6. The Need Unfortunately, most police officers do not possess the knowledge or experience required to assess the condition of an animal. This could either result in the police taking no action at all, OR, making a false accusation of an animal’s condition. Furthermore, police officers also lack the equipment needed to handle animals, and have nowhere to turn if animals need to be relocated, this is especially a problem when dealing with farm animals.
