7. Guidance on HFA2 development-Content
• Build on learning from HFA1
• Introduce the innovations necessary to address the challenges of
increasing risk over the next 20 to 30 years;
• Focus on :
- Addressing underlying causes/drivers of risks (HFA Priority 4)
- Reducing the increasing economic losses
- Scaling up invulnerability reduction (build on success of strengthened
Early Warning, social protection etc.)
• Integrated approach to disaster risk reduction and climate change

local governments and the private sector.

This shows you the main milestones of the process. The 3rd World Conference on DRR in early 2015 in Japan will expect the new framework to be adopted and implementation modalities discussed. The 5th Asian Ministerial Conference on DRR in Yogyakarta is one of the first key steps in bringing stakeholders together and identifying issues of importance to be addressed.
In May this year, the 4th session of the Global Platform on DRR in Geneva, Switzerland will see deliberations of consultation outcomes to date and the preparation of the 0 draft afterwards.
Also in May, the High Level Panel, co-chaired by the President of Indonesia will submit a report to Secretary-General on post-2015 Development Agenda. DRR is expected to feature prominently in the report
The drafts of HFA2 will be further discussed/consulted during 2014 including at the next round of Regional platforms (such as the 5thAMCDRR), preparing countries for negotiations and consensus building to adopt the framework in 2015
