Numerous examples (world-events) will create a solid link between the theoretical
aspects and day to day real life events3.
The Course uses plain language (whenever necessary technical glossary is defined), and
no mathematical knowledge is needed to understand the concepts4.
Brief description and contents of the course
Riskope will use as textbook our “Improving Sustainability through Reasonable Risk and
Crisis Management (Franco & Cesar Oboni, ISBN 978-0-9784462-0- 8

The course will have a duration of five working days, from Monday to Friday and is
organized as follows:

Tactics, Long term risks and Mitigative Policies, Climate Change, Force
Majeure Clauses. Comparative Decision Analysis (includes a discussion of
the pitfalls of NPV and how to bypass them), Economic Safety Margin9.
Day 5: Real life EXAMPLES and exercises: BP Gulf disaster, Fukushima, Dust cloud
from Volcano, Epidemic, the “Black Swan” syndrome, Mergers and

The course will be given by F. Oboni (day 1 to 5) with C. Oboni cooperation for days 3,4,5

Presenters names and brief bios
Cesar Oboni
Cesar has an applied mathematics (EPFL, Lausanne) and cross cultural business
background (Aichi Shukutoku University, Japan), is a director of Oboni Riskope Associates
Inc., Vancouver and VP of Risk Modeling of Riskope International SA.
Cesar has been involved in risk analyses for numerous facilities and organizations,
communities, mining, military, transportation. A major endeavor has been a study on 50
years history of typhoon mitigation in Japan with quantitative discussion of the Japanese
Mitigative Policies in relation to risk, societal acceptability, willingness to pay.
Beside day to day activities in Risk Assessment and Optimum Risk Estimates (ORE, the
flagship product of Riskope) for industries, Fortune 500 companies, and projects around
the world, Cesar has been very active in the analysis of special and emerging risk, co-
authoring a report on Cyberdefense for the Department of Defense of a European
country.

César is the co-author of 2007 book entitled: “Improving Sustainability through
Reasonable Risk and Crisis Management” and over ten papers published in international
conferences and symposiums. He was co-recipient of the 2010 ICCC, Italian Canadian
Chamber of Commerce (Canada West), Innovation Award.
Franco Oboni
Franco heads Riskope, an international practice on Risk and Crisis Management based in
Vancouver, B.C., Canada, and Lausanne, Switzerland. He is a consultant, coach, author of
over fifty papers and co-authoring of the 2007 book entitled: “Improving Sustainability
through Reasonable Risk and Crisis Management”. Franco regularly gives seminars, and
workshops worldwide. Clients include the UNDP, World Bank, Teck and several
international mining companies, Fortune 500 companies, Canadian National, Union
Pacific, Codelco, the Port of Oakland, Cartier, Ferrero Chocolate, a European Army and
numerous communities, regional and provincial governments.
Franco has managed a broad range of risk and crisis mitigation projects, risk and security
audits and geo-environmental hazard mitigation studies, as well as planning and
management of a wide variety of multi-disciplinary studies. Consulting and teaching have
brought Franco to work in four continents. Projects have included definition of needs,
training for corporate clients, negotiations with community leaders, as well as the
preparation of monitoring programs, Risk Assessments and Optimum Risk Estimates
(ORE, the flagship product of Riskope).
Franco has been involved in risk and hazard analyses for a number of large facilities and
organizations, including communities, mining, mine-clearance, military, food and non-
food industries, large linear facilities (railroads, highways, pipelines, tunnels, power lines)
and large hydropower projects (dams, reservoirs and pen-stocks) allowing his courses to
convey a wide array of concrete examples, to deliver on-site emergency consultation,
develop forensic and expert witness reports and troubleshooting.
Teaching/Coaching Experience
Franco taught twice a year a three days course at the University of British Columbia on
“Design of Risk Management Systems” between 1997 and 1999 (Continuing Education).
Now Franco & Cesar delivers customized seminars directly to interested industrial
corporations (among his clients: BC Hydro, Mitsubishi Motor Company, Japan Metal
Mining Association, Swiss Army, to name but a few).
