The national grid is limited in reach. There is limited 
extension to most of Nigerian rural areas. This leaves a 
majority of Nigerians who live in the rural areas without 
access to electricity 
The available electricity capacity is insufficient to meet 
existing power needs

In spite of this shortage Government is making effort to electrify the rural 
communities 
 Hence the need to reform and liberalize the Power sector in Nigeria

Power Sector Reform based on two pillars: 
 Transition Government Ownership/Management of electricity assets to 
a Private-driven Nigerian Electricity Supply Industry, in line with the 
Electricity Power Sector Reform Act (EPSRA) of 2005 
 Grow the Availability, Supply and Reliability of Electricity in Nigeria 
 The smooth trajectory and take-off of EPSRA was truncated as a result of 
some mitigating circumstances 
 Mr. President in 2010, reinforced the Power Sector Reform with the 
Nigerian Power Sector Reform Roadmap 
 With the Reform roadmap, we have: 
 Fully privatized Power Holding Company Nigeria’s (PHCN’s)successor 
companies in generation and distribution 
 Contracted out the management of Transmission Company of 
Nigeria(TCN) 
 Restarted stalled multi-billion dollar National Integrated Power Projects 
(NIPPs)

credit worthy off-taker

Coal to Power

 Action Plan for the actualisation of coal fired power plant has been developed 
by the Coal to Power committee. 
 The committee has so far recorded modest achievement in facilitating 
investment in coal-fired power plant by Zuma Energy Ltd and Pacific – HTG 
Ltd. 
 African Development Bank is providing credit support to NBET in the form of 
Partial Risk Guarantee for coal-based IPPs. 
 The Federal Ministry of Power, in partnership with the Federal Ministry of 
Mines & Steel Development, is currently developing bankable Project 
Documents for the purpose of facilitating investment in coal to power. The 
coal blocks under consideration are: 
Amansiodo; Onyeama; 
Okpara; Inyi; 
Abocho; Makurdi; 
Gombe;

Government in its efforts to get stranded power unto the grid, identified a 
number of companies willing to generate power and export to the grid. 
The Federal Ministry of Power is coordinating the process with its relevant 
Agencies. These companies include:

off OLRN Initiative 
 Plan is fully underway to replicate OLRN pilot across the 36 states of the 
Federation 
 About 10 states are planning to declare Operation Light-up in their 
respective states in line with OLRN initiative and the Transformation 
Agenda of Mr. President 
 Based on energy-efficient lighting systems, comprising of photosensitive 
top-of-the-line Light –Emitting-Diodes (LEDs) and Energy hubs, powered 
by micro off-grid solar, wind or biomass technologies

Development and deployment of market payment system for automated 
banking payment system; 
 Developed internet based in-house scheduling software for generation 
scheduling as per MYTO II load allocation. 
 Activated the World Bank Supervisory Control and Data Acquisition 
(SCADA) of 2004 along with the Project Screen in Nigerian 
Communication Commission (NCC)

 Organized workshops for training of participants on market rules, 
market procedures and market payment system for efficient all 
inclusive high quality performance

transformers, 1,700KM 33kV lines and 2,600KM 11kV 
lines projects are currently being executed.

Federal Ministry of Power Coal to Power 24  Action Plan for the actualisation of coal fired power plant has been developed by the Coal to Power committee.  The committee has so far recorded modest achievement in facilitating investment in coal-fired power plant by Zuma Energy Ltd and Pacific – HTG Ltd.  African Development Bank is providing credit support to NBET in the form of Partial Risk Guarantee for coal-based IPPs.  The Federal Ministry of Power, in partnership with the Federal Ministry of Mines & Steel Development, is currently developing bankable Project Documents for the purpose of facilitating investment in coal to power. The coal blocks under consideration are: Amansiodo; Onyeama; Okpara; Inyi; Abocho; Makurdi; Gombe; Achievements – Generation (Cont.)
  • 26. Federal Ministry of Power Government in its efforts to get stranded power unto the grid, identified a number of companies willing to generate power and export to the grid. The Federal Ministry of Power is coordinating the process with its relevant Agencies. Federal Ministry of Power  An initiative to enhance Access-to-Electricity/Power across Nigeria by exploiting Renewable Energy sources: Solar, Wind, Biomass (waste-to- Power), etc.  Mr. President commissioned these on January 13th, 2014, thus flagging off OLRN Initiative  Plan is fully underway to replicate OLRN pilot across the 36 states of the Federation  About 10 states are planning to declare Operation Light-up in their respective states in line with OLRN initiative and the Transformation Agenda of Mr. President  Based on energy-efficient lighting systems, comprising of photosensitive top-of-the-line Light –Emitting-Diodes (LEDs) and Energy hubs, powered by micro off-grid solar, wind or biomass technologies Achievements – Generation Renewable Energy Operation Light Up Rural Nigeria (OLRN) Initiative
