  11-‐12
  JANUARY
  2013

The
  Europan
  12
  competition
  will
  be
  launched
  on
  18
  March
  2013
  on
  the
  theme:
  The
  Adaptable
  city,

inserting
  the
  urban
  rhythms.
  European
  cities
  are
  engaged
  in
  a
  radical
  transformation:
  they
  urgently

need
   to
   reduce
   their
   ecological
   footprint
   to
   help
   resolve
   the
   energy
   crisis,
   fight
   against
   the

greenhouse
   effect
   and
   preserve
   non-‐renewable
   resources.
   These
   changes
   have
   to
   be
   quickly

considered
   and
   Europan
   12
   proposes
   to
   explore
   the
   question
   of
   time
   in
   this
   particular
   context
   in

order
   to
   make
   the
   city
   more
   adaptable.
   This
   requires
   a
   chronotypical
   approach
   mixing
   the

dimensions
  of
  space
  and
  time.
  It
  also
  means
  developing
  a
  sensitive
  form
  of
  urban
  planning
  where

different
   places
   can
   be
   used
   at
   different
   times
   and
   rethinking
   the
   quality
   of
   the
   spaces
   from
   that

perspective.
  This
  raises
  the
  question
  of
  the
  hospitality
  of
  the
  urban
  spaces
  and
  their
  readability
  for

city
  users.
  It
  is
  important
  to
  consider
  the
  intensive
  development
  projects
  to
  better
  articulate
  them

with
  the
  realities
  of
  the
  contemporary
  city.
  It
  is
  also
  about
  considering
  the
  city’s
  multiple
  uses
  and
  in

particular
   the
   question
   of
   the
   sharing
   and
   recycling
   of
   buildings
   to
   try
   to
   avoid
   excessive
   space

consumption
  and
  therefore
  to
  promote
  a
  sustainable
  city
  through
  exploiting
  time
  in
  its
  full
  range.

The
  sites
  presented
  to
  the
  competition
  all
  have
  to
  be
  in
  line
  with
  one
  or
  several
  dimensions
  of
  this

chrono-‐urbanism.
  To
  achieve
  this
  goal,
  a
  European
  forum
  of
  Sites
  is
  organised
  gathering
  the
  cities

and
  sites
  representatives
  for
  Europan
  12
  and
  the
  national
  Europan
  structures
  and
  experts
  in
  order

to
   finalize
   the
   specific
   problems
   and
   programmatic
   framework
   of
   the
   sites
   to
   be
   proposed
   to
   future

competitors
   and
   to
   establish
   the
   classification
   by
   theme.
   The
   aim
   of
   it
   is
   to
   involve
   the
   cities,
   urban

developers
   and
   contracting
   authorities
   in
   the
   Europan
   process
   and
   to
   encourage
   the
   sharing
   of
   a

common
  culture
  between
  the
  different
  partners.

  • 1. FORUM  OF  SITES  E12     MALMÖ  (SE)  11-‐12  JANUARY  2013     The  Europan  12  competition  will  be  launched  on  18  March  2013  on  the  theme:  The  Adaptable  city,   inserting  the  urban  rhythms.  European  cities  are  engaged  in  a  radical  transformation:  they  urgently   need   to   reduce   their   ecological   footprint   to   help   resolve   the   energy   crisis,   fight   against   the   greenhouse   effect   and   preserve   non-‐renewable   resources.   These   changes   have   to   be   quickly   considered   and   Europan   12   proposes   to   explore   the   question   of   time   in   this   particular   context   in   order   to   make   the   city   more   adaptable.   This   requires   a   chronotypical   approach   mixing   the   dimensions  of  space  and  time.  It  also  means  developing  a  sensitive  form  of  urban  planning  where   different   places   can   be   used   at   different   times   and   rethinking   the   quality   of   the   spaces   from   that   perspective.  This  raises  the  question  of  the  hospitality  of  the  urban  spaces  and  their  readability  for   city  users.  It  is  important  to  consider  the  intensive  development  projects  to  better  articulate  them   with  the  realities  of  the  contemporary  city.  It  is  also  about  considering  the  city’s  multiple  uses  and  in   particular   the   question   of   the   sharing   and   recycling   of   buildings   to   try   to   avoid   excessive   space   consumption  and  therefore  to  promote  a  sustainable  city  through  exploiting  time  in  its  full  range.     The  sites  presented  to  the  competition  all  have  to  be  in  line  with  one  or  several  dimensions  of  this   chrono-‐urbanism.  To  achieve  this  goal,  a  European  forum  of  Sites  is  organised  gathering  the  cities   and  sites  representatives  for  Europan  12  and  the  national  Europan  structures  and  experts  in  order   to   finalize   the   specific   problems   and   programmatic   framework   of   the   sites   to   be   proposed   to   future   competitors   and   to   establish   the   classification   by   theme.   The   aim   of   it   is   to   involve   the   cities,   urban   developers   and   contracting   authorities   in   the   Europan   process   and   to   encourage   the   sharing   of   a   common  culture  between  the  different  partners.     PROGRAMME         FRIDAY  11  JANUARY  2013       09.00-‐9.15:  COFFEE  and  last  registrations   St  Gertrud,  room  Rasmushallen     09.15-‐9.30:  WELCOME  SPEECH     St  Gertrud,  room  Carolinahallen   by  Anders  Rubin,  Deputy  Mayor  of  Malmö  and  Thomas  Sieverts  president  of  Europan   Translation  in  English  and  French
  • 2. 9.30-‐12.30:  MALMÖ  URBAN  POLICY:  CONFERENCE  +  VISITS     A   programme   of   thematic   urban   and   architectural   visits   will   go   through   the   challenges   of   the   metropolitan  development  in  Malmö,  especially  from  the  angle  of  time.  Malmö  counts  more  than   530,000   inhabitants   and   is   very   close   to   Copenhagen   and   its   1,650,000   inhabitants;   this   whole   region  –known  as  the  Oresund  Region–  is  an  important  area  for  the  whole  Scandinavia.     9.30-‐10.15:  Lecture  by  Chriser  Larsson,  Director  of  Town  Planning,  City  of  Malmö   St  Gertrud,  room  Carolinahallen   Translation  in  English  and  French       10.15-‐12.30:  Visits  to  a  number  of  recently  planned  areas,  including  the  Western  Harbour  (with   Calatrava's  Turning  Torso,  Diener  &  Diener's  university  campus  centre  and  the  Bo01  housing   exhibition  site),  Hyllie  mixed  use  development,  the  Europan  11  site  of  Holma  and  stations  of  the   new  underground  railway.   The  tour  will  be  made  by  bus  and  offered  in  English  and  French     12.30-‐14.00:  LUNCH   St  Gertrud,  room  Kryddloftet   14.00-‐18.30:  TWO  DEBATES:  EUROPAN  AND  EUROPEAN  CITIES   St  Gertrud,  room  Carolinahallen   Site  representatives  discuss  the  evolution  of  their  urban  policies  and  the  way  Europan  can  support   them   in   the   innovation   on   the   contents   and   urban   design   and   construction   processes,   basing   themselves   on   the   introductory   lectures   on   two   strategic   issues   for   Europan:   themes   and   implementations.   The   2   debates   are   opened   each   one   by   an   introductive   lecture   done   by   an   expert   followed   by   a   debate  with  representatives  of  sites  Europan  12.   The   debates   are   moderated   by   Chris   Younès   (FR),   anthropologist   and   nature   philosopher,   and   Carlos  Arroyo  (ES),  architect  and  urban  planner.     14.00-‐16.00:   DEBATE   1:   ARE   EUROPAN   THEMES   LINKED   TO   URBAN   STRATEGIES   OF   THE   EUROPEAN  CITIES?   Europan   themes   –going   from   housing   to   city   level,   focusing   on   the   processes   as   well   as   on   the   design   and   mixing   anthropological   and   ecological   issues–   have   evolved   in   time   to   follow   the   evolution   of   the   urban   society   and   contribute   to   the   birth   of   new   spatial   logics   at   the   time   of   sustainable   development.   How   can   we   go   on   in   this   direction   following   the   ways   of   thinking   and   building  the  city  of  tomorrow?     Translation  in  English,  French  and  German     16.00:  COFFEE  BREAK   St  Gertrud,  room  Rasmushallen
  • 3. 16.30-‐18.30:   DEBATE   2:   HOW   TO   ADAPT   EUROPAN   PROCESSES   TO   INNOVATIONS   IN   THE   FABRICATION  OF  THE  CITY?   Europan   gives   rise   to   new   spatial   concepts   brought   by   teams   of   young   professionals   of   the   urban   and  architectural  design  (architects,  engineers,  landscapers,  urban  planners…).  Yet,  the  aim  of  the   post-‐competition   phase   specifically   relies   on   the   practical   participation   to   the   implementation   of   urban  mutations.  Although  Europan  presents  a  certain  number  of  significant  implementations  how   could   we   reinforce   these   processes   that   gather   the   actors   of   the   urban   and   architectural   construction  around  the  winning  teams?  What  does  ‘innovating  in  the  production  modes’  mean  to   the   cities   and   how   could   we   get   there?   How   could   Europan   support   and   participate   to   this   multi-‐ actor  dynamics  around  the  urban  project  mixing  the  partial  logics  to  go  beyond  them?     Translation  in  English,  French  and  German     18.30-‐19.30:  VISIT  OF  THE  EXHIBITION  ON  MALMÖ/HÖLMA  Europan  11   Form/Design  Centre   Reception  with  an  exhibition  of  the  planning  activities  in  Malmö  and  the  Europan  11  site  of  Hölma,   hosted  by  the  housing  companies  MKB,  Riksbyggen  and  the  City  of  Malmö.  Drink.   Transportation  will  be  made  by  bus  from  St  Gertrud     FREE  EVENING
