Sustained Growth
Since our inception in 1996, HCT has trained more than 5,000
first responding patrol officers and soldiers throughout the USA
and abroad. In 2005, HCT experienced a 300% increase in
revenues as a direct result of participation in Iraq reconstruction
and security operations. Working with some of the largest
defense contractors in the world, HCT trained and deployed over
600 Personal Protective Security Specialist into Iraq, Afghanistan
and regions of Africa in the war on terrorism. In 2006, HCT
accepted an invitation from DynCorp International to send Basic
Military Combat Drill Instructors into Monrovia, Liberia-Africa.
This was in participation with the Liberia Security Sector Reform
(LSSR) project, a $35 million State Department contract aimed
at helping rebuild the army of Liberia after ten years of civil war.
In 2007 and at the request of EODT Inc, we sent close
protection security specialists into Iraq to serve at Camp Victory
in Baghdad. Our most recent work involves a hasty response to
the Haiti earthquake. HCT deployed emergency management
consultants and medical personnel to assist with disaster relief
efforts.

2. Maximum Order Guideline SIN 246-54 - $200,000 per SIN/per Order. This maximum order
is a dollar amount at which it is suggested that the ordering
agency request higher discounts from the contractor before
issuing the order. The contractor may:
1) Offer a new lower price,
2) Offer the lowest price available under the contract, or
3) Decline the order within five (5) days.
In accordance with the Maximum Order provisions contained in
the Schedule a delivery order may be placed against the

When the Contract delivery period does not meet the
bona fide urgent delivery requirements of an ordering
agency, agencies are encouraged, if time permits, to

(telephonic replies shall be confirmed by the Contractor
in writing). If the Contractor offers an accelerated
