9. Definizione (1)
• L’incendio è una combustione che si sviluppa in
modo incontrollato nel tempo e nello spazio.
• La combustione è una reazione chimica tra un
corpo combustibile e un corpo comburente.
• I combustibili sono numerosi: legno, carbone,
carta, petrolio, gas combustibile, ecc.
• Il comburente che interviene in un incendio è
l’aria o, più precisamente, l’ossigeno presente
nell’aria (21% in volume).

10. Condizioni (1)
• Per avvenire un incendio è necessario che siano presenti
tre elementi fondamentali (triangolo del fuoco):
1. il combustibile: i materiali infiammabili sono classificati
in base alla loro reazione al fuoco in classi (0 =
incombustibile);
2. il comburente: ruolo svolto usualmente dall'ossigeno;
3. la temperatura (o calore, questa la terza C): è
necessaria la presenza di un'adeguata temperatura
affinché avvenga l'innesco.
• Combustibile e comburente devono essere presenti in
proporzioni adeguate definite dal campo di infiammabilità.
• Se non sono presenti uno o più dei tre elementi della
combustione, questa non può avvenire e - se l'incendio è
già in atto - si determina l'estinzione del fuoco. 10

13. Vulnerabilita’
• Il termine vulnerabile deriva dalla parola latina vulnus
che significa: ferita o lesione che essa può essere fisica,
psicologica e per estensione anche di un diritto.
• Vulnerabile è tutto ciò che è esposto alla possibilità
di essere ferito, violato, leso, colpito, percosso,
offeso, tagliato, danneggiato.
• In questo modo vulnus sembra rinviare tanto all’azione
del ferire (la causa, il colpo inferto da chi ha il potere e la
possibilità di offendere), quanto allo stato del soggetto
che subisce (l’effetto, la violazione del corpo, dell’anima,
degli affetti, ecc.).
• Un primo punto fermo derivante dall’etimologia della
parola è legato all’aspetto di possibilità e non di stato:
vulnerabile è chi potrebbe, potenzialmente, essere
ferito. 13

• Dal D.M. Interno del 26/06/84, Classificazione di
reazione al fuoco ed omologazione dei materiali
ai fini della prevenzione incendi, la reazione al
fuoco e’:
• Il grado di partecipazione di un materiale
combustibile al fuoco al quale e’ sottoposto;
• in relazione a cio’, i materiali sono assegnati
alle classi 0, 1, 2, 3, … con l’aumentare della
loro partecipazione alla combustione;
• quelli di classe 0 sono non combustibili.

• Le fasi iniziali della progettazione sono
quelle determinanti per conseguire ua
sensibile riduzione dei costi di
realizzazione dell’opera:
a) adozione di materiali da costruzione
incombustibili;
b) rimozione di materiali da costruzione
combustibili.

Il Progettista, a seguito della classificazione e della caratterizzazione delle azioni,
deve individuare le possibili situazioni contingenti in cui le azioni possono
cimentare l’opera stessa. A tal fine, è definito:
lo scenario: un insieme organizzato e realistico di situazioni in cui l’opera
potrà trovarsi durante la vita utile di progetto;
lo scenario di carico: un insieme organizzato e realistico di azioni che
cimentano la struttura;
lo scenario di contingenza: l’ identificazione di uno stato plausibile e
coerente per l’opera, in cui un insieme di azioni (scenario di carico) è
applicato su una configurazione strutturale.
Per ciascuno stato limite considerato devono essere individuati scenari di carico
(ovvero insiem i organizzati e coerenti nello spazio e nel tempo di azioni) che
rappresentino le combinazioni delle azioni realisticamente possibili e
verosimilmente più restrittive.

• Rischio è la potenzialità che un'azione o un'attività
scelta (includendo la scelta di non agire) porti a una
perdita o ad un evento indesiderabile.
• Profilo di rischio e’ un indicatore speditivo della
tipologia di rischio di incendio associata all'esercizio
ordinario di una qualsiasi attivita’.
• Area a rischio specifico e’ una porzione dell'attivita’
caratterizzate da rischio di incendio sostanzialmente
differente rispetto a quello tipico dell'attivita.
L'individuazione delle aree a rischio specifico:
a. riportata nella regole tecniche verticali;
b. in assenza, e’ effettuata dal progettista secondo i criteri
dell'allegato 15.

85. Option 1 – Risk avoidance, which usually means not
proceeding to continue with the system; this is not
always a feasible option, but may be the only course
of action if the hazard or their probability of
occurrence or both are particularly serious;
Option 2 – Risk reduction, either through (a) reducing the
probability of occurrence of some events, or (b)
through reduction in the severity of the
consequences, such as downsizing the system, or
(c) putting in place control measures;
Option 3 – Risk transfer, where insurance or other financial
mechanisms can be put in place to share or
completely transfer the financial risk to other parties;

Option 4 – Risk acceptance, even when it exceeds the
criteria, but perhaps only for a limited time until other
measures can be taken.

• CAPACITÀ DI COMPARTIMENTAZIONE IN CASO
D’INCENDIO: attitudine di un elemento costruttivo a
conservare, sotto l’azione del fuoco, oltre alla propria stabilità,
un sufficiente isolamento termico ed una sufficiente tenuta ai
fumi e ai gas caldi della combustione, nonché tutte le altre
prestazioni se richieste.
