The document summarizes ICAO's work program for 2012-13, focusing on competency frameworks, cooperation with security colleagues, NOTOC (Notification to Captain), and lithium batteries. Key points include ICAO moving towards competency-based training for various personnel, including dangerous goods shippers and handlers. A competency framework includes competency units, elements, and performance criteria. Cooperation opportunities between dangerous goods and security staff are also discussed.

2. What I’m going to talk about
• Competency Frameworks
• Co-operation with our security colleagues
• NOTOC
• Lithium batteries
Slide 2
3. Where ICAO is going…..
Competency-based training and assessment.
Training and assessment that are characterized by a
performance orientation, emphasis on standards of
performance and their measurement, and the
development of training to the specified performance
standards.
Competency. A combination of skills, knowledge and
attitudes required to perform a task to the prescribed
standard.
Slide 3
5. Who else have gone through the process
• Flight Procedure Designers
• Flight Validation Pilots
• Aircraft Maintenance Personnel
• Designated Medical Examiners
And soon:
• Air Traffic Controllers
• Air Traffic Safety Electronics Personnel
• Airport Safety Personnel
Slide 5
6. And dangerous goods hasn’t escaped…..
• State employees responsible for dangerous goods
• Shippers
• Freight Forwarders
• Operators
• Designated Postal Operators
Slide 6
7. The components of a competency framework
1 - Competency unit. A discrete function consisting of a number of
competency elements
For shippers:
• Perform pre-packaging assessment of shipment
• Pack dangerous goods
• Apply all consignment procedures
• Respond to requests

9. The components of a competency framework
2 - Competency element. An action that constitutes a task that has a
triggering event and a terminating event that clearly defines its
limits, and an observable outcome.
For “Pack dangerous goods”:
• Determine packing method
• Apply all relevant packing requirements
• Ensure only packagings that are properly tested are used

10. The components of a competency framework
2 - Competency element. An action that constitutes a task that has a
triggering event and a terminating event that clearly defines its
limits, and an observable outcome.
For “Pack dangerous goods”:
• Determine packing method
• Apply all relevant packing requirements
• Ensure only packagings that are properly tested are used
Slide 10
11. The components of a competency framework
3 - Performance criteria. Simple, evaluative statements on the
required outcome of the competency element and a description of
the criteria used to judge whether the required level of
performance has been achieved.
For “Ensure only packagings that are properly tested are used”:
• Ensure packages have been tested in accordance with the
requirements for the specific articles or substances
• Ensure articles or substances are packaged in the configuration
as specified in the test certificate
Slide 11
13. How do we verify
understanding/competency?
Currently:
• Test to verify understanding, not competence
• Last thing we do when developing a course
In a competence based approach:
• First thing we do
Slide 13
14. Exercise
Detail:
• 1 Competency Unit
• 1 Competency Element
• 1 Performance Criteria for one of the Competency Elements for….
A new category of staff………
DUCKMASTERS!
Slide 14
15. Regulatory quacks…..
Competency Units:
• Manage the welfare of the ducks
• Give the twice daily performance*
*Competency Elements:
• Collect the ducks from their house#
• Parade the ducks from the lift to the fountain
#Performance criteria
• Ensure the gate is opened without squashing any ducks
• Ensure the same number of ducks exit the lift that left the house
Slide 15
16. Co-operation with our security colleagues
Areas where we can help each other:
• Passenger baggage
• Reporting of forbidden items
• High consequence dangerous goods
• Training for security staff
