The ISSN International Centre outlined a strategic plan for 2015-2018 with six main goals: 1) Improve operations of the ISSN network; 2) Enhance ISSN data, products, and services; 3) Maintain and enhance technical infrastructure; 4) Set up new partnerships; 5) Improve awareness and governance; and 6) Share ISSN data more broadly. Objectives included updating training, strengthening cooperation with national centres, enriching the ISSN register with external data, implementing a new portal and customer relationship management system, and reconciling open access and linked data with financial sustainability. The strategic plan was approved by the ISSN's governing board and general assembly.

Our ChallengesOur Challenges
- Metadata are produced on a large scale by
various international stakeholders.
- Metadata are cross-checked between open
access services.
- Metadata are more and more embedded in
digital documents and hence more easily
retrievable and reusable.
- The ISSN International Register is a silo.
- MARC 21 format is not web-friendly.
- Data exchange within the ISSN network is
cumbersome.
