The
Europan
12
competition
will
be
launched
on
18
March
2013
on
the
theme:
The
Adaptable
city,
inserting
the
urban
rhythms.
European
cities
are
engaged
in
a
radical
transformation:
they
urgently
need
to
reduce
their
ecological
footprint
to
help
resolve
the
energy
crisis,
fight
against
the
greenhouse
effect
and
preserve
non-‐renewable
resources.
These
changes
have
to
be
quickly
considered
and
Europan
12
proposes
to
explore
the
question
of
time
in
this
particular
context
in
order
to
make
the
city
more
adaptable.
This
requires
a
chronotypical
approach
mixing
the
dimensions
of
space
and
time.
It
also
means
developing
a
sensitive
form
of
urban
planning
where
different
places
can
be
used
at
different
times
and
rethinking
the
quality
of
the
spaces
from
that
perspective.
This
raises
the
question
of
the
hospitality
of
the
urban
spaces
and
their
readability
for
city
users.
It
is
important
to
consider
the
intensive
development
projects
to
better
articulate
them
with
the
realities
of
the
contemporary
city.
It
is
also
about
considering
the
city’s
multiple
uses
and
in
particular
the
question
of
the
sharing
and
recycling
of
buildings
to
try
to
avoid
excessive
space
consumption
and
therefore
to
promote
a
sustainable
city
through
exploiting
time
in
its
full
range.
The
sites
presented
to
the
competition
all
have
to
be
in
line
with
one
or
several
dimensions
of
this
chrono-‐urbanism.
To
achieve
this
goal,
a
European
forum
of
Sites
is
organised
gathering
the
cities
and
sites
representatives
for
Europan
12
and
the
national
Europan
structures
and
experts
in
order
to
finalize
the
specific
problems
and
programmatic
framework
of
the
sites
to
be
proposed
to
future
competitors
and
to
establish
the
classification
by
theme.
The
aim
of
it
is
to
involve
the
cities,
urban
developers
and
contracting
authorities
in
the
Europan
process
and
to
encourage
the
sharing
of
a
common
culture
between
the
different
partners.

programme

architectural
visits
will
go
through
the
challenges
of
the
metropolitan
development
in
Malmö,
especially
from
the
angle
of
time.
Malmö
counts
more
than
530,000
inhabitants
and
is
very
close
to
Copenhagen
and
its
1,650,000
inhabitants;
this
whole
region
–known
as
the
Oresund
Region–
is
an
important
area
for
the
whole
Scandinavia.
