AGREEMENTS FOR COMPETITIVENESS: FIELD OF SUPPORT
 “Agreements for competitiveness” is an innovative tool designed to simplify the
relationship between investors and public administration
 Within the Agreements, Lombardy Region offers economic support to business
investments through the co-financing of:
a) projects of research and innovation;
b) project aimed to improve the human capital;
c) public infrastructure related to the productive settlement.
 The Agreements are negotiating tools created on the initiative of companies, with
the possibility to involve local authorities

AGREEMENTS FOR COMPETITIVENESS: WHO CAN APPLY
Companies as:
 Individual form (sole proprietorship);
 Shared form (private company)
that:
a) are not established in Lombardy yet, but are interested in opening a new
production plant in the region;
b) are interested to acquire and/or invest in existing companies based in Lombardy;
c) already have production facilities in Lombardy, and decide to give up a plan for
relocation/outsourcing abroad in order to continue to invest in Lombardy region;
d) already have production facilities in Lombardy and decide to review and develop
the business activity, even integrating in Lombardy part of the production
currently existing abroad.

AGREEMENTS FOR COMPETITIVENESS: SELECTION OF
PROJECT PROPOSALS
The selection process of the project proposals consists of two phases:
I. First phase - Expression of interest: Evaluation and selection of the
expressions of interests that may fit with the criteria requested
II. Second phase – Executive project: analysis and selection of the executive
project that will become part of the agreements for competitiveness

AGREEMENTS FOR COMPETITIVENESS: FIRST STEP -
EXPRESSION OF INTEREST
The company submits an “expression of interest”, with a brief description of its
project.
The following information must be specified:
• The type of action planned;
• The requests of the company in terms of co-financing and administrative
simplification;
• The areas of intervention (research and innovation, human capital training,
environmental protection, corporate welfare, public infrastructure, etc.);
• The expected impact on employment (increase or maintenance of existing levels);
• The location of the operation, if already identified;
• The public / private partnership that may be required;
• Cost and timing.
Within 30 days from the submission of the expression of interest, an Evaluation Team
will assess it and will decide to reject or to admit it to the second stage.

AGREEMENTS FOR COMPETITIVENESS: SECOND PHASE –
EXECUTIVE PROJECT
The company whose expression of interest has passed through the first step, will need
to submit within June 30th 2015 the final draft with the details of the project,
specifying the commitments in terms of employment and potential impacts on well-
being and competitiveness of the Lombardy Region.
Within 90 days of the submission of the draft, the project will be evaluated by the
“Evaluation Team” that will proceed to reject or to admit it at the negotiating
procedure for the final definition of the Agreement for competitiveness.

AGREEMENTS FOR COMPETITIVENESS: NEGOTIATION
PROCEDURE
The negotiation process will be handled by a special Technical committee, with the
involvement of the company and the other public or private subjects that are involved
in the definition of the Agreement.
The public and private partners will be identified and involved either by the company
that submits the project or directly by the Committee.
During the procedure, the parties involved will proceed to:
• Share and confirm the commitments of the company in the project, particularly in
terms of employment;
• Discuss and set with public institutions deadlines for the conclusion of the
procedure;
• Discuss with the local authorities possible concessions and exemption in terms of
local taxes, including the urbanization fees;
• Determine the amount of financial support required to the Lombardy Region;
• Identify other areas of cooperation.
The negotiation procedure is completed within 90 days from the date of approval of
the final project. The agreement shared between the parties is formally approved by
the Regional Council.

AGREEMENTS FOR COMPETITIVENESS: AMOUNT OF
FINANCIAL SUPPORT
The amount of the financial support granted will be defined in
the negotiation phase of the Agreement, depending on the
localization of the intervention and on the impact on
employment.

FINANCIAL SUPPORT
RESEARCH AND INNOVATION
Types of projects eligible :
• Industrial research projects;
• Experimental development projects;
• Projects of innovation process and organizational;
• Preliminary feasibility studies for industrial research or experimental development.
All projects submitted, must involve investment for at least € 1,000,000.00
Sectors:
• Aerospace;
• Agro-food;
• Eco-Industry;
• Art and Cultural activities;
• Health;
• Advanced Manufacturing (IT innovation);
• Sustainable mobility.
Timing:
The projects must be finalized within 24 months from the startup.
Types of benefits and limit:
Grant “non repayable” that covers a portion of the eligible expenditure, up to a maximum of € 2,000,000.00 for each Agreement. The
concessions are granted according to EU Regulation 651/2014 up to a maximum amount that can vary from 15% to 50% of the total cost,
depending on the type of project (industrial research, experimental development, innovation processes and feasibility studies), the size of the
enterprise and on the presence of a partnership.
Total funds available
€ 8,780,000.00

FINANCIAL SUPPORT
PUBLIC INFRASTRUCTURE
Types of projects eligible :
• Infrastructure for the mobility of goods and / or persons
• Requalification of urban areas with the presence of industrial settlements;
• Equipped areas, recovery and use of disused industrial buildings.
Subjects beneficiaries eligible, signatories of the the Agreement for Competitiveness in partnership with the company:
Provinces; Mountain Communities (comunità montane); Municipalities; Local Authorities and other public entities.
Timing:
The projects must be implemented within the period defined with the agreement;
Types of benefits and limit:
Grant “non repayable” up to 100% of the investment with the maximum of € 1,000,000
Costs allowed:
 Building costs; installation of plant and equipments;
 Technical costs, within the limit of 10% of the start-up project (design, project management, environmental impact assessment,
statutory inspections);
 Cost related to safety;
 Purchase of furnishings.
The running costs of the infrastructure are owned by the public.
Total funds available
€ 12,000,000.00

FINANCIAL SUPPORT
TRANING OF HUMAN CAPITAL
Projects that can be financed:
 Continuous training for employees;
 Training for employees in solidarity contract, by “Dote Unica Lavoro”;
 Reinforcement of the skills and adapting the workplace for disabled employees.
For financial activities, will be provided reserved quotas dedicated to the companies signatories of the
competitiveness agreements.
