6. EOC “Key Position” Responsibilities
• EOC Manager
During the incident the EOC Manager:
– Oversees the management and operation of the EOC
– Ensures adequate support of the incident response
– Determines EOC activation levels
– Ensures staffing of appropriate EOC positions
– Maintains EOC equipment and systems

EOC “Key Position” Responsibilities
• Operations Section Coordinator
During the incident the Operations Section Coordinator:
– Oversees the activities of the Operations Section and coordinates with
the Operations Section Chief at any incident scene
– Is responsible for activating branches as needed to support the
incident including but not limited to Public Safety/Law Enforcement,
Fire/Hazardous Materials/Emergency Medical Services, Public
Works/Utilities, Hospitals/Public Health, Shelter/Mass Care, and
Search and Rescue

EOC “Key Position” Responsibilities
• Planning Section Coordinator
During the incident the Planning Section Coordinator:
– Ensures that the Planning Section gathers, analyzes, and disseminates
incident information in support of on-going Incident Action Planning
– Assists in ensuring the ICS planning process takes place to support
ongoing incident management
– Plays a key role in the development of the Incident Action Plan
– Is responsible for maintaining resource status, providing and displaying
situation status, assisting in the preparation of the Incident Action
Plan, providing documentation services, and planning for
demobilization
9. • Logistics Section Coordinator
During the incident the Logistics Coordinator:
– Will provide all logistical support to the incident as well as the EOC
– Ensures that the group focuses on the service and support needs of
responders at the incident
– Provides for communications, medical and food needs of the incident
and the EOC
– Provide supplies, manage and maintain facilities and provide ground
transportation
– Can assist with communications support, including radio, telephone
and IT services to support incident needs. Logistics can also support
medical needs for EOC and incident personnel, provide food for
incident personnel and supplies as well as facilities and ground
support for the incident

10. • Finance/Administration Section Coordinator
During the incident the Finance/Admin Coordinator:
– Supports financial and/or administrative services to incident
management activities
– Monitoring multiple sources of funds
– Tracks and reports the accrued cost as the incident progresses
– Forecasts the need for additional funds before operations are affected
negatively
– Is particularly important if significant operational resources are under
contract from the private sector

• Emergency Public Information Officer
During the incident the Emergency PIO:
– Ensures that public receives clear, accurate, and timely information
– Coordinates with the incident PIO to ensure appropriate incident
information is disseminated to the public, the media and other
interested groups
– Is responsible for media briefings, press releases, media monitoring,
and rumor control

During the incident the Shelter/Mass-Care Rep:
– Provides input on their organization’s policies, resource availability,
and other incident-related matters
– Must have the authority to speak for their parent agencies and/or
organizations on all matters, following appropriate consultations with
their agency leadership

and other incident-related matters

17. • Resources can fall under many different categories:
– Support and/or Contract Staff
– Specialty Teams
– Support/Specialty Equipment
– Facilities/Buildings (ICP, Shelter, etc.)
– Support Materials (food/water, lighting, heaters,
tables/chairs, portable toilets, etc.)
– Support Services (water/sewer, power, communications,
debris removal, etc.)

18. • Person/Organization requesting and requestor

• Kind and Type of Resource
– “Type” may be an official NIMS credential, or size/capacity
of the resource. (Type II USAR Team; 20 KW Generator;
etc.)
• Quantity of Resource needed.
• Where does it need to go? (General area, or specific
address)
• Is it time critical? (exp- Does it have to arrive within 2
hours? If so, what should be done if the ETA is longer than 2
hours?)

19. • First three questions the EOC should ask itself about
a Resources Request (in this order):
1. Can I obtain this resource locally? (within Eddy County)
2. If not, Can I obtain this resource through close mutual-
aid? (from neighboring Counties)
3. If not, Can I obtain this resource directly from the State?
(without having to activate an Interstate EMAC
agreement)
• Remember the time for the resource’s arrival
becomes more extended as the reach gets further.

Note* - When possible, It is preferable to purchase resources from local
vendors during emergency events rather than putting requests into the
State EOC. The resources can usually be acquired quicker, and the
purchase feeds the local economy during a time of crisis.

Note* - This type of request is traditionally for incidents that are going to span
multiple operational periods due to the time it will take to receive the
resource on scene.

23. Eddy County has the unique position of being located
close to the State-Line. There may be special
circumstances of making a “direct interstate request”
to areas like Pecos or Lubbock, TX that may
circumvent the EMAC process.
– Before making this kind of request, take some things into
consideration:
• Does a special agreement need to be made for reimbursement?
• Does the certification/credentials of the resource have reciprocity
in NM?
• Am I authorized by Eddy County to make this request? (Always
check with the EOC Manager before entering into a non-traditional
agreement for services)
