality though
a reduction in certain VOCs.
Colep’s Marketing and Innovation Director, Grant Coupland,
said: “As one of the world’s largest contract filling companies
Colep is continuously striving to improve products and be more
sustainable. Therefore Salvalco’s Eco-Valve® could make a big
impact on aerosol production especially within wet-spray catego-
ries, and help wean parts of the industry off the extensive use of
LPG and VOC propellants.
“We and our international partners, including One-Asia, are
therefore committed to work closely with Salvalco to help develop
the Eco-Valve concept further and thoroughly road-test it across a
wide range of household, personal care and industrial products
over the coming months. If testing and line trials are successful we
intend to roll it out as soon as possible.”
“I believe there a genuine appetite in the aerosol sector to find
innovative solutions which will benefit the manufacturer, retailer
consumer and the environment. In principle Eco-Valve will deliver
on all these fronts.”
To highlight Colep and One-Asia’s commitment to developing the
technology both have signed a Technical Cooperation Agreement
with Salvalco. In addition Salvalco is also involved in advanced
negotiations with a number of leading brands and specialist
manufacturers.
Mark Waters, Salvalco’s Commercial Director who has over 20
years’ experience in the aerosol and filling sector, said: “When
we initially looked at the University of Salford’s research and test
results we were very impressed. However, we also knew that tak-
ing the Eco-Valve technology out of the lab and putting it into the
market place would be a challenge.
“Having presented the concept to contracts fillers, shown samples
to many leading brands and demonstrated the product at the Paris
Aerosol Forum, the feedback has been highly positive and it’s
fantastic that Colep has committed to an intensive testing pro-
gramme with a view to rolling out the product later this year.
“Salvalco Eco-Valves® will also be integrated into selected house-
hold aerosols going on sale in Europe this Summer via other ven-
dors. We’re also getting extensive interest from China, where there
is a massive air quality problem, and other parts of Asia Pacific.
“In addition we are talking to companies who have historically
never had an aerosol-based product range due to not wanting the
costs and risks associated with high volumes of LPG on their prem-
ises. With Eco-Valve’s high spray performance, delivered through
a compressed air or inert gas propellant, such barriers are
removed which means smaller and more specialist players can
also enter the market.”
Salvalco Eco-Valves® will be principally manufactured in Taiwan
and China by Derjin, one of Asia Pacific’s leading packaging
companies which specialises in personal care and household
products. Salvalco and Derjin have created a dedicated produc-
tion line for the valves, with an investment of $4m.

A record 5500 visitors from 70 countries came to Paris and made the forum big- ger and more international than it had ever been before. You could say that this trade event is currently the most impor- tant meeting point for the international aerosol industry worldwide! From the very beginning, the forum found the pulse of the industry, and over the course of years, it has emphasized in impres- sive fashion its position as the innovation and communication platform within the aerosol industry. Today, it has become a fixed component of people’s calendars, and it will surely continue it successful history in the future as well. In this issue, we present you with a detailed report. I special- ize in fire control, and more specifically, „special risks.“ A qualified security engi- neer with a doctorate in chemistry, I worked for several years as a firefighter officer, which gave me a lot of operational experience in fire control. For the past 14 years, I have focused on aerosol-related fires. As a member of the CFA and the WG of the FEA, I also participate actively in the drafting of regulatory texts, particu- larly concerning ICPEs. AEROSOL EUROPE: You are involved in the activities of the French Aerosol Asso- ciation (CFA)? How do you contribute to this association? Dr Eric Issartel: I was chairman of the se- curity commission of the CFA while par- ticipating in the Safety WG of the FEA. Some ten years ago, with the help of the FFSA (French Federation of Insurance Companies), we began to think about and then launched an experimental pro- gram focusing on the extinguishing of aerosol storage fires using high-expansion aqueous foams. The impressive results provided an alternative to sprinkler extin- guishing. Several logistics sites in Europe are now protected by this technique. AEROSOL EUROPE: Recently, you have published an article regarding safety forklifts in the field of aerosol logistics. Could you give our readers some back- ground information on this subject? Dr Eric Issartel: Accidentology in the aerosol industry and logistics has shown that forklifts are frequently at the root of accidents, which often have devastating consequences. Forklifts can trigger acci- dents in two ways: ● The forklift creates a potentially explo- sive atmosphere, usually when the fork pierces a pallet, crushes a can rolling on the ground or overturns a pallet. These 3 cases have been studied by INERIS with a view to describing and quantifying potentially explosive atmos- pheres (ATEX) that can be created ac- cidentally. ● The forklift becomes a source of igni- tion. Electrical, electrostatic, mechani- cal sparks or hot spots can ignite the ATEX thus formed. L’Oréal has asked INERIS to conduct a study on the danger of the above points and to draft specifications to reinforce the safety of forklifts in the absence of ATEX zone 2 classification. This re-designed forklift must be based on a mass-produced vehicle to minimize the cost of purchase and maintenance. The manufacturer adds an „equipment kit“ so it is no longer a cause of ATEX emissions or a source of ignition. Dispersion modelling studies have shown that the ATEX created in these 3 scenarios lasts a very short time (from 5 to 20 sec- onds) and is small in terms of volume. The safety equipment proposed is based on: ● An ISO anti-piercing, anti-mechanical spark fork that conducts static electric- ity. The lifting surface has an anti-skid finish so the load cannot slip. ● A skirt prevents aerosol cans from roll- ing under the wheels of the forklift (thus avoiding crushing). ● Permanent grounding thanks to stain- less steel chain threads that drag on the ground. ● IP 67 housing for some electrical com- ponents. The equipment is totally removable, so the forklift can become „standard“ again for the purposes of resale, for example. An extremely safe forklift can thus be purchased at a far lower cost than an ATEX Zone 2 forklift, thanks to these changes. The performance of these enhanced safety forklifts was successfully tested by INERIS. They were made to function and move about in an enclosed area full of propane in ATEX conditions, and no ex- plosions occurred. AEROSOL EUROPE: How is the situation regarding safety standards for aerosols in France? How do you assess the safety standardization and harmonization for our industry on the European level? Dr Eric Issartel: The CLP has provided a precise classification of aerosols as the danger they present is based on both the flammability of the propellants and the products propelled. France has defined 3 headings based on these threshholds – 4321, 4320 and 1421 – specific to filling, particularly in a laboratory or manufacturing pilot. Aerosols are one of the rare consumer goods that undergo individual safety quality controls, which guarantee the perfect seal of each can at the end of the assembly line. Aerosols are only danger- ous if their physical integrity is impaired (piercing, exposure to fire). The risk of piercing is closely linked to handling (feedback based on experience); the use of safety forklifts should considerably re- duce the level of this risk. Big logistical sites that handle aerosols have constraints in terms of fire prevention and protection that greatly limit the development of major accidents. High-expansion foams have proven their effectiveness and versatility in terms of flammable liquids (case of cross-docking protections). AEROSOL EUROPE: In your mind, what issue needs to be tackled urgently in the aerosol industry? Dr Eric Issartel: Aerosols in waste man- agement and the circular economy. An „empty“ can still contains gas, which could create a potentially explosive atmpo- sphere, particularly if it is baled together with household aluminium packaging. The can will be compressed and crushed, freeing a given quantity of flammable gas. This issue is currently being studied, together with the attendant technical and regulatory aspects. AEROSOL EUROPE: Dr Issartel, what would be a subject that urgently needs to be included in future conference pro- grams? Dr Eric Issartel: I believe we should think about the circular economy for used aero- sols, as they can potentially be recycled, while taking account of safety and envi- ronmental constraints. AEROSOL EUROPE: In general, how do you see the future of the aerosol product? Dr Eric Issartel: Aerosols have proven their effectiveness for decades; they are an ongoing source of innovations both in terms of aerosol manufacturing technol- ogy and the wide range of products they propel. However, we must remain watch- ful in terms of safety to enable them to continue to be so successful. Coster Group, a leading multina- tional provider of spray and dispensing packaging com- ponents and filling machines, has started productions in the new facility located in Barlborough, Derbyshire, United Kingdom. The Barlborough plant is de- dicated to the production of aerosol valves and extends over a 10.000 sqm lot in a small industrial park, strate- gically located in close pro- ximity of the M1 motorway. Barlborough is Coster’s sec- ond plant in the UK, the first being located in Stevenage and also dedicated to aero- sol valves production. The decision to expand aerosol valve production capacity was driven by the increasing de- mand of the local market, which is number one in pro- duction output in Europe with almost 1,5 BN aerosols pro- duced according to the latest available figures. Production in Barlborough is organized around a fully auto- mated production system, with

Many „members“ are on-site. ● The level of the lectures was better previously, a few „company- neutral highlights“ would be nice. ● I find the booth sizes very good; they promote a focus on in- novations. ● As a participant, I find the organization quite good. ● Very good connection to public transportation, but poor for taxis. Leopold Werdich, TUBEX Group: For the TUBEX Group, the Aerosol Forum is the best trade show in Europe for aerosol cans. We show aluminum and plastic tubes, however we are of the opinion that this does not matter much. What we like about the trade show: two days, good arrival, civil prices v. Düsseldorf, uniform booth sizes, concentration on the essential. Many contacts, short paths, a clear overview of custom- ers, suppliers, competitors. New topics are presented in lectures, challenges are the focus and trends are revealed. What we don‘t like: Trend toward over- blown self-presentation and increasingly too many exhibitors from fringe areas. Worry: Costs will increase disproportionately (each year additional costs of 10-15%). Katrin Behnke, Poppe Ahrensböck: We exhibited for the second time and we have made the Aerosol Forum in Paris a fixed part of our trade show calendar. Excellent, professionally-relevant lectures and a very international (trade) public provide us with an ideal platform for presenting our company and exchanging ideas with the aerosol trade world. Michael Marty, Pamasol: I was at the ADF for the first time and I was pleasantly surprised by how well-attended this forum is and how good the quality of the discussions with visitors from around the world. I was espe- cially pleased that people came from Latin America since I am also responsible for this area. It was very interesting to meet existing customers and get to know new potential customers. It is a good platform for innovations and exchange with col- leagues from the same industry and I will definitely be in attend- ance in our booth again next year in order to present our innovations and improvements. Gunter Stegmüller, GFV: Once again this year, the Aerosol & Dispensing Forum in Paris was a valuable addition to our networking. Given the combina- tion of exhibitors and visitors, the event offers a compressed form of an expert meeting, which provides a time-efficient forum for the exchange of ideas. Ken Ng, EC Pack: ADF 2015 was a wonderful event, we were very surprised by the number of serious inquiries that we received and the number of people with whom we re-connected. This truly exceeded our expectations and will help us establish and enhance communication with our customers and potential contacts. We will definitely be back next year. We would like to thank the organizer Oriex for putting it together so beautifully! Alexander Oelkers, Mühlbauer: I believe that the ADF is a well-known trade show. It was my third time exhibiting there and representing the Mühlbauer Group. The ADF was well-attended. My experience is that all the global players who manufacture and sell aerosol cans come together at the ADF either as exhibitors or as visitors. For me, it is a great opportunity to get in touch with customers and prospective cus- tomers in order to talk about their experiences and requirements. It isa good platform fordoing business. Furthermore, interesting presentations communicated information aboutnew developments and trends. Although the infrastructure of the fairground seemed a bit compli- cated to me sometimes, Paris is a great venue. From my point of view, the ADF is a “must” for everyone who is in- volved in aerosol can production. We will attend again next year. Jean-Francois Wimmer, Hutchinson: This exhibition has now become a “must” for us in terms of meet- ing with customers and future prospects, very international with a convenient geographical location and a reasonable cost. In the last few years, it has become an extraordinary showcase for the aerosol industry in Europe! The fact that it is held each year helps to maintain a real dynamic. August Wanninger, Linhardt: As an aerosol can manufacturer, the Aerosol Forum is the best opportunity for us to maintain existing contacts and establish new ones. Everybody in the aerosol industry meets here in concentrated form and this event is growing from year to year. This year, we greeted more visitors at our booth than last year. For us, it is very important and valuable that the true decision- makers come to this trade show and thus the quality of the con- versations is very high. This trade show has become a fixed event on our schedule! Roger Schmidt, mall//herlan: The“who’s who“ of the aerosol industry was here. As every year, it is an opportunity to meet, in just a couple of days, a lot of cli- ents from our industry. We are very pleased that all can manu- facturers showed such an active interest in mall//herlan and took the time to meet with us. We can provide insight into the performance and products of mall//herlan. Our booth was highly frequented and provided the opportunity for good con- versations among friends, competitors and customers on all levels. More than ever, mall//herlan has confirmed its position as one of the leaders in the metal packaging industry. Renáta Neradová, Kohinoor: This was our first time at the Aerosol & Dispensing Forum. We came to increase our visibility and get introduced to new custom- ers as well. We are glad to say that the trade show definitely met our expec- tations and the contacts that we´ve made are really substantial. We think it was a very successful event. We will certainly be back next year. Dr. Pascale Gauthier, Auvergne University: Each year, the Aerosol and Dispensing Forum is a great event, but it was particularly successful and interesting in 2015! A huge number of participants, its bigger size and the largest variety of exhibition areas were assembled to create a great program for the conference. The organizers clearly do everything they can to offer a complete view of various topics. For the first time, the cosmetics area with PCD and aerosol innova- tive systems with ADF were grouped with all the veterinary and pet food packaging. This was the best way to mix and connect different new ideas from various fields that can provide intercon- nections useful to all researchers. Once again, nice program construction with great topics pro- posed by Jean-Pierre Appert and his perfect team! Experts and suppliers were invited to submit their work for ADF technical ses- sions highlighting the topics of compressed gases and their pur- poses, as well as innovative product design. The specific focus on patent and compatibility and predictability allowed people to see the path of an innovation from the very beginning and the different steps to follow. At the end of the first day, the aerosol dispensing awards were distributed in the areas of food (choco- late foam, beer pressure home dispenser), and new actuator systems, and there was an interesting formulation as dry mist for a perfect sun and boogie mist. People asked just two questions about some things: “where can we find these and why did we not think of them before?” For cosmetics, new make-up trends and packaging were pre- sented and such nice things as airless packaging for lip make-up and light used as a packaging effect on glass were displayed. At the end of the second day, the PCD awards were distributed toperfume, make-up, and cosmetic care products. For more than 5000 people, the 2015 innovative hub was a great success. For these reasons and for the more than 5000 participants, the 2015 edition of ADF / PCD / Pet / Vet clearly deserves its “in- novative hub” designation, and we are looking forward to the 2016 edition.

The compact space and duration of the event helps to meet a maximum number of customers and suppliers in a short time. The combination of aerosol and cosmetics/perfumery is a logical approach for these closely related markets. Coster: ADF & PCD has become a must for the players of the aerosol and dispensing industry. It has steadily grown over the years and the 2015 edition was once more a success, with visitors and exhibitors from all over the world. We as Coster enjoyed taking care of the numerous attendees who visited our stand, discussing new business opportunities, sharing ideas and exploring new market trends and products. In addition, the conferences organized throughout the days pro- vided valuable technical insights. The exhibition cannot be missed and we already look forward to the 2016 edition. Anke Sandra Meunier, Inventec PC: Attendees are international and highly interested in ADF & PCD congress and exhibition. The number of exhibitors and visitors increases each year, which is the best indicator! This is one of the best places for networking for aerosol applications, all the decision makers are present. The Paris Aerosol & Dispensing Awards were a success as each and every year, with high quality innovations and new products, and clever ideas for the future. I’m looking forward to the 2016 edition! Ric Berger, Clayton: Clayton Corporation manufactures valves and accessories for aerosol in the niche market of viscous and foaming products. As such, many marketers and fillers of standard spray type aerosols may not know our company. As the Aerosol & Dispensing Forum has grown to include cosmetics and now pet products, we find that we are making contacts with companies we normally would not have the opportunity to meet in just an aerosol exhibition. As such, we like the way the forum has evolved over the years and look forward to it each year.

Kinza Sutton, Appe: For APPE, the ADF was an extremely positive and vibrant event, where we met many new potential customers and partners. The energy in the halls was fantastic and the quality of the conference was extremely high. We’re looking forward to ADF 2016 already! John Saalwachter, Ball Corporation: Once again the Paris Dispensing and Aerosol Forum was incred- ibly well attended and organized. The event has impressive par- ticipation from European marketers and continues to become increasingly global in nature. The Forum offers a convenient op- portunity to meet with both European and Global marketers in an inspiring atmosphere. Ball Aerocan will continue to attend as we consider the event the premier global aerosol forum. Peter De Cock, Tekniplex: A great event, concentrated over 2 days, with all main actors in our industry present. The number of conversations, meetings and planned actions cov- ered in 48hrs saves me several weeks of international travel. Wendy Yu, Chengtian Rubber Product: It‘s well organized. We are quite impressed that m any visitors attended the exhibition everyday. We had met many customers. It‘s a fruitful meeting. ■ Jo Jackson, Colep: This year’s forum was another big success. We have seen the event grow in size and popularity over the past 7 years that Colep have been exhibiting. The format of the event allows us access to the relevant congress sessions, but moreover the forum aspect and the ability to hold meetings with key industry players is of huge benefit to us. Doing effective business over 2 focussed days, in a central location with customers, suppliers and partners works very well for us. Mark Waters, Salvalco: The Paris Forum was a great get together. The number of small medium and large suppliers, fillers and brand owners is growing every year, so it offers a very cost effective meeting place to conduct business that would otherwise take months of organisa- tion and travel. The venue is good, easy to get to and Paris, of course, remains one of the greatest cities in the world to visit. Precision Valve Corporation: We are very pleased with the results of this 9th edition. As an Ex- hibitor since the first edition we note that the concept of this meeting of Experts keeps growing in strength. The initial, purely French, scope now extends well beyond the borders of Europe. We even received a visit from US, Australian and South African clients! We have therefore gradually adapted the composition of our teams to make the most of these two days. All the Commercial Managers of our companies in Europe were present (France, Germany, UK, Spain, Italy) in order to meet our customers and prospective customers. Our Corporate President and CEO, Doug Hind, and our European Regional Manager, Markus Raab, also attended, as that is the key to success : having direct access to decision makers in order to make the right con- tacts and do business together. Our Technical Managers attended the lectures and made presen- tations on key topics that interest our main customer contacts. It is a good opportunity for them to meet customer’s technical counter- parts to discuss future projects or projects currently underway. The Aerosol & Dispensing Forum also enables us to talk with our main suppliers and discover new ones.

Vol. 23, No. 4–2015AEROSOL EUROPE 32 Introduction In a previous article of AERO- SOL EUROPE (Volume 22 N° 12 of December 2014), we announced that the European Commis- sion proposed to change the existing Di- rectives on the management of different types of waste. The aim of the new pro- posals is to simplify waste management in the European Union. In December 2014, we did not dispose of the latest figures on waste. In the mean- time EUROSTAT published in March 2015 interesting data which we summarize in this article. Amount of municipal waste generated per person Municipal waste consists to a large extent of waste generated by households, but may also include similar wastes generat- ed by small businesses and public institu- tions and collected by the municipality; this part of municipal waste may vary from municipality to municipality and from country to country, depending on the local waste management system. Waste from agriculture and industry is not included. In principle, data on treated municipal waste only refer to waste treat- ed within the member state, and does not take into account waste exported for treatment. Waste in Europe By Pierre V. Costa In the European Union (EU), the amount of municipal waste generated per person in 2013 amounted to 481 kg, down by 8.7% compared with its peak of 527 kg per person in 2002. Since 2007, the gen- eration of municipal waste per person has constantly decreased in the EU to below its mid-1990s level. Most aerosols used in households are in- cluded in these figures. Treatment of waste Table 1 shows that today in the European member states, a large part of waste is treated. Following waste treatment meth- ods are used: ● Landfill meaning the depositing of waste into or onto land, including spe- cially engineered landfill and tempo- rary storage of over one year. ● Incineration meaning thermal treat- ment of waste in an incineration plant. ● Recycling meaning any recovery oper- ation by which waste materials are re- processed into products, materials or substances whether for the original or other purposes, except use as fuel. ● Composting meaning the biological treatment (anaerobic or aerobic) of bi- odegradable matter resulting in a re- coverable product. Of the 481 kg of municipal waste gener- ated per person in the EU in 2013, 470 kg per person were treated. This treatment followed different methods: 31% was landfilled, 28% recycled, 26% incinerat- ed and 15% composted. The share of municipal waste recycled or composted in the EU has steadily increased over the time period, from 18% in 1995 to 43% in 2013. The amount of municipal waste generated varies significantly across the EU member states. With less than 300 kg per person, Romania, Estonia and Poland had the lowest amount of waste generated in 2013, followed by Slovakia, the Czech Republic and Latvia (all just over 300 kg per person). At the opposite end of the scale, Denmark (747 kg per person) had the highest amount of waste generated in 2013, well ahead of Luxembourg, Cyprus and Germany with lower amounts but above 600 kg per person, and Ireland, Austria, Malta, France, the Netherlands and Greece with values between 500 and 600 kg per person. It should be noted that different coverage of municipal waste explains part of the differences between member states. Situation in the member states The treatment methods differ substantially between member states. In 2013, a third or more of municipal waste was recycled in Slovenia (55%), Germany (47%), Belgium and Ireland (both 34%) and Sweden (33%). Com- posting was most common in Austria (35%), followed by the Netherlands (26%), Belgium (21%) and Luxembourg (20%). At least half of the municipal waste treated in 2013 was incinerated in Estonia (64%), Denmark (54%) and Swe- den (50%), while the highest shares of municipal waste landfilled were recorded in Romania (97%), Malta (88%), Croatia (85%), Latvia (83%) and Greece (81%).   • 33. Vol. 23, No. 4–2015 AEROSOL EUROPE 33 counted in 2013 for nearly two-thirds (65%) of waste treatment in Germany and for more than half in Slovenia (61%), Austria (59%) and Belgium (55%). Future actions The EU Commission proposes three main actions for the next future: ● development of the re-use and recy- cling of municipal waste to a minimum of 70% in 2030; ● increase the recycling rate for packag- ing waste to 80% by the year 2030; ● banning of the landfilling of recyclable plastics, metals, glass, paper and card board. Already in March 2015, the EU Council reached an agreement on a draft direc- tive to reduce the consumption of light- weight plastic bags. The new law will require member states to choose either to introduce a charge on single-use light- weight bags by the end of the year 2018 or to take measures to reduce their uses. Eco-Valve mist testing The Eco-Valve system has been patented by newly formed British company Salvalco. Salvalco (whose name is derived from ‘Salford Valve Company’) is a joint enterprise between AWI Group - a UK-based international engineering company - and The University of Salford. The University developed the Eco-Valve technology via its Spray Research Group, led by Professor Ghasem Nasr. The reason for the positive reaction from the aerosol industry, including market-leading contract filler companies such as Colep and One-Asia is Eco-Valve’s excellent and consistent spray perfor- mance which compares favourably to an LPG delivery system. Using a compressed gas propellant with standard valve systems can result in a wet, dense and large particle-sized spray which is not suitable for many household sprays and personal care prod- ucts. Extensive tests of Salvalco’s Eco-Valves® have shown that they consistently perform just as well as an LPG spray in terms of mist and density, particle size and contents exhaustion. This like-for-like performance, combined with Eco-Valve’s compati- bility with most existing filling equipment, means that a significant portion of the global aerosol industry could quickly and easily switch to a compressed gas solution and massively reduce the need to use LPGs and other VOCs in the production of sprays.

Such a shift would also benefit the environment and improve air quality though a reduction in certain VOCs. In addition Salvalco is also involved in advanced negotiations with a number of leading brands and specialist manufacturers. Mark Waters, Salvalco’s Commercial Director who has over 20 years’ experience in the aerosol and filling sector, said: “When we initially looked at the University of Salford’s research and test results we were very impressed. However, we also knew that tak- ing the Eco-Valve technology out of the lab and putting it into the market place would be a challenge. “Having presented the concept to contracts fillers, shown samples to many leading brands and demonstrated the product at the Paris Aerosol Forum, the feedback has been highly positive and it’s fantastic that Colep has committed to an intensive testing pro- gramme with a view to rolling out the product later this year. “Salvalco Eco-Valves® will also be integrated into selected house- hold aerosols going on sale in Europe this Summer via other ven- dors.
