The FAST Plan was developed by a collaboration of community groups an an alternative to the official regional transit plan in order to apply cutting-edge principles to developing a more effective, world-class transit system for the San Diego metropolitan region. Part II introduces the elements or building blocks of the FAST Plan. It shows how and where we deployed the right infrastructure in the right place to create a truly effective rapid transit network.

20. Commuter Rail to DMU Light Rail
Integrate with regional heavy rail (Coaster and Amtrak).
We believe that, with the installation of Positive Train Control
on the LOSSAN corridor, the region has an opportunity,
working with our Congressional delegation and the Federal
Railroad Administration, to pursue a pilot program for exploring
the use of light DMUs on that corridor. Alternatively, we should
explore heavy DMUs.
