10. NATIONAL PORT MASTERPLAN OVERVIEW
The NPMP is a Strategic overview and plan for the port sector in Indonesia as required by
Law No. 17 Year 2008. It has to inform more detailed plans, Port Master Plans. The NPMP
has to take into account:
• National and regional socio‐economy development
• Natural resource development
• National and international strategic developments
NPMP VISION
In 2030 the National Port System of Indonesia will contribute to consistently reducing
international and domestic transport costs by:
• Accommodating ships that will provide the lowest sea-freight costs
• Serving ships promptly and effectively without causing undue delay
• Deliver high levels of cargo handling productivity
• Optimise the cost of port service delivery
The Directorate General of Sea Transportation will encourage the port sector to do this by
implementing and regulating policies that
• Identify and stimulate port development opportunities that meet market demand
• Mobilize private investment to create and operate appropriate cargo handling capacity
• Manage competition between terminals to improve the quality of port service delivery
The policies will be implemented to ensure social stability is maintained as effectively as practical
in a rapidly changing world
