OUR VISION: A ROADMAP FOR 2015-2021 
The Congress Party proposes a roadmap to usher in a phase of 
sustained economic revival and development in the state of Jammu and 
Kashmir. The recent catastrophic flooding in the State has made an 
already difficult economic situation more complicated and 
challenging. However, we believe that by implementing the Congress 
Party's vision, we will recover strongly and develop a modern 
economy that will create jobs for our youth, bring prosperity to rural 
areas and modernize our towns and cities. We will ensure that all of our 
people have access to the basic amenities of life in the 21st century—a 
good education, affordable healthcare, connectivity (road, rail, air and 
internet), a steady supply of power, clean air and water, sanitation and 
waste management services. To achieve all this, the Congress Party 
proposes: 
· A development path that is reflective of the inter-regional 
diversity of J&K as well as the Congress Party's vision of 
inclusive and equitable development of all regions and sub-regions 
of the State. 
· Congress Party will give top priority to the rehabilitation, 
recovery and reconstruction process in the flood affected areas 
of J&K. We will use this opportunity to 'build back better', 
revolutionise our disaster management system and usher in a 
modern planning process. 
· Skill Development and employment generation will be a 
central focus of the new government. The new government 
will emphasize private sector development as the main pillar 
for job creation. Key sectors for private sector investment will 
include health, higher education, information technology, 
tourism, power and transportation. 
· Students will be put at the centre of the education sector. 
Schools will have adequate resources and access to institutions 
of higher education will be expanded. 
· Patients must have access to affordable and quality healthcare. 
Emergency and trauma healthcare will be a top priority. 
· Agriculture and horticulture remain the backbone of our rural 
economy. Increasing productivity and creating linkages with

national food supply chains will be encouraged. 
· Rapid growth of cities and towns is leading to a lot of pressure 
on land, roads, water, and municipal services. The new 
government will employ the services of local and national 
urban planning experts to make our urban areas modern and 
sustainable. 
· Our commitment to usher in an era of infrastructure building, 
good governance and equitable development as was 
demonstrated by Congress Party while heading the coalition 
Government. 
· Speedy execution of big projects like roads, bridges, power 
projects, etc., in a time bound manner needs to be assured to the 
people. 
· The Congress Party will ensure adequate attention for people in 
particularly difficult circumstances—Kashmiri Pandits, 
refugees from within J&K, other displaced people, scheduled 
castes and tribes. In addition economic empowerment of 
women will be a key focus of the next government. 
· J&K must have a vastly improved and reformed governance 
structure. Effectiveness and efficiency of public services will 
guide all public sector reforms. 
Jammu and Kashmir deserves an efficient government that has 
a modern outlook and a concrete vision for inclusive and 
equitable development for all. The Congress Party humbly 
submits that given a chance, we will provide such a 
government to the citizens of J&K. 
We hope you will allow us an opportunity to serve and establish 
an irreversible basis for progress of Jammu and Kashmir. With 
this in mind, we share with you our ideas and commitments in 
the following areas:

ACCELERATE JOB CREATION, SKILL DEVELOPMENT 
& ENTREPRENEURSHIP 
Given the need to create lakhs of jobs for J&K's educated youth, 
new and innovative approaches to employment and entrepreneurship 
are needed. The Congress Party commits to the following Plan of 
Action: LET'S CREATE JOBS! 
A Comprehensive Plan for Job 
Creation: The next government will 
adopt a plan to create jobs for the growing 
number of youth in our society. This will 
include attracting much needed 
investments in various sectors, heavily 
promoting skill development to make 
youth more employable, supporting 
entrepreneurship development and 
creating modern infrastructure to support private sector development. 
Transparency in public sector recruitment will be a top priority. 
New Business Clusters: We will set up clusters for health, higher 
education and information technology in all three provinces. These 
clusters will have modern infrastructure and will attract investors with 
best of class incentives available anywhere in the country. This will 
create thousands of new jobs. 
Focus on Skill Development: To address the huge demand for skilled 
labour, the new government will sharpen the focus on skill 
development and on-the-job training programmes. Private sector will 
be provided incentives for helping train youth. Educated youth will 
receive a stipend till they gain employment. To obtain the stipend, they 
will have to enroll in a skill development programme. 
Fostering a Culture of Entrepreneurship: To ensure young people 
have access to entrepreneurship opportunities, the next government 
will seek expert help to provide end-to-end business incubation 
assistance to budding entrepreneurs. From conceptualizing ideas to 
formulating business plans, seeking seed funding and product 
marketing, entrepreneurs will receive support in setting up new 
ventures.

Public Sector Recruitment Policies and Procedures: In the public 
sector, recruitment policies will be reformed and hiring will become 
transparent and corruption free. For jobs that require interviews (e.g., 
for doctors, teachers, engineers etc.), interviews will be recorded on 
video and will be available to the public to ensure transparent 
recruitment. Job applicants for Class IV category positions will only 
face a written test. All results will be disclosed. 
Other Initiatives: 
· Government will take effective steps to regularize the services 
of thousands of daily wagers/need based workers in various 
departments in a time-bound manner as per established norms. 
We will remove disparity in wages to labour serving in various 
departments in the three regions of the State. 
· We will abolish taxes imposed on Pitthoo-walas, Pony-walas, 
Palki-walas, who seek their livelihood by providing facilities 
to pilgrims. 
· The next government will review the scale of wages of skilled 
and unskilled labour in Government and Semi-Government 
organizations against a reasonable economic criteria and price-index. 
Government will also recommend enhancing the wages 
under the NREGA scheme. 
· We will create required police battalions with a view to respond 
to security related needs as also with a view to provide 
employment to youth. We will review the existing quota of 
SPOs in regular Police and also vigorously pursue revision of 
their remunerations keeping in view their commendable 
services. 
· Our government will also further enhance the honourarium of 
Numberdars, Chowkidars, Sarpanches and Panches in the 
State. 
FOSTER PEACE AND PROMOTE INCLUSIVE 
DEVELOPMENT 
The Party has an abiding faith that all issues can be resolved 
through discussions and dialogue. The Congress Party, therefore, 
rededicates itself to promoting and strengthening the process of result-

oriented dialogue with all stake-holders and to work tirelessly for a 
dignified, peaceful and prosperous life for the people of J&K. In 
addition, the Congress Party is firm in pushing forward a vision of 
inclusive development in the State. 
Confidence Building Measures: The Party will remain in the 
vanguard in the effort to institute Confidence Building Measures 
(CBMs) that will not only promote cross LoC passenger travel and 
trade and people-to-people contact, but strengthen understanding 
among people at all levels. The Party will ensure the availability of 
banking and communication services to support normal travel and 
trade across LoC, as soon as possible. 
Rehabilitation of Victims: We will work for the rehabilitation of 
victims of militancy in the shortest possible time-frame. 
Offering a Second Chance: The Party will seek a review of cases of 
detainees who are not involved in grave offences and seek their release. 
Inclusive Development as a guiding Philosophy: In addition to 
ensuring equitable development in the State by implementing the 
recommendations of the State Finance Commission, we will make 
development more inclusive by taking the following steps: 
· The new government will monitor and safeguard reservations 
in government jobs provided for Scheduled Castes and 
Scheduled Tribes. More mobile Schools and health units for 
STs will be established. 
· The coalition government announced reservation for Pahari 
speaking people in Jammu & Kashmir and we will continue to 
support them. 
· The Congress Party ensured the setting up of a welfare board 
for OBCs in the State. The Congress Party Played a vital role to 
make the collation government agree to the enhancement of the 
quota for reservation of OBCs. Since, the government decision 
has not yet been implemented, the Congress Party will ensure, 
that the next government takes measures to implement the 
decision. We shall also take the other progressive measures for 
the welfare of OBCs. The State Government enhanced the 
reservation quota for OBCs and we will include Jat community 
in the OBC category in the State, besides taking steps for

including Labana community in Central Services. 
· We are aware of the aspirations of the Gaddis and Sippis 
communities and work for their welfare so that they avail the 
full benefits of ST status. 
· We shall provide a special package for the development of 
Kandi areas. 
STRENGTHEN HEALTHCARE FOR ALL 
The need to upgrade and strengthen 
the healthcare services cannot be 
emphasized more and Congress 
Party commits itself to bring 
revolutionary and visible changes 
in the health system with focus on 
q u a l i t y, a f f o r d a b i l i t y a n d 
accessibility 
. 
Policy on Establishing Health 
Institutions: Our government will frame a policy to establish health 
institutions to provide health and medical care facilities to the people at 
the nearest possible locations. Each such facility will come up under a 
business plan that can only be approved if adequate provisions for staff, 
equipment and medicines are included. 
Completion of All Ongoing Hospital Projects in a Time Bound 
Manner: During the past decade, numerous new hospital projects have 
been taken up, out of which many have been completed and some are 
yet to be completed. It will be the top most priority of the Congress 
Party to immediately complete all the ongoing hospital projects 
(DHs/SDHs/ CHCs/ PHCs/ SHCs) and dedicate them to the people. 
Cleanliness & Maintenance of Newly Constructed Hospitals: 
Similarly, it has been observed that the maintenance and upkeep of the 
already completed and functional hospitals has been put on back 
burner which, besides reducing the life of the newly created hospital 
infrastructure causes lot of annoyance to the patients and visitors. 
Various successful options/models of maintenance, cleanliness and 
day-to-day upkeep are in vogue, out of which the best suited model(s) 
will be introduced in the health facilities of the State.

Availability of Adequate Doctors and Healthcare Professionals: 
Deficiency of doctors and healthcare professionals remains a 
stumbling block in the delivery of quality healthcare services in the 
State and it will be the endeavour of Congress Party to ensure the 
availability of doctors and allied healthcare professionals in the health 
facilities at all levels. 
Launch of Free Generic Drug Service: It has been estimated that 
about 70% of the out-of-pocket expenditure is devoted to drugs and 
medicines in our country. If the goal of 'healthcare for all' is to be 
realized, first step required to be taken is to reduce the out-of-pocket 
expenses on drugs and medicines. Congress Party will introduce 'Free 
Generic Drug Service' in the public health facilities of the State backed 
by a fool-proof system of digitized 'supply chain management' for 
ensuring that the drugs reach the intended beneficiaries/end-users. 
J&K Medical Supplies Corporation: Strengthening of newly set up 
'Medical Supplies Corporation' will be one of the measures to 
streamline the whole process of procurement in the Health & Medical 
Department as also effectively roll out the 'Free Generic Drug Service' 
in the State. 
Early Completion of Newly Sanctioned Medical Colleges: UPA 
government has sanctioned five new medical colleges for the State and 
it will be the endeavour of the Congress Party to immediately take up 
the construction of these newly sanctioned five medical colleges and 
ensure their completion and operationalization within the shortest 
possible time. This will be immensely useful in overcoming the deficit 
of doctors in the health facilities of our State. 
Early Completion of Newly Sanctioned Cancer Institutes: Due to 
growing incidence of cancer in the State, UPA Government has 
sanctioned two State Cancer Institutes (SCIs) and three Tertiary 
Cancer Care Centres (TCCCs) for the Jammu & Kashmir. Congress 
Party will take every possible step to deliver these facilities to the 
people of the State in the shortest possible time. 
Fully Functioning Newly Established Super Specialty Hospitals: 
UPA Government and Congress Party during its term to head the 
coalition Government in the State took up two ambitious projects of 
setting up two Super-Specialty Hospitals in the State, one each in

Jammu & Srinagar. If Congress Party comes to power, these newly 
created modern facilities will be equipped with super-specialists, allied 
health professionals and required equipment to enable people of the 
State to avail of high-quality and efficient tertiary-care services within 
the State 
Early Completion of Two Maternity Hospitals: UPA Government 
has sanctioned two maternity hospitals for the State and both are at 
various stages of construction. Highest priority will be accorded to the 
early completion of these facilities so that high class and affordable 
mother and child care services are thrown open to the public. 
Operationalisation of 102/108 Ambulance Services: Congress Party 
will take immediate steps to set up and operationalise 102 and 108 
ambulance services in the State so that an efficient and robust system of 
referral and emergency transport becomes available to the people of 
the State. 
Emergency & Trauma Care Services: Our State, due to hilly and 
difficult terrain, is vulnerable to road accidents and as such hundreds of 
precious lives and quality human resource is lost. Lack of adequate and 
quality trauma & emergency services is one of the primary reasons 
what leads to loss of proverbial “golden hour” in accident cases. 
Therefore, we will strive to put in place a robust trauma care system 
across the State, especially in the accident-prone areas, so that proper 
care and services are made available to accident victims. 
Promotion of private sector healthcare in J&K: The Congress 
proposes to set up a Health Cluster in each of the three provinces. The 
government will make available all basic infrastructure to private 
sector health institutions. Also, we will provide best of class incentives 
for investors so that not only patients from J&K can benefit but we can 
create thousands of good jobs in this sector. This step can also boost 
medical tourism in J&K. 
Health Insurance Coverage: To provide health insurance coverage 
for Below Poverty Line (BPL) families, the new government will fully 
implement the Rashtriya Swasthya Bima Yojana (RSBY). 
Beneficiaries under RSBY are entitled to coverage up to Rs. 30,000 for 
most of the diseases that require hospitalization. We will also develop a 
plan to institute health insurance for all by 2018.

IMPROVE EDUCATION FROM BOTTOM TO TOP 
The overall goal will be to 
provide access to quality 
education right from the primary 
level. Far too many schools, 
especially in rural areas, have 
inadequate number of teachers, 
classrooms, furniture, laboratory 
equipment, playgrounds or toilets. 
Many schools don't often have 
enough students. Access to computers or the internet is unheard of. We 
must reverse this situation. In higher education, thousands of our 
students have no option but to study in private colleges outside the 
State. 
Adequate Resources for Schools: To improve school education, a full 
functional review of all existing schools will be undertaken. We will 
understand the demand for schooling in the public sector and 
benchmark the availability of resources in these schools. We will 
ensure deployment of adequate resources according to the need. By 
2018, all schools will have adequate teachers, classrooms, toilets and 
laboratory equipment. All higher secondary schools will have 
computer equipment and access to the internet. 
Implementation of Right to Education (RTE) Act: We will review 
the implementation of RTE as soon as possible. Recommendations to 
strengthen implementation will be put in place by the end of 2015. 
Towards 100% Literacy: It shall be the endeavor of our government 
to achieve 100% literacy rate in the State. The government will 
institute a concept of Model Schools up to 10+2 level to provide quality 
education in each block of the standard of Navodya 
Vidyalayas/Kendriya Vidyalayas. We will request Ministry of Defence 
to open a Sainik School at Leh and Kargil as an additional facility for 
local youth. 
Making Higher Education Accessible: To expand access to higher 
education, the government will engage with the universities of Jammu 
and Kashmir to increase seats in all streams. The new government will

also formulate a policy to encourage setting up of private colleges and 
universities. We propose to create one Higher Education Cluster each 
in Jammu, Kashmir and Ladakh. This will help families who otherwise 
have to send children to study outside. It will also create thousands of 
job opportunities within J&K. 
Strengthen Existing Institutions: We will strengthen newly set up 
Degree Colleges in the State, especially at Leh and Kargil. New 
streams will be established in commerce, sciences, computer sciences 
and technical subjects and we will upgrade faculty and infrastructure 
facilities. We will obtain recognition for Central Institute of Buddhist 
Studies at Choglamsar (Leh) as a Deemed University. 
EMPOWER WOMEN, NURTURE CHILDREN, PROMOTE 
SOCIAL WELFARE 
Women's Empowerment for 
Development: The Congress 
Party will strengthen the 
m o v e m e n t f o r w o m e n - 
empowerment in all spheres of 
life including representation in 
Panchayati Raj institutions, 
c o o p e r a t i v e s a n d t h e 
legislature. The following steps 
will be taken: 
· We support thirty-three percent reservation for women in both 
houses of the State legislature. A bill to this effect will be 
introduced as early as possible. 
· We will strengthen self help groups and create incentives for 
women to join them as a means of escaping poverty. The next 
government will connect self help groups to pilgrim tourism. 
Products that pilgrims use and which self help groups can 
produce will become a key focus of training efforts. 
· We will create a special para-military women battalion for Leh 
and Kargil Districts on the pattern of Ladakh Scouts. 
· To ensure safety and respect for women, reserved seating for 
women will be strictly enforced in all public transport vehicles.

Giving Girls a Helping Hand: A special scheme for financial grant for 
the education of girl-child below the poverty line, beyond 
Matriculation, will be launched. The Government will also consider 
launching a special scheme for welfare of the girl child belonging to 
BPL families by providing money by way of a fixed deposit at the time 
of birth. We will create a special fund for the marriage of poor girls. 
Other Initiatives for Women: The pension of eligible elderly, 
widows, destitute and blind persons and other physically challenged 
persons will be doubled and then indexed to inflation to keep 
vulnerable citizens from falling out of social safety nets. The 
remuneration of Anganwari Workers and Helpers in the Social Welfare 
Department and Asha Workers in Health department will be increased. 
We will ensure monitoring and accountability of these workers. 
ADDRESS NEEDS OF YOUTH 
While job creation and skill 
development will be the central 
focus of the new government as far 
as youth are concerned, other issues 
must be addressed as well. These 
relate to the quality of education and 
healthcare that they have access to 
and to the sports and other 
entertainment opportunities they 
have. 
Early Childhood Development: The Congress reiterates its 
commitment to a progressive education agenda that will focus 
increasingly on quality from primary school level all the way to 
vocational or university level. Similarly, early childhood development 
must involve complete immunization coverage, adequate nutrition and 
periodic health check-ups to monitor for any serious diseases. 
Promotion of Sports Activities: The next government will promote 
sports activities on a large scale. Each panchayat will be provided 
funds to finance basic sports equipment. Subject to land availability, 
playgrounds will be developed in all panchayats. The next government 
will ensure all district headquarters will have an outdoor and indoor 
stadium. To encourage youngsters to compete nationally and

internationally, a full- fledged training system will be set up for cricket 
and football. The government will encourage the private sector to set 
up theme parks and recreation centres. We commit to develop J&K as a 
top golf, ski and water-sport destination. 
Keeping Youth Safe from Drugs: To counter the growing menace of 
drugs, we will institute a statewide review to examine this issue and 
launch a sustained programme of awareness and drug de-addiction to 
protect our future generations. 
PROMOTE WELFARE OF REFUGEES, MIGRANTS, EX-SERVICEMEN 
AND MINORITIES 
S t r o n g C o m m i t m e n t t o 
Refugees: Congress has always 
espoused the genuine cause of 
displaced persons/refugees of 
1947, 1965 and 1971 and remains 
committed to adequately address 
all pending demands of these 
categories of people. The 
Congress Party had placed before 
the State Cabinet a one-time 
package for the Refugees which has now been sent to the Central 
Government. This package was devised by the Congress Party after 
thorough discussions with refugee leaders and Party cadres. Problems 
faced by the West Pakistan Refugees of 1947 will be vigorously 
pursued with the Government of India. This is a major priority for the 
Congress Party. 
Unwavering Support to Migrants: Congress Party has also been a 
strong advocate for a dignified resolution to all the challenges faced by 
the Kashmiri Pandit migrant community. We will continue to support 
and strengthen measures taken by the State and Central Governments 
for return and rehabilitation of Kashmiri Pandit migrants. 
Steadfast Support to Border Area Residents: Residents of border 
areas who have been displaced by firing from across the border require 
our support and we have stood by them always. The Congress Party 
successfully pushed a proposal in the Cabinet to provide 5 marlas of

land to residents living within 5 kilometres of the International Border 
and the Line of Actual Control. Our government will consider grant of 
RBA status to residents within 5 kms of IB and LoC besides identifying 
safer zones/places for those facing the brunt of firing from across the 
border and provide 5 marla plots to each family. The demand of relief 
of the left out families of Kargil conflict and post Kargil conflict and 
built up tension on IB/LoC will also be taken up/pursued with the 
Government of India. 
Appreciating Ex-Servicemen: We will scrutinize sympathetically the 
demands of ex-servicemen and address them within a reasonable 
period of time. A separate department shall be created to monitor the 
implementation of various schemes and benefits to ex-servicemen. 
The Congress will also ensure for exemption of VAT on CSD items for 
Ex-Servicemen. The party shall also examine sympathetically to 
extend the same benefits to the Ex-Servicemen as have been provided 
to them by the governments of Haryana and Punjab. 
Redressing Grievances of Minorities: We will establish a Minorities 
Commission to address grievances of different groups of minorities in 
all the three regions of J&K. A key function for this commission will be 
to ensure complaints of discrimination are registered and reviewed 
expeditiously. The commission will also monitor the implementation 
of schemes designed for minority communities. 
ADDRESS THE HOUSING DEFICIT

urbanization, land is becoming 
s c a r c e w h i l e d e m a n d f o r 
affordable housing is on the rise. 
This is likely to become a full 
blown crisis in the coming years 
and this issue needs to be 
addressed. The following steps 
will be taken to addressing this 
issue: 
· Our Government will formulate a comprehensive Housing 
Policy with the aim of providing access to affordable housing

to all residents. 
· To improve living conditions of the weakest members of our 
society, the next government will implement best practice ideas 
for low cost housing units for the weakest sections of our 
society. 
· Keeping in mind the state's geology, the government will 
review Floor Space Index (FSI) norms to conserve land to the 
extent possible. 
· Affordable and quality housing units will be established in 
other towns. These units will be allocated under strict norms 
and transparent procedures. 
PROMOTE THE RURAL ECONOMY 
Agriculture, horticulture, 
sericulture and allied sectors form 
the backbone of our rural 
economy and farmers are the main 
assets of our society. Every effort 
shall be taken to give fillip to the 
agriculture and allied activities by 
facilitating access to modern 
techniques, equipment and 
facilities, taking advantage of scientific growth of knowledge in this 
area. 
Increasing Agricultural Productivity: We will take up new 
initiatives to boost agricultural productivity. We will promote Agri-business 
Centers (ABCs) throughout the State. These ABCs, set up by 
educated youth, will provide services to small and marginal farmers. In 
addition, the Congress Party commits to promoting contract farming, 
which can help improve the productivity of our agricultural and 
horticultural lands. The next government will set up a “Rajmash 
Mission” like “Basmati Mission” and “Saffron Mission” to encourage 
its production. Finally, we will provide subsidies for drip and micro-irrigation 
schemes. 
Modernising the Horticulture Sector: We commit to making our 
horticulture industry the best in the country and restore glory to this

sector. Making use of Central Government incentives as well as 
creating awareness of modern techniques, we will revitalize this sector. 
To benefit from the huge demand for improved supply chains for fruits 
and vegetables, we will promote investments in efficient storage 
facilities, grading and marketing of different varieties in all three 
regions of the State. 
Rejuvenating the Sericulture Sector: The Government will launch a 
“Silk Mission” in consultation with experts and industry participants. 
This mission, like the others, will be results oriented, will have 
performance indicators and will promote private participation. 
Other Initiatives: 
· Live-stock is a major component of rural and agricultural 
economy. As such, establishment of Sheep and Veterinary Aid 
Centers in nearest possible locations would be the priority of 
the government and a fair and transparent policy will be framed 
in this regard. Also, we will use technology to tag livestock to 
ensure well being and disease control. 
· Dairy, poultry and sheep farming will be given a major boost. 
There is no reason J&K cannot achieve self sufficiency in these 
areas. As an added bonus, employment will increase through 
these activities. 
GUIDE URBANISATION 
All developing societies 
see an increase in movement 
from rural to urban areas. If not 
planned for, this movement can 
bring many challenges. Housing 
becomes less affordable, roads 
get clogged with traffic, water, 
sanitation and solid waste

Urban Planning Policies: Our Government will bring in external and

development. Under this, we will develop Greater Jammu and Greater 
Srinagar as modern cities that are economically and environmentally 
sustainable. New satellite towns near these two cities as well as

Intelligent Traffic Management: To decongest roads, we will create 
intelligent traffic management systems, heavily promote rapid mass 
transit systems, build hi-tech, multi-story parking lots and create 
pedestrian walkways for greater and easier mobility. Traffic lights will 
be installed in all district headquarters. To enforce discipline, cameras 
will be installed at major intersections. 
Sustainable Municipal Services: Municipal services in cities and 
towns will be revamped. Clean water, sanitation and closed-system 
solid waste management will become the focus of activity for 
municipalities. Chronic funding problems will be addressed, partly by 
instituting user fees that are the norm in modern societies. To reduce 
the pressure on existing power systems, use of solar power will be 
heavily promoted. Standards for clean drinking water will be reviewed 
and updates about the quality of drinking water will be regularly shared 
with people. 
ACCELERATE INDUSTRIAL GROWTH 
It is important that we 
realize the full potential of 
industrial growth if we want J&K to 
be a modern state. For this, we need 
to review our industrial policy 
framework and focus more on ways 
in which it is easier for business to 
commence and sustain operations. 
We will need to cut red tape and 
unnecessary regulations and ensure 
that any incentives for the private sector are easily availed without 
corruption or unnecessary delays. 
Investment Committee: We will set up an Investment Committee in 
the Chief Minister's Office to ensure speedy clearances of major

Industrial Development Policy: Devise a comprehensive policy for 
industrial development, particularly in the small-scale sector, seeking 
among other things, concessions that have been granted in the package

different parts, especially, in backward areas for setting up of industrial 
units and to create job-opportunities in private sector in rural areas. 
Cutting Red Tape: We propose to restructure operations at the 
Lakhanpur toll plaza. Vehicle scanners will be installed and the toll 
plaza will be fully automated within the first year of the next 
government. This will speed up movement of goods and help grow 
J&K's economy and improve job opportunities for our youth. 
PROMOTE TOURISM AND OTHER SERVICE INDUSTRIES 
Tourism and other service 
industries like handicrafts and 
information technology have great 
potential to help J&K grow and also to 
employ thousands of youth. While 
tourism has been a mainstay of J&K's 
economy, it has great potential to grow 
further. Other service industries are 
lagging and present a big growth 
opportunity. 
Expanding Tourism Options: The Congress Party commits to 
identifying more scenic areas with special emphasis to develop areas 
which have so far remained under-developed. The Party also envisages 
putting in a sizeable effort to bring all the tourist places in Jammu and 
Kashmir State to the notice of international community, through a 
special drive. Special attention will also be focused on Pilgrim 
Tourism, Winter Sports, Golf and fishing (Angling) tourism, Heritage 
Tourism and Border Tourism. We will open more areas for tourism in 
the interior of Ladakh and Kargil. 
Improving Tourism Infrastructure: The government will work for 
provision of airstrips/runways for Kishtwar, Rajouri, Poonch, far flung

areas in Doda, Zanskar and Nobra for the promotion of tourism in three 
regions of the State. Air connectivity of Kargil with Delhi, Srinagar and 
Jammu will be strengthened. We will promote private participation in

modern & hi-tech facilities especially in Patnitop, Sanasar, Rajouri, 
Billawer, Poonch and Chenab Valley. We will establish a Golf Course 
at Lal Draman, Doda and create tourist amenities at Bhalessa, Padri, 
Gurdanda, Sinthan, Chingam, Dessa, Banihal. Also, Machail, Padder 
will be developed as a pilgrim tourism destination. We will also 
develop lake tourism at Surinsar and Mansar in Jammu. 
Strengthening Tourism-related Institutions: Twelve Tourism 
Development Authorities were created in 2006-07 in the State 
with an assured funding of Rs 20.00 Crores each under PMRP 
for creation of infrastructural facilities. Two tourism 
development authorities, viz., Bhaderwah Development 
Authority and Kishtwar Development Authority were set up 
during 2006-2008. Many projects have been executed and 
recently some more were sanctioned by the Central 
Government. Basic tourism infrastructure has been created at 
all the destinations under new Tourism Development 
Authorities and now there is also a pressing need to 
concentrate on the following: 
· To work out innovative revenue models for proper 
maintenance of the assets so created and delivery of world 
class tourist services. 
· To launch a creative promotion and publicity campaign for 
selling the existing and new destinations developed in all the 
regions of the State. 
· Training of local youth in hospitality and catering skills will be 
made a thrust area to enable them to earn a dignified 
livelihood. 
· To encourage private participation in the development of 
tourist amenities, including accommodation at the 
identified/new tourist destinations. 
Boost to the Handicrafts Sector: The government will focus on 
improvement and sustainability of handicrafts and handlooms sector.

Credit facilities in this sector shall be enhanced and simplified. We will 
strengthen the linkages between the handicrafts sector and tourism and

products. By cutting out middlemen, we will enhance incomes of 
artisans and preserve our cultural heritage. 
CREATE 21ST CENTURY INFRASTRUCTURE

· Power: Power sector holds key to economic self-reliance of the 
State and our Party in its earlier stint of two and a half years laid 
unprecedented thrust on this vital sector. Not only that the 
ongoing hydel projects were completed with alacrity and 
seriousness, rather a roadmap for harnessing the hydro-electric 
potential of the State was also laid out. Many new projects 
were identified or taken up for execution. Even Central 
Government was goaded to complete the ongoing projects 
which have been missing the timelines for years. 
· Innovative ways like International Tariff-Based Bidding and 
creative frameworks like Chenab Valley Power Projects 
Corporation (CVPPC) were introduced. We feel there is a need 
to reap full potential of such tools and institutions and our top

most priority will be to concentrate fully on the setting up of 
new power projects in order to make Jammu & Kashmir a 
power-surplus State, in addition to creating employment 
opportunities for the youth. 
· Chenab Valley region, having the highest potential of hydro-power 
generation, will remain the focal point for setting up of 
new hydro-power projects. 
· Besides, possibilities of setting up of Thermal Power plants 
will also explored with earnestness. Solar Power generation, 
wherever feasible, will also be given due attention. 
· We will harness hydro-electric power resources including in 
the Chenab basin. The Baghliar project, inaugurated by the 
Hon'ble Prime Minister recently, has shown the way forward 
as this project will not only yield 450 METs of power, but it 
will add Rupees 900 crores annually to the State revenue. 
· It shall be the endeavor of our government to provide regular 
and uninterrupted electricity supply to all and shall also revisit 
the tariff rates besides considering subsidized power supply for 
agricultural purposes. To create a safe and reliable electricity 
network, HT-LT improvements will be undertaken throughout 
the State by 2017. The Congress Party commits to reducing 
transmission and distribution losses from more than 62% to 
20% by the end of 2018. This will greatly improve availability 
of power. 
· We will set up the Puga-Geo-Thermal Power Project in Leh 
District which will fulfill requirements of Ladakh and other 
regions of the State. The new government will sanction power 
projects at Bogdang, Sasoma, Tangste, Kumdok and Hanu, 
under IPP in Ladakh region. We will install 2.5 MW Solar 
Power Projects each for Zanskar in Kargil District and Nobra 
in Leh District. 
Water and Sanitation: Our government will provide safe drinking 
water to all within 5 years. We will launch a sustained sanitation drive 
throughout the State to ensure public health and hygiene, especially in 
rural areas. 
· A policy for sustainability of water sources including lakes,

springs, glaciers will be developed. Groundwater exploration 
will be increased. We will also set up the J&K Glacier Study 
Group, which will focus on tracking impact of climate change 
on our glaciers and provide data on water availability in the

· J&K lacks a modern early warning system for floods. The 
Congress Party commits to establishing such a system after 
learning from the experiences of other states. 
· To encourage conservation of power and filtered water, we will 
provide subsidies for solar power pump sets to users of 
groundwater. 
Roads/Bridges/Tunnels: It shall an endeavor of our government to 
provide connectivity to all localities in the State. 
· We will expedite road widening of national highways, 
especially close to entry and exit points of major towns. This 
will greatly reduce traffic congestion and improve productivity 
of businesses and workers. Road widening in all district 
headquarters will be completed by 2016. 
· We will construct important bridges at places like Shachay 
Takna, Yrama and Rongdo in Nobra (Ladakh) to connect 
hitherto unconnected villages. 
· The new government will construct tunnels over Khardung-La 
to facilitate all-weather traffic over the pass. 
· We will put in strenuous efforts to construct a tunnel at 
Rajdhani Pass and ensure all-weather access to Gurez Valley, 
Singhpora-Vailoo, Chhatragul-Bhaderwah, Desa-Kopram, 
Dori-Dager to Sunderbani, Sadhna Top- Poonch to Uri and a 
road link from Pahalgam to Panikhar (Kargil). 
Rail. It shall be our priority to vigorously pursue the railway project 
between Jammu-Rajouri-Poonch and also take up rail connectivity to 
Chenab valley. We will pursue construction of a railway line between 
Bilaspur (Himachal Pradesh) to Leh via Rohtang-La, for which a 
survey has been approved. The Party will ensure timely completion of 
the Katra-Banihal rail link. 
· Air: We will continue to advocate the expansion of Kargil 
Airport and connectivity to Srinagar and Delhi. We will also

pursue setting up of small runways/air strips at Kishtwar, 
Rajouri, Poonch and other similar places for promotion of 
tourism in the State. 
PROTECT OUR BEAUTIFUL ENVIRONMENT 
J&K is fortunate to have 
been bestowed with world class 
natural beauty and water resources. 
It is sometimes easy to forget how 
i n v a l u a b l e t h i s b e a u t i f u l 
environment is to our sustenance 
and progress. Unfortunately, 
economic development has often been seen at conflict with 
environmental protection. The Congress Party believes that J&K's 
beautiful environment is our richest resource that must be utilized 
sustainably and go hand in hand with economic development. 
· We will make all out efforts to retrieve the lakes like Wular, 
Dal, Anchar, Manasbal, Nigeen, Mansar, Surinsar and other 
un-explored and undeveloped lakes in the three regions of the 
State. The work creating an artificial lake in Jammu will be 
executed expeditiously. 
· Conservation of wet-lands shall also receive due attention, 
including Gharana in R. S. Pura. Further, a concerted effort will 
be made to exploit the navigational potential of river Jhelum 
from its source to its end and Chenab river and improve flood-management 
in the State. 
· We will review our Forest Policy with a view to strengthen 
infrastructure and modernize this precious asset to make it 
socially beneficial, economically productive and 
environmentally sustainable. 
· To control pollution and to ensure clean air, sales tax and VAT 
concession will be provided to 2-wheeler and 3-wheeler 
electric vehicles. Mandatory vehicle emission testing will be 
enforced.

REFORM GOVERNANCE

corruption, lack of accountability 
and limited transparency has 
created much anger against our 
governance system. Unless serious 
reforms are undertaken, the noblest 
intentions will remain unfulfilled. 
The Congress Party will also push 
for “power to the people” by 
strengthening institutions of local 
self governance. In addition, administrative and police reforms will be 
key to J&K's progress in the 21st century. Widespread adoption of 
technology in government institutions and processes will facilitate 
transparency and efficiency. 
Strengthening Institutions: We are committed to strengthen key 
institutions including the State Accountability Commission (SAC), the 
State Information Commission (SIC) and the State Vigilance 
Commission (SVC). We will bring legislation to empower the SAC to 
take suo mote cognizance of serious allegations of corruption against 
public representatives and officers. We will also review the recent 
changes to rules governing the operations of the SIC to empower this 
institution. All three institutions will be fully funded and staffed to 
make sure they provide the basis for clean and good governance in 
J&K. 
Deepening Process of Decentralisation: The Congress remains fully 
committed to the comprehensive devolution of power to all three 
regions of the State, so that the people of the State would be free to 
realize their full potential. When elected to serve, the Party will 
constitute two fully empowered Regional Councils, one for Jammu 
and the other for Kashmir. Also separate Development Councils 
operating under the umbrella of Regional Councils, one for Chenab 
Valley and another for Peer Panchal Valley will be set up. The Party 
will also constitute Development Committees for hilly areas of 
Kashmir region.
Strengthening Democratic Processes: The Congress Party 
remains committed to introducing a bill in the new legislative 
assembly seeking constitution of delimitation commission for 
delimiting the Assembly constituencies as per the law. Also, it was 
after a great struggle by the Congress Party that the main features 
of the 73rd Amendment of the Constitution of India were 
incorporated into the J&K State Panchayati Raj Act. After the 
elections to the J&K Legislative Assembly are held, the first 
priority will be to strengthen and fully establish all the remaining 
tiers of Panchayat Raj System including their financial stability by 
way of setting up of Finance Commission for Panchayats. 
· It is also an imperative for the Congress Party to hold 
elections to the Municipal Corporations and other local 
bodies in the State. Congress Party regrets to place on 
record that despite strenuous effort, the Congress Party 
could not succeed to persuade our coalition partner to 
organize elections to the local bodies so far. It will, 
however, remain a priority area for the Party. 
Reforming the Administration: Administrative reforms will be a 
top priority. The focus of these reforms will be to make the 
administration people friendly and accountable to public needs. 
This will include efficient, transparent, and time-bound delivery of 
public goods and services including ration cards, driving licenses, 
birth and death certificates, marriage certificates, LPG connections 
etc. 
· We will consolidate and strengthen the administrative units 
created by the coalition government in all the three regions 
of the State. Areas that were left out during the process of 
creating new administrative units will be given due 
consideration. 
Instituting Police Reforms: The police department needs major 
reforms. The government will review good practice examples from 
other states and also international examples to convert the police 
force into a police service. Citizen safety and dignity will be at the 
top of the agenda. The next government will introduce strict

measures to strengthen transparency and accountability in the police 
and also focus on lessons of experience from around the world in order

government functions will be a commitment of the Congress Party to 
the people of J&K. We will use technology to monitor implementation 
of the Public Services Delivery Guarantee Act as well as for 
maintaining revenue records and for other government functions. 
STRENGTHEN DISASTER RISK MANAGEMENT 
Congress Party will give top 
priority to the rehabilitation, recovery 
and reconstruction process in the 
flood affected areas of J&K. We will 
use this opportunity to 'build back 
better', revolutionise our disaster 
management system and usher in a 
modern planning process. The 
Congress Party will adopt a vision based on national and international 
experience to build a safe and disaster-resilient J&K. 
· The next government will emphasise prevention, mitigation 
and preparedness to generate a prompt and efficient response at 
the time of disasters. 
· In line with the Hyogo Framework of Action 2005-15, the 
Congress Party will ensure that entire process of Disaster 
Management will place communities at the centre of disaster 
risk management. Governmental and nongovernmental 
agencies will be involved as stakeholders in building a more 
reslient and sustainable J&K. 
· We will ensure updated disaster management legislation and 
protocols are in place within the first six months of the new 
government. 
· The Congress Party will commission a full-scale vulnerability 
assessment to ensure all natural disaster risks and potential 
impacts are identified and provisioned for. As a complement to 
this report, the new government will develop an electronic

database of all settlements to ensure any future rescue and 
relief operations are performed transparently, effectively and

· The recent disaster has shown that unsustainable land use 
practices contributed greatly to human and economic losses in 
J&K. The next government will pass legislation to lift barriers 
to vertical expansion across the State. We will put in place 
policies that will ensure new buildings are built according to 
modern codes so that earthquakes and floods don't pose a 
serious threat even as we economise on land use by 
constructing taller buildings. 
· As discussed earlier, preserving our water bodies as well as 
other fragile natural environments will contribute to 
sustainable development. These will also help with reducing 
the risk of natural disasters. The next government will focus a 
lot of attention on reviving our water bodies and restrict 
construction activities in fragile ecological zones. 
· The over- dependence on Central Government for funds is 
unhealthy for any State. This too was highlighted by the recent 
flood disaster. In this context, the next government will ensure 
that any central funding for disaster management will be 
matched by the State Government from its own resources over 
time. 
· Finally, the next government will create awareness about all 
aspects of disaster risk management, including the need for 
exploring insurance options for private and public property. We 
will also explore feasible agricultural and horticultural 
insurance programmes that can be supported by the next 
government.

Water Supply 
· 28 lakh people provided safe drinking water. 
· 1,050 water supply schemes completed, 10,000 hand pumps 
drilled and 45 treatment plants completed and 6 major water supply 
schemes being augmented at a cost of Rs. 70.42 crores under 
UIDSSMT. 
· J&K Water Resources Regularization and Management Act, 2010 
enacted to ensure judicious and optimum utilization of water 
resources.

The recent catastrophic flooding in the State has made an already difficult economic situation more complicated and challenging. However, we believe that by implementing the Congress Party's vision, we will recover strongly and develop a modern economy that will create jobs for our youth, bring prosperity to rural areas and modernize our towns and cities. We will ensure that all of our people have access to the basic amenities of life in the 21st century—a good education, affordable healthcare, connectivity (road, rail, air and internet), a steady supply of power, clean air and water, sanitation and waste management services. To achieve all this, the Congress Party proposes: · A development path that is reflective of the inter-regional diversity of J&K as well as the Congress Party's vision of inclusive and equitable development of all regions and sub-regions of the State. · Congress Party will give top priority to the rehabilitation, recovery and reconstruction process in the flood affected areas of J&K. We will use this opportunity to 'build back better', revolutionise our disaster management system and usher in a modern planning process. · Skill Development and employment generation will be a central focus of the new government. The new government will emphasize private sector development as the main pillar for job creation. Key sectors for private sector investment will include health, higher education, information technology, tourism, power and transportation. · Students will be put at the centre of the education sector. Schools will have adequate resources and access to institutions of higher education will be expanded. · Patients must have access to affordable and quality healthcare. Emergency and trauma healthcare will be a top priority. · Agriculture and horticulture remain the backbone of our rural economy.   • 4. national food supply chains will be encouraged. · Rapid growth of cities and towns is leading to a lot of pressure on land, roads, water, and municipal services. The new government will employ the services of local and national urban planning experts to make our urban areas modern and sustainable. · Our commitment to usher in an era of infrastructure building, good governance and equitable development as was demonstrated by Congress Party while heading the coalition Government. · Speedy execution of big projects like roads, bridges, power projects, etc., in a time bound manner needs to be assured to the people. · The Congress Party will ensure adequate attention for people in particularly difficult circumstances—Kashmiri Pandits, refugees from within J&K, other displaced people, scheduled castes and tribes. In addition economic empowerment of women will be a key focus of the next government. · J&K must have a vastly improved and reformed governance structure. Effectiveness and efficiency of public services will guide all public sector reforms. Jammu and Kashmir deserves an efficient government that has a modern outlook and a concrete vision for inclusive and equitable development for all. The Congress Party humbly submits that given a chance, we will provide such a government to the citizens of J&K. ACCELERATE JOB CREATION, SKILL DEVELOPMENT & ENTREPRENEURSHIP Given the need to create lakhs of jobs for J&K's educated youth, new and innovative approaches to employment and entrepreneurship are needed. The Congress Party commits to the following Plan of Action: LET'S CREATE JOBS! A Comprehensive Plan for Job Creation: The next government will adopt a plan to create jobs for the growing number of youth in our society. This will include attracting much needed investments in various sectors, heavily promoting skill development to make youth more employable, supporting entrepreneurship development and creating modern infrastructure to support private sector development. Transparency in public sector recruitment will be a top priority. New Business Clusters: We will set up clusters for health, higher education and information technology in all three provinces. These clusters will have modern infrastructure and will attract investors with best of class incentives available anywhere in the country. This will create thousands of new jobs. Focus on Skill Development: To address the huge demand for skilled labour, the new government will sharpen the focus on skill development and on-the-job training programmes. Private sector will be provided incentives for helping train youth. Educated youth will receive a stipend till they gain employment. To obtain the stipend, they will have to enroll in a skill development programme. Fostering a Culture of Entrepreneurship: To ensure young people have access to entrepreneurship opportunities, the next government will seek expert help to provide end-to-end business incubation assistance to budding entrepreneurs.   • 6. 4 WWW.INC.IN INDIAN NATIONAL CONGRESS Public Sector Recruitment Policies and Procedures: In the public sector, recruitment policies will be reformed and hiring will become transparent and corruption free. For jobs that require interviews (e.g., for doctors, teachers, engineers etc.), interviews will be recorded on video and will be available to the public to ensure transparent recruitment. Job applicants for Class IV category positions will only face a written test. All results will be disclosed. Other Initiatives: · Government will take effective steps to regularize the services of thousands of daily wagers/need based workers in various departments in a time-bound manner as per established norms. We will remove disparity in wages to labour serving in various departments in the three regions of the State. · We will abolish taxes imposed on Pitthoo-walas, Pony-walas, Palki-walas, who seek their livelihood by providing facilities to pilgrims. · The next government will review the scale of wages of skilled and unskilled labour in Government and Semi-Government organizations against a reasonable economic criteria and price-index. Government will also recommend enhancing the wages under the NREGA scheme. · We will create required police battalions with a view to respond to security related needs as also with a view to provide employment to youth. We will review the existing quota of SPOs in regular Police and also vigorously pursue revision of their remunerations keeping in view their commendable services. · Our government will also further enhance the honourarium of Numberdars, Chowkidars, Sarpanches and Panches in the State. FOSTER PEACE AND PROMOTE INCLUSIVE DEVELOPMENT The Party has an abiding faith that all issues can be resolved through discussions and dialogue. The Congress Party, therefore, rededicates itself to promoting and strengthening the process of result-
  • 7. 5 WWW.INC.IN INDIAN NATIONAL CONGRESS oriented dialogue with all stake-holders and to work tirelessly for a dignified, peaceful and prosperous life for the people of J&K. In addition, the Congress Party is firm in pushing forward a vision of inclusive development in the State. Confidence Building Measures: The Party will remain in the vanguard in the effort to institute Confidence Building Measures (CBMs) that will not only promote cross LoC passenger travel and trade and people-to-people contact, but strengthen understanding among people at all levels. The Party will ensure the availability of banking and communication services to support normal travel and trade across LoC, as soon as possible. Rehabilitation of Victims: We will work for the rehabilitation of victims of militancy in the shortest possible time-frame. Offering a Second Chance: The Party will seek a review of cases of detainees who are not involved in grave offences and seek their release. Inclusive Development as a guiding Philosophy: In addition to ensuring equitable development in the State by implementing the recommendations of the State Finance Commission, we will make development more inclusive by taking the following steps: · The new government will monitor and safeguard reservations in government jobs provided for Scheduled Castes and Scheduled Tribes. More mobile Schools and health units for STs will be established. · The coalition government announced reservation for Pahari speaking people in Jammu & Kashmir and we will continue to support them. · The Congress Party ensured the setting up of a welfare board for OBCs in the State. The Congress Party Played a vital role to make the collation government agree to the enhancement of the quota for reservation of OBCs. Since, the government decision has not yet been implemented, the Congress Party will ensure, that the next government takes measures to implement the decision. We shall also take the other progressive measures for the welfare of OBCs. The State Government enhanced the reservation quota for OBCs and we will include Jat community in the OBC category in the State, besides taking steps for
  • 8. 6 WWW.INC.IN INDIAN NATIONAL CONGRESS including Labana community in Central Services. · We are aware of the aspirations of the Gaddis and Sippis communities and work for their welfare so that they avail the full benefits of ST status. · We shall provide a special package for the development of Kandi areas. STRENGTHEN HEALTHCARE FOR ALL The need to upgrade and strengthen the healthcare services cannot be emphasized more and Congress Party commits itself to bring revolutionary and visible changes in the health system with focus on q u a l i t y, a f f o r d a b i l i t y a n d accessibility . Policy on Establishing Health Institutions: Our government will frame a policy to establish health institutions to provide health and medical care facilities to the people at the nearest possible locations. Each such facility will come up under a business plan that can only be approved if adequate provisions for staff, equipment and medicines are included. Completion of All Ongoing Hospital Projects in a Time Bound Manner: During the past decade, numerous new hospital projects have been taken up, out of which many have been completed and some are yet to be completed. It will be the top most priority of the Congress Party to immediately complete all the ongoing hospital projects (DHs/SDHs/ CHCs/ PHCs/ SHCs) and dedicate them to the people. Cleanliness & Maintenance of Newly Constructed Hospitals: Similarly, it has been observed that the maintenance and upkeep of the already completed and functional hospitals has been put on back burner which, besides reducing the life of the newly created hospital infrastructure causes lot of annoyance to the patients and visitors. Various successful options/models of maintenance, cleanliness and day-to-day upkeep are in vogue, out of which the best suited model(s) will be introduced in the health facilities of the State.
  • 9. 7 WWW.INC.IN INDIAN NATIONAL CONGRESS Availability of Adequate Doctors and Healthcare Professionals: Deficiency of doctors and healthcare professionals remains a stumbling block in the delivery of quality healthcare services in the State and it will be the endeavour of Congress Party to ensure the availability of doctors and allied healthcare professionals in the health facilities at all levels. Launch of Free Generic Drug Service: It has been estimated that about 70% of the out-of-pocket expenditure is devoted to drugs and medicines in our country. If the goal of 'healthcare for all' is to be realized, first step required to be taken is to reduce the out-of-pocket expenses on drugs and medicines. Congress Party will introduce 'Free Generic Drug Service' in the public health facilities of the State backed by a fool-proof system of digitized 'supply chain management' for ensuring that the drugs reach the intended beneficiaries/end-users. J&K Medical Supplies Corporation: Strengthening of newly set up 'Medical Supplies Corporation' will be one of the measures to streamline the whole process of procurement in the Health & Medical Department as also effectively roll out the 'Free Generic Drug Service' in the State. Early Completion of Newly Sanctioned Medical Colleges: UPA government has sanctioned five new medical colleges for the State and it will be the endeavour of the Congress Party to immediately take up the construction of these newly sanctioned five medical colleges and ensure their completion and operationalization within the shortest possible time. This will be immensely useful in overcoming the deficit of doctors in the health facilities of our State. Early Completion of Newly Sanctioned Cancer Institutes: Due to growing incidence of cancer in the State, UPA Government has sanctioned two State Cancer Institutes (SCIs) and three Tertiary Cancer Care Centres (TCCCs) for the Jammu & Kashmir. Congress Party will take every possible step to deliver these facilities to the people of the State in the shortest possible time. Fully Functioning Newly Established Super Specialty Hospitals: UPA Government and Congress Party during its term to head the coalition Government in the State took up two ambitious projects of setting up two Super-Specialty Hospitals in the State, one each in
  • 10. 8 WWW.INC.IN INDIAN NATIONAL CONGRESS Jammu & Srinagar. If Congress Party comes to power, these newly created modern facilities will be equipped with super-specialists, allied health professionals and required equipment to enable people of the State to avail of high-quality and efficient tertiary-care services within the State Early Completion of Two Maternity Hospitals: UPA Government has sanctioned two maternity hospitals for the State and both are at various stages of construction. Highest priority will be accorded to the early completion of these facilities so that high class and affordable mother and child care services are thrown open to the public. Operationalisation of 102/108 Ambulance Services: Congress Party will take immediate steps to set up and operationalise 102 and 108 ambulance services in the State so that an efficient and robust system of referral and emergency transport becomes available to the people of the State. Emergency & Trauma Care Services: Our State, due to hilly and difficult terrain, is vulnerable to road accidents and as such hundreds of precious lives and quality human resource is lost. Lack of adequate and quality trauma & emergency services is one of the primary reasons what leads to loss of proverbial “golden hour” in accident cases. Therefore, we will strive to put in place a robust trauma care system across the State, especially in the accident-prone areas, so that proper care and services are made available to accident victims. Promotion of private sector healthcare in J&K: The Congress proposes to set up a Health Cluster in each of the three provinces. The government will make available all basic infrastructure to private sector health institutions. Also, we will provide best of class incentives for investors so that not only patients from J&K can benefit but we can create thousands of good jobs in this sector. This step can also boost medical tourism in J&K. Health Insurance Coverage: To provide health insurance coverage for Below Poverty Line (BPL) families, the new government will fully implement the Rashtriya Swasthya Bima Yojana (RSBY). Beneficiaries under RSBY are entitled to coverage up to Rs. 30,000 for most of the diseases that require hospitalization. We will also develop a plan to institute health insurance for all by 2018.
  • 11. 9 WWW.INC.IN INDIAN NATIONAL CONGRESS IMPROVE EDUCATION FROM BOTTOM TO TOP The overall goal will be to provide access to quality education right from the primary level. Far too many schools, especially in rural areas, have inadequate number of teachers, classrooms, furniture, laboratory equipment, playgrounds or toilets. Many schools don't often have enough students. Access to computers or the internet is unheard of. We must reverse this situation. In higher education, thousands of our students have no option but to study in private colleges outside the State. Adequate Resources for Schools: To improve school education, a full functional review of all existing schools will be undertaken. We will understand the demand for schooling in the public sector and benchmark the availability of resources in these schools. We will ensure deployment of adequate resources according to the need. By 2018, all schools will have adequate teachers, classrooms, toilets and laboratory equipment. All higher secondary schools will have computer equipment and access to the internet. Implementation of Right to Education (RTE) Act: We will review the implementation of RTE as soon as possible. Recommendations to strengthen implementation will be put in place by the end of 2015. Towards 100% Literacy: It shall be the endeavor of our government to achieve 100% literacy rate in the State. The government will institute a concept of Model Schools up to 10+2 level to provide quality education in each block of the standard of Navodya Vidyalayas/Kendriya Vidyalayas. We will request Ministry of Defence to open a Sainik School at Leh and Kargil as an additional facility for local youth. Making Higher Education Accessible: To expand access to higher education, the government will engage with the universities of Jammu and Kashmir to increase seats in all streams. The new government will
  • 12. 10 WWW.INC.IN INDIAN NATIONAL CONGRESS also formulate a policy to encourage setting up of private colleges and universities. We propose to create one Higher Education Cluster each in Jammu, Kashmir and Ladakh. This will help families who otherwise have to send children to study outside. It will also create thousands of job opportunities within J&K. Strengthen Existing Institutions: We will strengthen newly set up Degree Colleges in the State, especially at Leh and Kargil. New streams will be established in commerce, sciences, computer sciences and technical subjects and we will upgrade faculty and infrastructure facilities. We will obtain recognition for Central Institute of Buddhist Studies at Choglamsar (Leh) as a Deemed University. EMPOWER WOMEN, NURTURE CHILDREN, PROMOTE SOCIAL WELFARE Women's Empowerment for Development: The Congress Party will strengthen the m o v e m e n t f o r w o m e n - empowerment in all spheres of life including representation in Panchayati Raj institutions, c o o p e r a t i v e s a n d t h e legislature. The following steps will be taken: · We support thirty-three percent reservation for women in both houses of the State legislature. A bill to this effect will be introduced as early as possible. · We will strengthen self help groups and create incentives for women to join them as a means of escaping poverty. The next government will connect self help groups to pilgrim tourism. Products that pilgrims use and which self help groups can produce will become a key focus of training efforts. · We will create a special para-military women battalion for Leh and Kargil Districts on the pattern of Ladakh Scouts. · To ensure safety and respect for women, reserved seating for women will be strictly enforced in all public transport vehicles.
  • 13. 11 WWW.INC.IN INDIAN NATIONAL CONGRESS Giving Girls a Helping Hand: A special scheme for financial grant for the education of girl-child below the poverty line, beyond Matriculation, will be launched. The Government will also consider launching a special scheme for welfare of the girl child belonging to BPL families by providing money by way of a fixed deposit at the time of birth. We will create a special fund for the marriage of poor girls. Other Initiatives for Women: The pension of eligible elderly, widows, destitute and blind persons and other physically challenged persons will be doubled and then indexed to inflation to keep vulnerable citizens from falling out of social safety nets. The remuneration of Anganwari Workers and Helpers in the Social Welfare Department and Asha Workers in Health department will be increased. We will ensure monitoring and accountability of these workers. ADDRESS NEEDS OF YOUTH While job creation and skill development will be the central focus of the new government as far as youth are concerned, other issues must be addressed as well. These relate to the quality of education and healthcare that they have access to and to the sports and other entertainment opportunities they have. Early Childhood Development: The Congress reiterates its commitment to a progressive education agenda that will focus increasingly on quality from primary school level all the way to vocational or university level. Similarly, early childhood development must involve complete immunization coverage, adequate nutrition and periodic health check-ups to monitor for any serious diseases. Promotion of Sports Activities: The next government will promote sports activities on a large scale. Each panchayat will be provided funds to finance basic sports equipment. Subject to land availability, playgrounds will be developed in all panchayats. The next government will ensure all district headquarters will have an outdoor and indoor stadium. To encourage youngsters to compete nationally and
  • 14. 12 WWW.INC.IN INDIAN NATIONAL CONGRESS internationally, a full- fledged training system will be set up for cricket and football. The government will encourage the private sector to set up theme parks and recreation centres. We commit to develop J&K as a top golf, ski and water-sport destination. Keeping Youth Safe from Drugs: To counter the growing menace of drugs, we will institute a statewide review to examine this issue and launch a sustained programme of awareness and drug de-addiction to protect our future generations. PROMOTE WELFARE OF REFUGEES, MIGRANTS, EX-SERVICEMEN AND MINORITIES S t r o n g C o m m i t m e n t t o Refugees: Congress has always espoused the genuine cause of displaced persons/refugees of 1947, 1965 and 1971 and remains committed to adequately address all pending demands of these categories of people. The Congress Party had placed before the State Cabinet a one-time package for the Refugees which has now been sent to the Central Government. This package was devised by the Congress Party after thorough discussions with refugee leaders and Party cadres. Problems faced by the West Pakistan Refugees of 1947 will be vigorously pursued with the Government of India. This is a major priority for the Congress Party. Unwavering Support to Migrants: Congress Party has also been a strong advocate for a dignified resolution to all the challenges faced by the Kashmiri Pandit migrant community. We will continue to support and strengthen measures taken by the State and Central Governments for return and rehabilitation of Kashmiri Pandit migrants. Steadfast Support to Border Area Residents: Residents of border areas who have been displaced by firing from across the border require our support and we have stood by them always. The Congress Party successfully pushed a proposal in the Cabinet to provide 5 marlas of
  • 15. 13 WWW.INC.IN INDIAN NATIONAL CONGRESS land to residents living within 5 kilometres of the International Border and the Line of Actual Control. Our government will consider grant of RBA status to residents within 5 kms of IB and LoC besides identifying safer zones/places for those facing the brunt of firing from across the border and provide 5 marla plots to each family. The demand of relief of the left out families of Kargil conflict and post Kargil conflict and built up tension on IB/LoC will also be taken up/pursued with the Government of India. Appreciating Ex-Servicemen: We will scrutinize sympathetically the demands of ex-servicemen and address them within a reasonable period of time. A separate department shall be created to monitor the implementation of various schemes and benefits to ex-servicemen. The Congress will also ensure for exemption of VAT on CSD items for Ex-Servicemen. The party shall also examine sympathetically to extend the same benefits to the Ex-Servicemen as have been provided to them by the governments of Haryana and Punjab. Redressing Grievances of Minorities: We will establish a Minorities Commission to address grievances of different groups of minorities in all the three regions of J&K. A key function for this commission will be to ensure complaints of discrimination are registered and reviewed expeditiously. The commission will also monitor the implementation of schemes designed for minority communities. ADDRESS THE HOUSING DEFICIT W i t h i n c r e a s i n g urbanization, land is becoming s c a r c e w h i l e d e m a n d f o r affordable housing is on the rise. This is likely to become a full blown crisis in the coming years and this issue needs to be addressed. The following steps will be taken to addressing this issue: · Our Government will formulate a comprehensive Housing Policy with the aim of providing access to affordable housing
  • 16. 14 WWW.INC.IN INDIAN NATIONAL CONGRESS to all residents. · To improve living conditions of the weakest members of our society, the next government will implement best practice ideas for low cost housing units for the weakest sections of our society. · Keeping in mind the state's geology, the government will review Floor Space Index (FSI) norms to conserve land to the extent possible. · Affordable and quality housing units will be established in other towns. These units will be allocated under strict norms and transparent procedures. PROMOTE THE RURAL ECONOMY Agriculture, horticulture, sericulture and allied sectors form the backbone of our rural economy and farmers are the main assets of our society. Every effort shall be taken to give fillip to the agriculture and allied activities by facilitating access to modern techniques, equipment and facilities, taking advantage of scientific growth of knowledge in this area. Increasing Agricultural Productivity: We will take up new initiatives to boost agricultural productivity. We will promote Agri-business Centers (ABCs) throughout the State. These ABCs, set up by educated youth, will provide services to small and marginal farmers. In addition, the Congress Party commits to promoting contract farming, which can help improve the productivity of our agricultural and horticultural lands. The next government will set up a “Rajmash Mission” like “Basmati Mission” and “Saffron Mission” to encourage its production. Finally, we will provide subsidies for drip and micro-irrigation schemes. Modernising the Horticulture Sector: We commit to making our horticulture industry the best in the country and restore glory to this
  • 17. 15 WWW.INC.IN INDIAN NATIONAL CONGRESS sector. Making use of Central Government incentives as well as creating awareness of modern techniques, we will revitalize this sector. To benefit from the huge demand for improved supply chains for fruits and vegetables, we will promote investments in efficient storage facilities, grading and marketing of different varieties in all three regions of the State. Rejuvenating the Sericulture Sector: The Government will launch a “Silk Mission” in consultation with experts and industry participants. This mission, like the others, will be results oriented, will have performance indicators and will promote private participation. Other Initiatives: · Live-stock is a major component of rural and agricultural economy. As such, establishment of Sheep and Veterinary Aid Centers in nearest possible locations would be the priority of the government and a fair and transparent policy will be framed in this regard. Also, we will use technology to tag livestock to ensure well being and disease control. · Dairy, poultry and sheep farming will be given a major boost. There is no reason J&K cannot achieve self sufficiency in these areas. As an added bonus, employment will increase through these activities. GUIDE URBANISATION All developing societies see an increase in movement from rural to urban areas. If not planned for, this movement can bring many challenges. Housing becomes less affordable, roads get clogged with traffic, water, sanitation and solid waste problems grow, power shortages become frequent. We are already facing these problems and if we don't act now, they will become much worse. Urban Planning Policies: Our Government will bring in external and
  • 18. 16 WWW.INC.IN INDIAN NATIONAL CONGRESS local experts to develop a framework of policies for urban development. Under this, we will develop Greater Jammu and Greater Srinagar as modern cities that are economically and environmentally sustainable. New satellite towns near these two cities as well as residential developments in major towns will be developed. Intelligent Traffic Management: To decongest roads, we will create intelligent traffic management systems, heavily promote rapid mass transit systems, build hi-tech, multi-story parking lots and create pedestrian walkways for greater and easier mobility. Traffic lights will be installed in all district headquarters. To enforce discipline, cameras will be installed at major intersections. Sustainable Municipal Services: Municipal services in cities and towns will be revamped. Clean water, sanitation and closed-system solid waste management will become the focus of activity for municipalities. Chronic funding problems will be addressed, partly by instituting user fees that are the norm in modern societies. To reduce the pressure on existing power systems, use of solar power will be heavily promoted. Standards for clean drinking water will be reviewed and updates about the quality of drinking water will be regularly shared with people. ACCELERATE INDUSTRIAL GROWTH It is important that we realize the full potential of industrial growth if we want J&K to be a modern state. For this, we need to review our industrial policy framework and focus more on ways in which it is easier for business to commence and sustain operations. We will need to cut red tape and unnecessary regulations and ensure that any incentives for the private sector are easily availed without corruption or unnecessary delays. Investment Committee: We will set up an Investment Committee in the Chief Minister's Office to ensure speedy clearances of major

Industrial Development Policy: Devise a comprehensive policy for industrial development, particularly in the small-scale sector, seeking among other things, concessions that have been granted in the package for North Eastern States. New Industrial Estates: We will set up mini-industrial estates in different parts, especially, in backward areas for setting up of industrial units and to create job-opportunities in private sector in rural areas. Cutting Red Tape: We propose to restructure operations at the Lakhanpur toll plaza. Vehicle scanners will be installed and the toll plaza will be fully automated within the first year of the next government. This will speed up movement of goods and help grow J&K's economy and improve job opportunities for our youth. PROMOTE TOURISM AND OTHER SERVICE INDUSTRIES Tourism and other service industries like handicrafts and information technology have great potential to help J&K grow and also to employ thousands of youth. While tourism has been a mainstay of J&K's economy, it has great potential to grow further. Other service industries are lagging and present a big growth opportunity. Expanding Tourism Options: The Congress Party commits to identifying more scenic areas with special emphasis to develop areas which have so far remained under-developed. The Party also envisages putting in a sizeable effort to bring all the tourist places in Jammu and Kashmir State to the notice of international community, through a special drive. Special attention will also be focused on Pilgrim Tourism, Winter Sports, Golf and fishing (Angling) tourism, Heritage Tourism and Border Tourism. We will open more areas for tourism in the interior of Ladakh and Kargil. Improving Tourism Infrastructure: The government will work for provision of airstrips/runways for Kishtwar, Rajouri, Poonch, far flung

Air connectivity of Kargil with Delhi, Srinagar and Jammu will be strengthened. We will promote private participation in development of tourist accommodation in Jammu province with modern & hi-tech facilities especially in Patnitop, Sanasar, Rajouri, Billawer, Poonch and Chenab Valley. We will establish a Golf Course at Lal Draman, Doda and create tourist amenities at Bhalessa, Padri, Gurdanda, Sinthan, Chingam, Dessa, Banihal. Also, Machail, Padder will be developed as a pilgrim tourism destination. We will also develop lake tourism at Surinsar and Mansar in Jammu. Strengthening Tourism-related Institutions: Twelve Tourism Development Authorities were created in 2006-07 in the State with an assured funding of Rs 20.00 Crores each under PMRP for creation of infrastructural facilities. Two tourism development authorities, viz., Bhaderwah Development Authority and Kishtwar Development Authority were set up during 2006-2008. Many projects have been executed and recently some more were sanctioned by the Central Government. Basic tourism infrastructure has been created at all the destinations under new Tourism Development Authorities and now there is also a pressing need to concentrate on the following: · To work out innovative revenue models for proper maintenance of the assets so created and delivery of world class tourist services. · To launch a creative promotion and publicity campaign for selling the existing and new destinations developed in all the regions of the State. · Training of local youth in hospitality and catering skills will be made a thrust area to enable them to earn a dignified livelihood. · To encourage private participation in the development of tourist amenities, including accommodation at the identified/new tourist destinations. Boost to the Handicrafts Sector: The government will focus on improvement and sustainability of handicrafts and handlooms sector.

We will strengthen the linkages between the handicrafts sector and tourism and also provide aggressive support for marketing products outside the state. Safeguarding Welfare of Artisans: We will promote the welfare of artisans by establishing direct-to-market mechanisms for their products. By cutting out middlemen, we will enhance incomes of artisans and preserve our cultural heritage. CREATE 21ST CENTURY INFRASTRUCTURE I n f r a s t r u c t u r e development will underpin e c o n o m i c g r o w t h a n d opportunities in J&K. Key infrastructure sectors such as power, water, roads, railways, and information networks have not kept up with the demands of a growing population. Insufficient infrastructure development has slowed J&K's economic and job creation progress. It will now be our endeavour to create the infrastructure that our society needs in the 21st century. · Power: Power sector holds key to economic self-reliance of the State and our Party in its earlier stint of two and a half years laid unprecedented thrust on this vital sector. Not only that the ongoing hydel projects were completed with alacrity and seriousness, rather a roadmap for harnessing the hydro-electric potential of the State was also laid out. Many new projects were identified or taken up for execution. Even Central Government was goaded to complete the ongoing projects which have been missing the timelines for years. · Innovative ways like International Tariff-Based Bidding and creative frameworks like Chenab Valley Power Projects Corporation (CVPPC) were introduced. We feel there is a need to reap full potential of such tools and institutions and our top
  • 22. 20 WWW.INC.IN INDIAN NATIONAL CONGRESS most priority will be to concentrate fully on the setting up of new power projects in order to make Jammu & Kashmir a power-surplus State, in addition to creating employment opportunities for the youth. · Chenab Valley region, having the highest potential of hydro-power generation, will remain the focal point for setting up of new hydro-power projects. · Besides, possibilities of setting up of Thermal Power plants will also explored with earnestness. Solar Power generation, wherever feasible, will also be given due attention. · We will harness hydro-electric power resources including in the Chenab basin. The Baghliar project, inaugurated by the Hon'ble Prime Minister recently, has shown the way forward as this project will not only yield 450 METs of power, but it will add Rupees 900 crores annually to the State revenue. · It shall be the endeavor of our government to provide regular and uninterrupted electricity supply to all and shall also revisit the tariff rates besides considering subsidized power supply for agricultural purposes. To create a safe and reliable electricity network, HT-LT improvements will be undertaken throughout the State by 2017. The Congress Party commits to reducing transmission and distribution losses from more than 62% to 20% by the end of 2018. This will greatly improve availability of power. · We will set up the Puga-Geo-Thermal Power Project in Leh District which will fulfill requirements of Ladakh and other regions of the State. The new government will sanction power projects at Bogdang, Sasoma, Tangste, Kumdok and Hanu, under IPP in Ladakh region. We will install 2.5 MW Solar Power Projects each for Zanskar in Kargil District and Nobra in Leh District. Water and Sanitation: Our government will provide safe drinking water to all within 5 years. We will launch a sustained sanitation drive throughout the State to ensure public health and hygiene, especially in rural areas. · A policy for sustainability of water sources including lakes,

We will also set up the J&K Glacier Study Group, which will focus on tracking impact of climate change on our glaciers and provide data on water availability in the State. · J&K lacks a modern early warning system for floods. The Congress Party commits to establishing such a system after learning from the experiences of other states. · To encourage conservation of power and filtered water, we will provide subsidies for solar power pump sets to users of groundwater. Roads/Bridges/Tunnels: It shall an endeavor of our government to provide connectivity to all localities in the State. · We will expedite road widening of national highways, especially close to entry and exit points of major towns. This will greatly reduce traffic congestion and improve productivity of businesses and workers. Road widening in all district headquarters will be completed by 2016. · We will construct important bridges at places like Shachay Takna, Yrama and Rongdo in Nobra (Ladakh) to connect hitherto unconnected villages. · The new government will construct tunnels over Khardung-La to facilitate all-weather traffic over the pass. · We will put in strenuous efforts to construct a tunnel at Rajdhani Pass and ensure all-weather access to Gurez Valley, Singhpora-Vailoo, Chhatragul-Bhaderwah, Desa-Kopram, Dori-Dager to Sunderbani, Sadhna Top- Poonch to Uri and a road link from Pahalgam to Panikhar (Kargil). Rail. It shall be our priority to vigorously pursue the railway project between Jammu-Rajouri-Poonch and also take up rail connectivity to Chenab valley. We will pursue construction of a railway line between Bilaspur (Himachal Pradesh) to Leh via Rohtang-La, for which a survey has been approved. The Party will ensure timely completion of the Katra-Banihal rail link. · Air: We will continue to advocate the expansion of Kargil Airport and connectivity to Srinagar and Delhi. We will also

PROTECT OUR BEAUTIFUL ENVIRONMENT J&K is fortunate to have been bestowed with world class natural beauty and water resources. It is sometimes easy to forget how i n v a l u a b l e t h i s b e a u t i f u l environment is to our sustenance and progress. Unfortunately, economic development has often been seen at conflict with environmental protection. The Congress Party believes that J&K's beautiful environment is our richest resource that must be utilized sustainably and go hand in hand with economic development. · We will make all out efforts to retrieve the lakes like Wular, Dal, Anchar, Manasbal, Nigeen, Mansar, Surinsar and other un-explored and undeveloped lakes in the three regions of the State. The work creating an artificial lake in Jammu will be executed expeditiously. · Conservation of wet-lands shall also receive due attention, including Gharana in R. S. Pura. Further, a concerted effort will be made to exploit the navigational potential of river Jhelum from its source to its end and Chenab river and improve flood-management in the State. · We will review our Forest Policy with a view to strengthen infrastructure and modernize this precious asset to make it socially beneficial, economically productive and environmentally sustainable. · To control pollution and to ensure clean air, sales tax and VAT concession will be provided to 2-wheeler and 3-wheeler electric vehicles. Mandatory vehicle emission testing will be enforced.
  • 25. 23 WWW.INC.IN INDIAN NATIONAL CONGRESS REFORM GOVERNANCE I t i s n o s e c r e t t h a t corruption, lack of accountability and limited transparency has created much anger against our governance system. Unless serious reforms are undertaken, the noblest intentions will remain unfulfilled. The Congress Party will also push for “power to the people” by strengthening institutions of local self governance. In addition, administrative and police reforms will be key to J&K's progress in the 21st century. Widespread adoption of technology in government institutions and processes will facilitate transparency and efficiency. Strengthening Institutions: We are committed to strengthen key institutions including the State Accountability Commission (SAC), the State Information Commission (SIC) and the State Vigilance Commission (SVC). We will bring legislation to empower the SAC to take suo mote cognizance of serious allegations of corruption against public representatives and officers. We will also review the recent changes to rules governing the operations of the SIC to empower this institution. All three institutions will be fully funded and staffed to make sure they provide the basis for clean and good governance in J&K. Deepening Process of Decentralisation: The Congress remains fully committed to the comprehensive devolution of power to all three regions of the State, so that the people of the State would be free to realize their full potential. When elected to serve, the Party will constitute two fully empowered Regional Councils, one for Jammu and the other for Kashmir. Also separate Development Councils operating under the umbrella of Regional Councils, one for Chenab Valley and another for Peer Panchal Valley will be set up. The Party will also constitute Development Committees for hilly areas of Kashmir region.

Strengthening Democratic Processes: The Congress Party remains committed to introducing a bill in the new legislative assembly seeking constitution of delimitation commission for delimiting the Assembly constituencies as per the law. Also, it was after a great struggle by the Congress Party that the main features of the 73rd Amendment of the Constitution of India were incorporated into the J&K State Panchayati Raj Act. After the elections to the J&K Legislative Assembly are held, the first priority will be to strengthen and fully establish all the remaining tiers of Panchayat Raj System including their financial stability by way of setting up of Finance Commission for Panchayats. · It is also an imperative for the Congress Party to hold elections to the Municipal Corporations and other local bodies in the State. Congress Party regrets to place on record that despite strenuous effort, the Congress Party could not succeed to persuade our coalition partner to organize elections to the local bodies so far. It will, however, remain a priority area for the Party. Reforming the Administration: Administrative reforms will be a top priority. The focus of these reforms will be to make the administration people friendly and accountable to public needs. This will include efficient, transparent, and time-bound delivery of public goods and services including ration cards, driving licenses, birth and death certificates, marriage certificates, LPG connections etc. · We will consolidate and strengthen the administrative units created by the coalition government in all the three regions of the State. Areas that were left out during the process of creating new administrative units will be given due consideration. Instituting Police Reforms: The police department needs major reforms. The government will review good practice examples from other states and also international examples to convert the police force into a police service. Adoption of Technology: Widespread adoption of technology in all government functions will be a commitment of the Congress Party to the people of J&K. We will use technology to monitor implementation of the Public Services Delivery Guarantee Act as well as for maintaining revenue records and for other government functions. STRENGTHEN DISASTER RISK MANAGEMENT Congress Party will give top priority to the rehabilitation, recovery and reconstruction process in the flood affected areas of J&K. We will use this opportunity to 'build back better', revolutionise our disaster management system and usher in a modern planning process. The Congress Party will adopt a vision based on national and international experience to build a safe and disaster-resilient J&K. · The next government will emphasise prevention, mitigation and preparedness to generate a prompt and efficient response at the time of disasters. · In line with the Hyogo Framework of Action 2005-15, the Congress Party will ensure that entire process of Disaster Management will place communities at the centre of disaster risk management. Governmental and nongovernmental agencies will be involved as stakeholders in building a more reslient and sustainable J&K. · We will ensure updated disaster management legislation and protocols are in place within the first six months of the new government. · The Congress Party will commission a full-scale vulnerability assessment to ensure all natural disaster risks and potential impacts are identified and provisioned for. The next government will pass legislation to lift barriers to vertical expansion across the State. We will put in place policies that will ensure new buildings are built according to modern codes so that earthquakes and floods don't pose a serious threat even as we economise on land use by constructing taller buildings. · As discussed earlier, preserving our water bodies as well as other fragile natural environments will contribute to sustainable development. These will also help with reducing the risk of natural disasters. The next government will focus a lot of attention on reviving our water bodies and restrict construction activities in fragile ecological zones. · The over- dependence on Central Government for funds is unhealthy for any State. This too was highlighted by the recent flood disaster. In this context, the next government will ensure that any central funding for disaster management will be matched by the State Government from its own resources over time. · Finally, the next government will create awareness about all aspects of disaster risk management, including the need for exploring insurance options for private and public property. We will also explore feasible agricultural and horticultural insurance programmes that can be supported by the next government. ************
