Suggested by SSAG Simple measurement to track improvements to the design 3 hierarchy levels: Hierarchy level 1, Sustainably Safe Road and roadside design features that prevent the possibility of serious injury and death. Can be thought of as methods to eliminate, substitute or protect the hazard. Examples are: At conflict points avoidance of right angle crossings in favour of acute angles, combined with speed limiting features; Flexible barriers on roadsides and medians; Pedestrians crossing where speeds are reduced by the road design. Hierarchy level 2, Real Time Intervention Reliable warning or intervention systems that detect high risk conditions and provide specific warnings to the road user (eg. ITS, Traffic Signals, Audio Tactile Edge Lines). This may be thought of as methods to provide engineering control of the hazard. Hierarchy level 3, Regulate/ Control Warning, guidance, educational and regulatory/enforcement measures are applied to mitigate remaining risks. These rely on the vehicle driver. This is a “business as usual” solution.

Obvious that the feature most lacking in Safe Systems principles was intersection. High approach speeds. Likely to have the normal incidence of serious right angle crashes.
