M IDDLE E AST C OUNTRIES I NVESTING IN
E DUCATION
Government of Kuwait is starting a new educational project, valued at KED321 million
(US$1.1 billion). The government will be spending the amount in 2014 — 2018, in
demolishing and rebuilding old schools, as well as building new schools. It is further
planning to build up 50 new schools, a building dedicated to private education, and
another building for National Center for Education Development at Al-Salmiya area.
Kuwait’s education ministry has also signed an agreement with the National Education
Institute (NEI) of Singapore to enhance the quality of its teachers. Under the
agreement, NEI will study and evaluate the education process in Kuwait, and will lay out
a plan to train teachers in accordance with Singapore’s academic standard. The six–
month study will help Kuwait in enhancing the professional, technical and educational
standards of its teachers.
In Saudi Arabia, the Ministry of Education is planning to launch 15 smart schools in all
the Kingdom’s 15 regions. The ministry is expected to spend approximately SR800
million (US$213 million) on these schools, eight of which will be for girls, and rest for
boys. The schools will provide modern educational aid to the students, and the ministry
is importing has signed an agreement with Shamel Company for importing necessary
electronic equipment.
MOOC S TO BE THE N EXT B IG O PPORTUNITY
Georgetown University has joined online higher education platform, edX. edX is a web
platform — classified as massive open online courses, or MOOCs — which provides free
online courses. It was started in May 2012 by Harvard University and the
Massachusetts Institute of Technology, and has so far joined hands with University of
California at Berkeley, University of Texas System, and Wellesley College, besides
Georgetown.

MOOCs are considered as the net big opportunity in education space, as they are able to
provide quality education without any financial and geographical barriers. There are
other web platforms, such as Coursera, which hosts classes from Johns Hopkins
University, universities of Maryland and Virginia, and several other US and foreign
institutions. At present there are approximately 208 MOOCs online from Coursera and
nine from edX.
Another major online education platform, Udemy, has recently received a funding of
US$12 million. The San Francisco based startup has received the second round of
venture capital funding from Insight Venture Partners. Started in 2010, Udemy provides
online learning platform for instructors to teach their skills over internet.
There is a similar trend in the UK, where 11 top universities are joining the Open
University to launch MOOCs. FutureLearn, a company set up by the Open University —
is partnering with King's College London, along with the Universities of Birmingham,
Bristol, Cardiff, East Anglia, Exeter, Lancaster, Leeds, Southampton, St Andrews and
Warwick — to provide free, online non-credit bearing courses to students globally.
Though the courses will be free, the revenue is expected to be generated from
certificates and exam invigilation.
E XPANDING D IGITAL E DUCATION S PACE IN THE US
In the US, McGraw–Hill Higher Education is collaborating with learning and
performance software developer — Ancile Solutions — to provide online educational
products. The collaboration will help McGraw–Hill Higher Education to use “Ancile
uPerform Express” digital content authoring tool, to develop new digital education
products. These interactive online products will be offered to McGraw-Hill Higher
Education customers through its digital teaching and learning environment — McGraw-
Hill Connect.
McGraw-Hill will start with the “ANCILE uPerform Express” in developing 2013 Health
Professions editions of medical office education products, including Computers in the
Medical Office (CiMO) and Medical Insurance and Insurance in the Medical Office.

In the US, state government of Idaho is planning to include Khan Academy content into
the education curriculum. Northwest Nazarene University and the J.A. and Kathryn
Albertson Foundation will work toward testing Khan Academy classes tested in
approximately 25 primary and secondary public schools across Idaho. While Northwest
Nazarene University will track improvement of the students taking math courses from
Khan Academy, the Albertson Foundation will provide funding for the program. Each of
the schools is expected to receive approximately US$10,000 — US$50,000 to implement
the program, depending on the number of students and teachers involved.
Pearson Education has invested US$89.5 million in Nook Media, LLC, a subsidiary of
Barnes & Noble, Inc. Nook Media is a retailer of content, digital media and educational
products. Pearson has taken 5% equity stake in the company, at a post–money valuation
of US$1.789 billion, in exchange for preferred membership interests. The investment is
expected to help Nook combine its online distribution and customer service with
Pearson’s expertise in online learning — and accelerate customer access to digital
content.
I NVESTMENT IN A FRICAN E DUCATIONAL
I NSTITUTIONS
In Ghana, a new education fund has been launched to improve standard of education in
Akanten and its surrounding communities. The fund, launched by Akantenhene, Barima
Appiah Darkwa II — is intended to improve teaching and learning, and assist deserving
children to continue their education.
French Development Financial Institution, Proparco, has signed an agreement with the
private College of Engineering and Technology (ESPRIT) in Tunisia for a stake of EUR2
million (US$2.64 million). ESPRIT is one of the major private educational institutions in
Tunisia, with enrollment of more than 3,500 students in 2012–13. The college trains
engineers, primarily in field of information and communication technology (ICT).

The US Agency for International Development (USAID) is collaborating with Senegal's
Ministry of Education for improvement of education in Senegal’s primary schools. The
collaboration is aimed at enhancing elementary reading and math skills of primary
school students. Besides USAID, Senegal government is also partnering with other
countries such as France, Canada and Japan, and organizations such as the World Bank,
and the Global Partnership for Education on enhancement of elementary education.
The total project is of three years, and is worth US$18 million.
I NDIA B ECOMING A P ROMISING E DUCATIONAL
M ARKET
US based provider of desktop virtualization — NComputing Inc. — is rapidly expanding
its presence in India. The company, which entered India in 2007–08, has implemented
its low-cost shared computing technology across government schools in seven states.
After deploying 700,000 computing seats across state educational projects and private
educational institutions, NComputing is looking for tenders in information and
communication technology (ICT) from other state governments.
Indian government is seeking public–private–partnership (PPP) to set up new Indian
Institutes of Technology (IITs) — prestigious engineering colleges in India. The
government is seeking PPP to setup 20 new IITs, and is planning to invest approximately
INR2,080.7 crore (US$382.9 million) on the project. The All India Council for Technical
Education (AICTE) — governing body for technical education in India — has approved
private companies with more than INR100 crores (US$18.4 million) of turnover to set up
technical institutions. The government therefore is seeking PPP from these companies
to setup colleges, where central government, state government, and the company will
contribute in the ration 50:35:15 respectively.
Professors from Carnegie Mellon University (CMU), US, have unveiled new business
courses for Indian students and executives. The business education courses will be
delivered through Academic Financial Trading Platform (AFTP), a MOOC started by
CMU Professors Raj Chakrabarti (Systems Engineering) and Anisha Ghosh (Financial
Economics). The quality and difficulty level of courses will be at par with those offered at
CMU, and a completion will result in formal certification by AFTP. The courses will be
offered in business subjects such as Investments, Macroeconomics, and Corporate
Finance.
