This document summarizes a presentation given at the 4th International Disaster and Risk Conference in 2012 about enhancing regional resilience to critical infrastructure disruptions through public-private partnerships in Lombardy, Italy. The presentation discusses how Lombardy developed a PPP program called PReSIC to collaborate with critical infrastructure operators on prevention, emergency response, and increasing overall security. The PPP aims to create trust for information sharing, use a voluntary framework, and give all stakeholders responsibility. Main results included increased knowledge of interdependencies and an emergency communication framework. The PPP contributes to increased regional resilience and more cost-efficient solutions to infrastructure disruptions.

1. Why and How to develop a PPP to address
Critical infrastructure disruptions issues at
regional level?
2. What is the added value and limits of a PPP to
increase the security of citizens?
3. How does such a collaboration process
contribute to increase the territorial resilience and
improve the risk mitigation?

Lombardy Region, Italy
High concentration of Critical Infrastructures
systems, e.g.
National and international railway lines (Corridors I and
10.000.000 inhabitants V)
(16,4% national 3 international airports (Malpensa, Linate, Orio al Serio)
National High voltage gridlines
population)
Highly dependent on Critical Infrastructure
systems, e.g.:
20, 4% of the national Energy demand: 20,7% of nat. consumption
GDP Airports passengers: 25% national traffic

Objectives of PReSIC
1. Improve prevention, early detection and emergency
management practices of the regional Authorities to face CI
disruptions;
2. Increase the overall security and resilience level of the
Lombardy Region
3. Define and set up a collaboration process between Civil
protection Authorities and with CI operators based on
governance principles.

Why a PPP to address CIP issues?
Create a trustable environment to share information,
objectives, and common strategies with CI operators
Develop a collaboration scheme on a voluntary basis and do
not add new legal requirements
Develop a flexible framework, where each stakeholder
involved has a shared responsibility

Involvement of partners:
Equal status Private Operators
Public Authorities can improve the
Win-Win Situation
can improve business
Pro-active the protection of continuity and
citizens customer
Identification of common satisfaction

Conclusions
PPP contribute to increase regional resilience, hence to
contribute to disaster risk reduction
Increased coping capacities to face CI disruptions but also other
types of emergencies
Cost-efficient solution
Further challenges
Lombardy: expand to other CI operators, consider new scenarios
Raise awareness of local-regional Authorities and private
stakeholders
