- THE DEMAND * increased pressure on budgets * increased expectations from citizens rising demand with demographic change IT MAKES PEOPLE HAPPY “ flexible support that means I can continue to be healthy and… fully engaged in the community where I live”….. “ [I have] control over my life”….. “ it gives him a life !” “ Being able to make my own meals as and when I want” “ my lifestyle that is… comparable with my non disabled contemporaries ”
- People who use services have a right to:- informed choice about their care be safe –but not overprotected make full use of available resources make the most of their lives live a independent life rich in purpose meaning and fulfilment
- BILL CONTENT Principles of self-directed support. Duty to offer the choices Duty to provide the citizen’s preferred choice Power for local authorities to support carers. The law on Direct Payments. Capacity? Restrictions? only when there is clear justification. WHAT IT CAN’T DO change the culture on its own guarantee that state and citizen will comply with every last provision (and the spirit) of the law flick a switch solve the funding dilemmas provide all the answers
