 Population: ~ 170 million people
 Over 65% between the ages of
18 – 45 years

Overview of the Nigerian Power Sector

The national grid is limited in reach. There is limited
extension to most of Nigerian rural areas. This leaves a
majority of Nigerians who live in the rural areas without
access to electricity
The available electricity capacity is insufficient to meet
existing power needs

Power Sector Reform – Catalyst for Economic Growth
In spite of this shortage Government is making effort to electrify the rural
communities
 Hence the need to reform and liberalize the Power sector in Nigeria

Power Sector Reform based on two pillars:
 Transition Government Ownership/Management of electricity assets to
a Private-driven Nigerian Electricity Supply Industry, in line with the
Electricity Power Sector Reform Act (EPSRA) of 2005
 Grow the Availability, Supply and Reliability of Electricity in Nigeria
 The smooth trajectory and take-off of EPSRA was truncated as a result of
some mitigating circumstances
 Mr. President in 2010, reinforced the Power Sector Reform with the
Nigerian Power Sector Reform Roadmap
 With the Reform roadmap, we have:
 Fully privatized Power Holding Company Nigeria’s (PHCN’s)successor
companies in generation and distribution
 Contracted out the management of Transmission Company of
Nigeria(TCN)
 Restarted stalled multi-billion dollar National Integrated Power Projects
(NIPPs)

 Established and empowered Nigeria Electricity Liability Management
Company (NELMCO) to take over legacy assets of PHCN
 Strengthened Nigerian Electricity Regulatory Commission (NERC) to
guarantee a robust regulated electricity market
 Established and operationalized Nigeria Bulk Electricity Trader (NBET) as a
credit worthy off-taker
 Obtained Partial Risk Guarantee (PRG) support from World Bank for
NBET’s Power Purchase Agreements (PPAs)
 Signed Hosts of equity investment Memorandum of Understanding (MOUs)

 Expended close to N500B to settle debts/payoffs, to allow progress in
the power sector
Created an enabling environment for the injection of private sector
capital in all areas of the Power Sector
 Diversified the Energy Mix to exploit the abundance of natural
resources in the country
 Exploited, and are establishing other energy sources, like solar,
wind, biomass (waste-to-power) to complement and supplement
the limited power generation and supply available in Nigeria
 Prepared the grounds to exploit Renewable Energy (RE) and Energy
Efficiency (EE) to the fullest

 Initiated Operation Light-up Rural Nigeria (OLRN) to provide
access to electricity to the rural dwellers far-flung from the
national grid
Implemented OLRN pilot schemes in three rural
communities (Durumi, Shape and Waru) in the Federal
Capital Territory (FCT)
Concluded plans to commission the 10MW Katsina Wind
Farm Power Plant in Katsina State
Conducted Feasibility Studies to tap wind energy for
electricity generation in the offshore locations of the
country

Received over 53 applications through the Nigerian
Electricity Regulatory Commission (NERC), for licensing for
Independent Power Producers (IPPs) in the last few
months, most of which are for Renewable Energy (RE)
Power Plants
 Put in place cost reflective tariffs through the Multi-Year
Tariff Order (MYTO II)
Developed synergy between the Ministry of Petroleum
Resources (MoPR) to bridge the gaps and volatility in gas
supply, to ensure gas and energy securities
Provided intervention fund to stabilize the electricity market
in collaboration with MoPR and Central Bank of
Nigeria(CBN)

Taken steps in preparation for the declaration the
Transitional Electricity Market (TEM)
 Initiated a self-reform to reposition FMoP with the right
competencies and capabilities to provide strong policy
guidance
Recorded progress, in line with Mr. President’s
Transformation Agenda, and as part of the commitment
to the conclusion of the reform program and power
delivery to the people of Nigeria

the Generation, Transmission, Distribution and gas to power projects under
the aegis of the National Integrated Power Projects. On completion, the
Nation stands to benefit from the following:

 ExxonMobil /MPN for a 100MW, a wind power plant Maraban Pushit, Plateau State
 Nigerian Solar Capital Partners in a 100 MW solar power plant in Bauchi State
 Pan Africa for a 54MW solar power plant in Kankia, Katsina State
 Bresson A. S. for a 60MW gas fired power plant in Magboro, Ogun State
 Proton Energy for a 150MW gas fired power plant in Sapele, Delta State
 KVK Power (Nig) PVT Limited for a 50MW solar power plant in Yabo, Sokoto State.
 IkotAbasi Power for a 250MW gas fired power plant in Akwa Ibom State

Coal to Power

 Action Plan for the actualisation of coal fired power plant has been developed
by the Coal to Power committee.
 The committee has so far recorded modest achievement in facilitating
investment in coal-fired power plant by Zuma Energy Ltd and Pacific – HTG
Ltd.
 African Development Bank is providing credit support to NBET in the form of
Partial Risk Guarantee for coal-based IPPs.
 The Federal Ministry of Power, in partnership with the Federal Ministry of
Mines & Steel Development, is currently developing bankable Project
Documents for the purpose of facilitating investment in coal to power. The
coal blocks under consideration are:
Amansiodo; Onyeama;
Okpara; Inyi;
Abocho; Makurdi;
Gombe;

Government in its efforts to get stranded power unto the grid, identified a
number of companies willing to generate power and export to the grid.
The Federal Ministry of Power is coordinating the process with its relevant
Agencies. These companies include:

• Ajaokuta Steel Company 85MW
• ALSCON 100MW
• Lafarge Cement 40MW
• Obajana Cement Plc 35MW
• Kaduna Refinery 33.5MW
• Geometric 22MW
• NESCO 26MW

 An initiative to enhance Access-to-Electricity/Power across Nigeria by
exploiting Renewable Energy sources: Solar, Wind, Biomass (waste-to-
Power), etc.
 Mr. President commissioned these on January 13th, 2014, thus flagging
off OLRN Initiative
 Plan is fully underway to replicate OLRN pilot across the 36 states of the
Federation
 About 10 states are planning to declare Operation Light-up in their
respective states in line with OLRN initiative and the Transformation
Agenda of Mr. President
 Based on energy-efficient lighting systems, comprising of photosensitive
top-of-the-line Light –Emitting-Diodes (LEDs) and Energy hubs, powered
by micro off-grid solar, wind or biomass technologies

 The project is expected to provide
additional 215MW of generation capacity
while improving the overall stability of the
national grid due to its location.
 The project has attained 85% level. The
commissioning is expected to take place
in December 2014.

Mr. President performed the ground breaking
ceremony and the contractor has since moved to
site. The project is scheduled for completion in 48
months.

 Subsurface investigations;
 Crushing and Batching Plants; and
 Site Clinic.

 Completed Power Projects ready for commissioning:

iii. Amukpe Sapele 2×30/40MVA,132kV Transmission Substation, Taraba State

Transmission Company of Nigeria (TCN)

 Successfully put in place a Spinning Reserve in the Power System which
is around 295MW to prevent collapse and maintain the frequency within
permissible band
 Successfully conduct Grid Market Gap Analysis and deployment of Grid
meters at all trading points for energy tracking and accountability.
Development and deployment of market payment system for automated
banking payment system;
 Developed internet based in-house scheduling software for generation
scheduling as per MYTO II load allocation.
 Activated the World Bank Supervisory Control and Data Acquisition
(SCADA) of 2004 along with the Project Screen in Nigerian
Communication Commission (NCC)

 Successfully handed over the Trading Point Meters to operation
participants in readiness for the Transitional Electricity Market
(TEM)
 Commissioned ONEM settlement enterprise software system for
market information management. The Platform is to manage the
flow of funds in the Nigerian Electricity Market
 Organized workshops for training of participants on market rules,
market procedures and market payment system for efficient all
inclusive high quality performance

Transmission Company of Nigeria (TCN)

 The Niger Delta Power Holding Company (NDPHC) is
currently implementing 10No 330kV (2,194KM) and 7No.
132kV (809KM) transmission line projects. A total of 36
existing substations have been expanded adding
5,590MVA and 3,313MVA of transformer capacity
NIPP - Interventions Projects

The Ministry has intervened to execute power projects in a number of
states facing significant challenges in power supply. The projects include
the following transmission line and substation projects:

 Power supply to Federal University Otueke and Federal

 Installation of a 33kV Switchgear in Kolo Creek power plant.

 The Niger Delta Power holding company (NDPHC) has
constructed 297, 33/11kV substation adding 3,750MVA
transformer capacity. The company has also contributed
to the reduction of technical losses by the introduction of
HVDC systems. In this regard, a total of 25,281
transformers, 1,700KM 33kV lines and 2,600KM 11kV
lines projects are currently being executed.
