Frederic Z. Samelian, PMP, President of Hill’s Construction Claims &
Consulting Group, has more than 35 years of experience in construction
management consulting, project management, business planning,
marketing, and corporate management. He has directed or participated
in numerous consulting engagements for both the public and private
sectors in the United States and abroad. He is experienced as a speaker
and lecturer, and was an Instructor in the Project Management
Certification program, for the University of California, Irvine.
Before joining Hill International, Mr. Samelian co-founded CONEX
International, a claims consulting firm with clients primarily located in
California and Nevada. Most recently, he was the expert on a large value
dispute concerning the design management of a light rail program in Los
Angeles and was also responsible for drafting the environmental claim on a
major pipeline project in Southern California.
Mr. Samelian served as Director, Dispute Analysis & Investigation for
PricewaterhouseCoopers managing a team of construction experts within
the world's largest professional services firm. Significant engagements
included consulting services for Walt Disney Imagineering, Watson Land
Development, Xenel Industries and various confidential construction dispute
resolution engagements.
Mr. Samelian served in various capacities with Hill International, Inc. As
President and Chief Operating Officer, Mr. Samelian was responsible for
managing all day-to-day operations of the corporation. He was also a
founding member of the Board of Directors of Gerens Hill, Madrid, Spain, an
affiliated company performing project management services in Europe
and Latin America. He also served as Senior Vice President of International
Claims Operations, headquartered in Hill's London, United Kingdom offices.
Mr. Samelian also served as President of Hill’s Western Region responsible for
the firm’s overall operations in the western United States and internationally.
He was instrumental in Hill’s initial entry into the project and construction
management fields and helped forge the project management oversight
concept for the Federal Transit Administration. Based in Hill’s Newport
Beach, California office, he provided management and oversight to Hill
staff based in Los Angeles, San Francisco, Las Vegas, and San Diego, as well
as all international offices.
Headquartered in Hill’s New Jersey office, Mr. Samelian served as advisor to
Hill’s Chairman and CEO in strategic management, and served on several
management committees involving the review of subsidiary company
operations, corporate restructuring, acquisition integration and transition
management, and corporate and business development. Mr. Samelian
was also responsible for the public sector management consulting practice
and for overseeing business development activities of the Hill Group and its
major subsidiaries.
Reporting to Hill’s Senior Vice President, Claims Management Services, Mr.
Samelian conducted discrete analyses related to various construction
claims engagements. He was also responsible for marketing and sales for

this business unit in Hill’s New Jersey Headquarters.
Prior to Hill, he was a Marketing Engineer for Stone & Webster Engineering
Corporation, a multinational engineering and construction corporation. Mr.
Samelian developed business and managed industrial client relationships.
Specific market segments included the steel industry and industrial power.
He also provided consulting assistance to a major Northeast utility to help
develop and introduce a non-regulated subsidiary.
Mr. Samelian served as Marketing Executive for The Kuljian Corporation, a
multinational engineering corporation specializing in power, desalination,
and cement plant design and construction in developing countries. He was
responsible for managing the activities of the domestic marketing and sales
staff, and for coordinating all international marketing representatives in 15
offices worldwide. He was responsible for direct sales in Libya, Nigeria,
Trinidad and Tobago, Ivory Coast, Barbados, and Saudi Arabia. Domestic
activity focused on industrial and rural electric power generation. Early on-
the-job training included contract administration and project controls for
fossil-fired power plant projects in Central America and the Middle East,
design drafting, and project office administration.
Mr. Samelian’s Hill project experience includes:
Review Contracts and Administrative Procedures, Grumman Aerospace
Corporation. Claims avoidance services for Grumman Aerospace
Company. This program included detailed review of the contract
documents with the in-house counsel, development of new procedures for
change order and claims management, and training their project
personnel.
Fiber Optic Cable Project, SAB Engineering/American Rail Systems (JV).
Claims resolution services for a cable contractor on a fiber optic cable
project. The contractor was required to lay cable from Jacksonville, Florida
to Washington, DC along railroad rights-of-way.
Fort McHenry Tunnel Project, Interstate Division, Baltimore City (IDBC),
Maryland. Mr. Samelian provided claims resolution services for the Fort
McHenry Tunnel Project.
Jeddah Corniche Resorts, Fakieh Resort Development, Jeddah, Saudi
Arabia. Mr. Samelian was Principal-in-Charge of the project which
encompassed four key elements: a theme park, an aquarium, a water park
and luxury residences.
National Library of Latvia, Riga, Latvia. Mr. Samelian served as Principal-in-
Charge of the National Library Project for the Republic of Latvia. This project
was conceived and designed by the internationally respected architect,
Gunner Birkirts, and will be a cultural and education addition to Riga’s
skyline. Hill is the project’s Program Manager and has overseen the
selection of consultants and has provided assistance to the National Library
in presenting the project’s feasibility to its parliament and other interested
parties. Hill is managing the engineering and construction phases of the
project through completion on behalf of the Latvian National Library.

Study, General Electric Turbine Projects Division. Mr. Samelian co-managed
a study of GE’s Turbine Projects Division to assess organizational
effectiveness. Structure, procedures and technical resources were
evaluated and the Division’s management adopted many
recommendations for improvement.
Productivity Analysis, City of Philadelphia, Pennsylvania. Project Executive
overseeing a productivity analysis of the City Solicitor’s office in
Philadelphia, Pennsylvania.
Management consulting services to the Canadian Ministry of Transport with
regard to the privatization of a new terminal at Toronto Airport. The analysis
focused on identifying the irreducible risks the government would incur,
even though the private sector would finance, build, and own the facility.
Hrasdan Unit #5, Republic of Armenia. As Principal-in-Charge, Mr. Samelian
oversaw project management services for this EBRD-financed super-critical,
fossil-fueled 300 MW power plant in the Republic of Armenia. The scope of
services includes all project management functions, technology transfer,
international tendering, and management of the Republic’s analysis of
options for privatization and regulation of the energy sector.
Grand Mosque Project, Abu Dhabi, UAE. Mr. Samelian was Principal-in-
Charge of the project. Hill was responsible for all program management
functions on this $200 million project.
Earthquake Recovery Management Support Team (ERMST), County of Los
Angeles, California. As Principal-in-Charge, Mr. Samelian provided project
management services as a partner in ERMST, responding to the January
1994 Northridge Earthquake. The project included performing over 3,000 life
safety inspections within 90 days after the event, and the planning of all
repair work on damaged structures. This included assisting the county with
the development of insurance and FEMA applications.
Amiri Flight at Abu Dhabi International Airport, Abu Dhabi, UAE. Mr. Samelian
was Principal-in-Charge of construction management services for the
infrastructure and new facilities of an international airport on a 60-acre site
for the exclusive use of the UAE’s President.
Los Angeles Metro Rail Project, Federal Transportation Administration (FTA).
As Project Executive, Mr. Samelian provided project management oversight
of the Los Angeles Metro Rail project for the FTA.
Measure “A” Program, Santa Clara County Traffic Authority, Santa Clara
County, California. As Project Executive, Mr. Samelian provided project
management services to support highway construction for the Authority.
New Wastewater Treatment Facility, Department of Public Works (DPW), City
of Indianapolis, Indiana. Mr. Samelian provided claims avoidance and
resolution services for the City. This comprehensive program for the DPW
resolved some 1,300 outstanding change orders on the city’s new

cost overruns and schedule delays in successive phases of the project.
Other Experience
Blue Line Light Rail Project, Los Angeles, California. Mr. Samelian served as a
Construction Expert on a dispute involving the design of the Blue Line Light
Rail project in Los Angeles. The dispute has been resolved.
SCRRA/Metrolink, Los Angeles County Counsel, California. Mr. Samelian
served as Construction Consultant on a track rehabilitation project. The
dispute was resolved through mediation.
Water Treatment Project. Mr. Samelian served as Claims Consultant on
behalf of the designers of a water treatment project in the United States.
This engagement was and remains confidential. This dispute was resolved
through mediation.
Crude Oil Pipeline/Fiber Optic Cable Project. As Claims Consultant, Mr.
Samelian was responsible for preparing the environmental claim on a major
crude oil pipeline/fiber optic cable project in the Western United States on
behalf of the general contractor. The issues involved delay, disruption and
loss of productivity on a complex project constructed in strict compliance
with United States federal, state and local regulatory agencies. The matter
has been resolved.
Walt Disney Imagineering. As Project Manager, Mr. Samelian provided a
confidential assessment of Walt Disney Imagineering’s project
management organization and effectiveness.
Management Consultant to the founder of a business-to-business, vertical
Internet portal developed to facilitate e-commerce in the global design
and construction industry. Services to date have involved strategic advisory
services.
