The eleven political parties represented on the Political Parties Joint Committee on FATA Reforms acknowledge that the people of FATA deserve the same rights, freedom, protection and economic opportunities as all Pakistanis. We also agree on the urgent need to move forward with additional reforms in FATA.
We believe that political, economic, social and administrative reforms in the tribal areas are necessary to obtain sustainable peace and development in FATA. Therefore and to continue with unified political party efforts initiated in 2010, we make the following urgent recommendations for reforms in the tribal areas:
1) Peace in FATA should be guaranteed.
2) Article 247 of the constitution should be amended.
3) Local bodies elections should be held.
4) A comprehensive package should be developed and infrastructure development initiated, with special focus on health, education and employment.
5) The future status of FATA should be decided by its people.
6) PEMRA media jurisdiction should be extended.
7) The Jirga system should be made more democratic and independent.
8) Actions in Aid of Civil Power Regulation should be abolished.
9) Executive and judicial powers should be separated.
10) Citizens should not be deprived of property; inheritance law should be extended.
11) Civil armed forces (khasadar/levies) should be strengthened and professionalized.

POLITICAL PARTIES PRESENT FATA REFORMS DEMANDS
TO SAFRON MINISTER
ISLAMABAD: The Political Parties Joint Committee on FATA Reforms met on November
21 with Federal Minister for States and Frontier Regions Lt. General (Retd.) Abdul Qadir
Baloch. The eleven political parties presented new consensus recommendations for further
reforms in the tribal areas, while stressing the importance of guaranteeing peace in FATA.
The consensus reforms were unanimously agreed upon following several all-parties
conferences held between June and October and the 11 political parties on the FATA
Committee reached the recommendations by consensus. The parties include ANP, JI, JUI-F,
MQM, NP, PkMAP, PML, PML-N, PPP, PTI and QWP.
Political parties are standing together to highlight the urgent importance of mainstreaming
and legal reforms for tribal people while also emphasizing the right of FATA citizens to
enjoy the same constitutional guarantees and rights as all Pakistanis. Among other
recommendations, the participating political parties agree that local bodies elections must be
held in FATA like in the rest of the country, and that a 21st amendment should be introduced
to change Article 247 of the constitution to provide equal rights and shift legislative powers
for FATA from the President of Pakistan to the parliament.
Pointing to the importance of the recommendations, Lt. General (Retd.) Baloch expressed his
appreciation of the efforts of the political parties FATA Committee. Speaking to party
leaders, the SAFRON minister also indicated that he plans to share his views and meet with
the Prime Minister of Pakistan, FATA senators and MNAs to give a final shape to the
recommendations. The FATA Committee also plans to meet the President and the Prime
Minister to discuss their 11-point reforms agenda.
Focusing on legal and political reforms for the region, political parties are now prioritizing a
constitutional amendment, local bodies elections and more development for FATA. Party
leadership is also united regarding the extension of PEMRA media jurisdiction, a
strengthened Jirga system, abolishing the Actions in Aid of Civil Power Regulation, and
separation of executive and judicial powers in FATA.
Regarding the reforms priorities agreed on by the political parties, FATA Committee member
and Pakistan Muslim League (N) General Secretary Khyber Pakhtunkhwa Rehmat Salam
Khattak stated that “all stakeholders must be brought on board to ensure enactment and
implementation of the reforms.”
