Work Experience:
10/2010 – 01/2014 Program Analyst (Budget/Contracts), GS-0342-12, Headquarters, Department of the
Army, G1, Ready and Resilient Directorate, Suicide Prevention Program, Pentagon,
Arlington VA
● Acted as the program requirements subject matter expert for the Army’s Suicide Prevention
Program and requirements across all components Army-wide, ensuring the program
requirements where accurately and clearly presented to Senior leaders and properly
documented in the annual program and budget.
● Assisted the Suicide Prevention Program Managers and program budget analysts with
development and justification for all resource requirements for the Suicide Prevention
Program, a $45.5 million budget in fiscal year 2013.
● Responsible for information included in budget justification materials to secure the
appropriate level of funding to support suicide prevention efforts across the Army.
Prepared PowerPoint presentations, and Excel spreadsheets for submission of fiscal year
requirements; coordinated with budget analyst for input of requirements into the Army’s R-
builder database.
● Executed contracts and coordinated efforts with Department of the Army, Department
of Defense and other government agencies for training resources, printed materials,
promotional materials and other training related media providing advice and guidance to
program managers on obtaining and effectively using funds in the area of contract execution.
● Forecast contract needs, coordinating with program staff for the Active Component, United
States Army Reserve and National Guard to ensure resources were available to meet needs
for suicide prevention training, in support of the Army Suicide Prevention Program Army-
wide.
● Identified problems, analyzed and conceptualized budgetary and contractual problems and
made recommendations to the Directorate Director and the Chief, Army Suicide Prevention
Program.
● Responsible for review of all travel documents, determining validity of request for travels,
and ensuring proper use of funding citations.
● Selected to perform the additional duty as the backup staff member for the Army’s Vice
Chief of Staff Suicide Senior Review Group, a high visibility review group with Army Staff
representation from across the Active Army, Army Reserve and National Guard. Assisted
with reviewing, selecting, finalizing suicide cases for the review group, coordinating with
Army Commands to finalized General Officer’s briefings, and preparation of briefing

Office, Camp Zama, United States Army Forces Japan (USARJ)
● Served as the Intelligence Contingency Fund (ICF) Officer and Senior Budget Analyst
for the Battalion Commander and staff, performing financial administration, oversight,
budgetary and accounting functions for the Intelligence Contingency Funds.
● Developed, implemented, monitored and performed technical oversight of all expenditures
ensuring propriety and compliance with finance, intelligence and other applicable
regulations. Maintained records reflecting obligation, de-obligation, and disbursement
expenditure of funds.
● Assisted the Battalion Commander and Resource Manager with development of the
operating budget, interpreting regulations, policies and guidelines that govern the use of
travel, and purchase of goods and services.
● Collected, complied, consolidated, developed and briefed program and budget documents for
assigned resource programs to the Battalion Commander and staff at weekly briefings.

● Served as the Battalion’s Operations Defense Travel Administrator providing assistance to
Soldiers and civilian staff regarding use of the Defense Travel System (DTS), reviewed and
authorized travel orders and vouchers applying appropriate fund citation to DTS.
● Performed duty as the Battalion’s Government Travel Card (GTC) Agency Program
Coordinator, advised staff on application for the GTC to ensure all Soldiers and civilian staff

(administrative) operations.
● Performed a variety of procedural and technical budget administration functions in order to
formulate, execute, and review the agency’s $3.5. million operating budget.
● Compiled, computed, and summarized data concerning personnel salaries, manpower
documents and operational expenses. Monitored and tracked obligations and expenditure of
funds recognizing the need for and recommending reprogramming to correct imbalances in
the allocation of program funds.
● Provided leadership and guidance as team leader to the Resources and Administrative
Division, oversaw and advised 2 staff members in the administration of personnel matters,

operations.

and administration for managers and 35 staff members addressing personnel needs, wrote
positions descriptions, processed personnel actions and annual reviews,acted as the office’s
liaison with Human Resources.
● Advised the Director and program staff on the appropriate mechanism for project
development, assisted with coordination, development and tracking of special projects.
Managed and coordinated procurement and contracting request, prepared documents,
evaluated proposals for work and maintained records for award of $8.5 million in contract
work annually.
● Acted as key staff member responsible for grant program coordination providing assistance
to Grant Program staff in preparing grant application guidance for department clearance for
12 Federal grant programs awarding over $95 million in funding annually. Coordinated with
department offices and tracked progress of application guidance advising staff on related
issues.
● Acted as assistant Program Manager for the Office of Rural Health’s Network grant program
assisting applicants with submission of applications and reviewing applications for grant
board reviews. Served as the office’s lead on issues related to agricultural health and safety
in rural communities, worked with the Director to identify potential projects related to
agricultural issues.
