               Professor
The objectives of MTP are as follows:

A. Make education accessible to out-of-school youth
   and adults;
B. Raise the level of literacy in the target areas;
C. Improve the quality of life of individuals and families
   in remote and underserved communities; and
D. Increase the cohort survival rate at the
   elementary/secondary level.
Primary Purpose of Education For All (EFA)
            (DECS Order No. 38, s. 1993)

 Improving Access to Elementary Education by
  providing complete Grade Levels in All Public
  Elementary Schools through Combination and/or
  Multigrade level Classes and the attainment of Mid-
  Decade Goals (MDG) in education and in support of
  the successful implementation of the Mobile
  Teachng Program.
 Adopting/Adapting as an alternative scheme for the
  delivery of educational services and to get all
  school-age children to school especially in mountain
school divisions, island divisions, divisions where
  mobility of school-age children is hazardous and in
  cultural communities with nomadic life style.

 The MTP may be deemed as stop-gap approach
  considdering cultural characteristics and may cease
  in operation when the government shall have
  established elementary schools in all barangays and
  when all incomplete elementary schools shall have
  offered the complete elementary curriculum.
Rationale :

  The Mobile Teaching Program (MTP) is envisioned
  as an alternative delivery system of
  elementary/secondary education to school-age
  children in different grade levels in underserved
  and remote communities.
What is the ALS Mobile Teacher Program?
                            It is a delivery mode of ALS
                           programs where
                           “specialized” teacher called
                           Mobile Teachers live
                           among the people in remote
                           barangays of the country to
                           conduct intensive
community-based training for illiterate out-of-school
youth and adults who are willing to learn basic literacy
skills.
Who are the ALS Mobile Teachers?
  For the full and effective implementation of the ALS,
  600 Mobile Teachers have been deployed and
  assigned to areas where the unreached and
  underserved population of the country are.

Qualifications as ALS Mobile Teachers:
1. Bachelor degree holders
2. Duly licensed professional teachers
Duties and Responsibilities of ALS
 Mobile Teachers are as follows:
1. Conduct of learning
   sessions with the learners;
2. Develop literacy and other
   related skills based on the
   ALS competencies;
3. Establish functional
   networking and reporting
   system;
4. Conduct action-research
   activity and other related
   functions.
Who Benefit from the ALS Mobile
      Teacher Program?

        The target sites and communities for
        this Program are those with high
        illiteracy rate, big number of out-of-
        school youth and adults and identified
        Strong Republic Schools (SRS)
        barangays. The ALS Mobile Teachers
        help improve the quality of their lives
        and help them become useful members
        of their communities by helping them
        read, write and compute.
When and Where Do Learning
        Sessions Happen?
Learning sessions take place in the
community using ALS learning
modules for at least 3 months or until
such time that the learners have
become literate (for Basic Program) or has acquired
necessary competencies (for Accreditation and
Equivalency Program) before moving on to another
barangay.
