I am proud and humbled to be
appointed Hume City Council’s Mayor
for 2016-17.
I would like to thank the community who
elected me and my fellow councillors for
providing me with this opportunity. I am
honoured to take on this responsibility
and am committed to ensuring we do the
very best for our City and our community.
It is exciting to lead a new Council that
comes with fresh faces and experiences.

Sherry, Carly Moore, Joseph Haweil and
Naim Kurt. I look forward to working with
you and our returning councillors Geoff
Porter, Ann Potter and Jack Medcraft.
Over the next 12 months, we are
committed to working collaboratively to
deliver the outcomes that our community
expects and deserves with diligence,
honesty, fairness, balance, respect and
good humour.
And there are some exciting times ahead
for our community – in the next year
alone Council will invest more than $74
million for a range of projects including:
ƒƒ Splash Aqua Park and Leisure Centre,
ƒƒ Craigieburn ANZAC Park,
ƒƒ Broadmeadows Town Hall and
ƒƒ Hume Global Learning Centre –
Sunbury.
We will also develop a new four-year
Council Plan which will outline our
future direction and our communities’
aspirations for the future.
In this term, we will have an increased
focus on engaging with our residents,
to ensure we understand their needs.
We will provide further opportunities for
engagement and interaction with Council
via digital formats, to increase access to
information and services.
On behalf of the newly elected Council,
I would also like to wish you and your
loved ones a safe and happy festive
season, and I look forward to a

Community Update
A new-look Hume City Council has been
elected and sworn in, with seven new
faces making up an 11-member team
for the next four years.
The councillors were officially sworn in at
Council’s Statutory Meeting at the Hume
Global Learning Centre – Broadmeadows
on Monday, 7 November.
Aitken Ward Councillor Drew Jessop
was appointed Mayor for 2016-17,
while Jacksons Creek Ward Councillor
Ann Potter was named Deputy Mayor.

Community Update
With summer now upon us, it’s smart
to play it cool where you can during
the hotter months of the year.
Heatwaves can be particularly
uncomfortable and temperatures in the
high 30s and low 40s may dramatically
affect the health of people and animals.
The higher temperatures can cause some
people to suffer cramps, heat exhaustion
and heat stroke, and young children and
senior citizens are particularly at risk.
Try and drink two to three litres of water
every day when temperatures are
extreme, and try to avoid beverages
with sugar, caffeine and alcohol.
A wet towel or face washer can also
assist, and a cool shower at low pressure
is also very useful.
Try to stay indoors at home, using fans or
air conditioners if you have them, and
shut any curtains or blinds, so that much
of the heat can remain outside.
If a cool breeze starts to blow, open your
windows to cool rooms down. Consider
whether shade cloths or external blinds
could be fixed to parts of the house that
face the sun, to provide a heat barrier.
Make sure the hot weather doesn’t harm
you or someone you know by being
prepared.

movie on a big screen in a wide open
space appeals to you, then we have
some free events you may want to
save the date for.
This year Council and Merrifield are
excited to be running another fun season
of the Summer Movies and Music events
between January and March 2017.
Flicks will be held in and around our local
parks and reserves. Arrive early for a
selection of free kids activities and tasty
food and drinks available for purchase,
or pack a picnic and have a leisurely
evening.

Broadmeadows has a Leisure Pool,
Learn to Swim Pool and 50 metre lap
pool plus sauna and spa to enjoy.
Craigieburn has an indoor pool plus sauna
and spa and Sunbury has three outdoor

learners pool and toddlers pool as well as
the 25 metre indoor pool plus spa and
steam room.

PREPARE
yourself and
your property
Play a part to reduce the fire risk
around your property this summer.
Be fire ready by:
ƒƒ Reducing the fuel levels around the
house, by clearing long grass, raking
leaves and twigs and pruning shrubs.
ƒƒ Spraying grass and weeds with
herbicide and then remove.
ƒƒ Conducting a controlled burn on your
property. Check Council’s website
about permits and restrictions.
ƒƒ Moving flammable material such as
wood piles away from your house or
neighbouring homes.
If the job seems overwhelming, start bit
by bit. Every night set yourself a small
area of property to clean up.
It is your responsibility to maintain your
property over the entire fire season. Fire
Clearance Notices will be sent to property
owners where their property is considered
to pose a potential fire risk.
Remember Council takes the risk of fire
on vacant and unkempt land very
seriously and will issue fines if necessary
so ensure your property is not a hazard to
our community.
ACT by having a
bushfire survival plan
Many of us may not give having
a bushfire survival plan a second
thought because you don’t live in
the country.
If you live near areas that have significant
bush, forest, long grass, or where your
property backs onto vacant land, then
you do need to plan ahead for this
summer fire season.
There are many ways you can go about
your planning. Just as every family or
household is unique, every bushfire
survival fire plan will be different.
In Victoria the bushfire season can be
long, and a written plan will help reduce
uncertainty and anxiety.
If you see a property that you believe is a
fire hazard, report it to Council on
9205 2200.

The designs of the Craigieburn
War Memorial were unveiled to the
community recently. This memorial
will sit within the Craigieburn ANZAC
Park bound by Aitken Boulevard,
Marathon Boulevard, Windrock
Avenue and Central Park Avenue.
The memorial site will include a grey and
red granite memorial with black lettering.
It will also include a memorial stone,
currently situated outside the
headquarters of Craigieburn SES and
flag poles.
Kevin O’Callaghan, ESM, is the President
of the Craigieburn War Memorial and
Remembrance Committee. This
Committee’s purpose is to manage,
conduct and develop the Craigieburn War
Memorial, local ANZAC Day Service and
other related Remembrance activities.
“I am extremely honoured to be part
of the Committee as the Craigieburn
memorial is something the Craigieburn
community has long advocated for,”
Mr O’Callaghan said.
“The committee has worked extensively
with Council, the Victorian Government
and the local community and we were
extremely proud to unveil the designs
of the memorial”.
“I have lived in Craigieburn since 1978
and have always enjoyed serving and
working for the local community. I am
passionate about recognising those
who served, and sacrificed so much
for our country”.
“I am pleased work will begin on the
memorial soon, and excited to think
the public will soon be able to gather
at the memorial for the Anzac Day
commemorations.”
“The memorial will be a prominent
feature of Craigieburn Anzac Park
and will ensure future generations can
continue to honour those who fought
for the freedoms we enjoy. It will be a
fantastic place to capture the spirit of
ANZAC”.
Council has committed $58,000 to the
construction, while the State Government
and Stockland have funded $25,000
and $10,000 respectively. The remaining
$15,000 of the funding has come from
local businesses and the community.

Soccer is a good sport for maintaining
health, fitness, strength and endurance.
It is also an activity you can play with
your friends and family.
Development of two major soccer fields
within Craigieburn has commenced. These
facilities will ensure community of various
ages and skill level can enjoy playing
the game.
Craigieburn Aston Recreation Reserve,
located on Vantage Boulevard and Gilded
Way, Craigieburn will ultimately be home
to three soccer fields and a cricket field.
We gratefully acknowledge the recent
funding announcement from the Victorian
Government for this project as part of the
Growing Suburbs Fund.
Hume City will receive $2 million for the
construction of a pavilion.
There will also be a playspace, cricket
practice facilities, ground lighting, car
parking and landscaping. This project is
anticipated to be complete by the end
of 2017.
Arena Recreation Reserve located in James
Mirams Drive, Roxburgh Park, is currently
fenced off and designs being finalised.
Construction will commence in early 2017.
This site will be home to three soccer
pitches and one cricket field. There will
also be an inclusive playspace, landscaping
and car parking.
BARKING MAD!
Get your dog’s tail wagging this
summer and visit the Craigieburn Dog
Park. Located in Craigieburn Gardens,
behind the Craigieburn Leisure
Centre, 127-147 Craigieburn Road,
Craigieburn.
A dog park is a fully fenced off-leash area
that includes rummaging environments,
dog education equipment, water and
dog owner amenities.
The benefits of dog parks include:
ƒƒ Developing the social and physical
skills of dogs
ƒƒ Developing confidence in dogs and
socialisation opportunities
ƒƒ Separation of dogs from other park
visitors
ƒƒ Encouraging people to exercise more
with their dogs
ƒƒ Support older people and people
with disabilities to exercise their dogs
ƒƒ Offers an environment where
responsible dog ownership is
encouraged.
Victoria Government recently agreed
to fund $250,000 towards a business
case study for the duplication of
Craigieburn Road.
Many Craigieburn residents have long
called for the Victorian Government to
duplicate Craigieburn Road. Hume City
Council have also advocated for this
project with both the State and Federal
Government.
This VicRoads study is an important step
in the major arterial’s proposed
duplication.
The $250,000 Victorian Government
funding will go towards examining the
duplication of Craigieburn Road between
Hanson Road and Aitken Boulevard, and

from two lanes to four lanes to improve
traffic flow and safety.
In the past decade alone, the Craigieburn
population has more than doubled and
will rise by almost 50 per cent between
now and 2036.
Council would like to thank the Minister
for Roads and Road Safety Luke
Donnellan. We also thank our local
Yuroke MP Ros Spence for her advocacy.
The road is a crucial thoroughfare that
helps residents travel to Craigieburn’s
railway station, police station, fire station,
Craigieburn Central Shopping Centre
and sporting facilities, such as the leisure
centre and basketball stadium.

difference in people’s lives”

Since 2005, Council has been upgrading Sunbury Town
Centre streetscapes in a staged reconstruction program.
Since that time a large amount of money has been invested.
As part of Council’s 2016/17 Capital Works budget, funding was
committed to continue with the upgrade of the streetscape of
Sunbury’s retail district.
Over the past few months, the streetscape saw the west side of
O’Shanassy Street, between Station Street and Brook Street
upgraded.
The works included:
ƒƒ New asphalt pedestrian paths with feature granite paving
ƒƒ Landscape works including 6 new mature size ‘elm’ trees
ƒƒ Street furniture
ƒƒ Improved pedestrian lighting
ƒƒ Kerb, drainage and asphalt road surfacing improvements
ƒƒ No reduction to the on-street car parking
ƒƒ Removal of three existing trees in decline

Sunbury Park on Harker Street,
Sunbury has been identified as the
location for a new dog park following
extensive community consultation.
The park will include high chain mesh
fencing to create an enclosure but not to
prevent dogs jumping, two double gated
entries, signage, bins and litter bags,
education equipment, drinking
water and seating.
The site includes plenty of natural
shade with heritage listed
trees and natural rummaging
environments for the dogs.

Council is proud to be delivering the
new Hume Global Learning Centre
Sunbury (HGLC-S).
Along with the establishment of the
Community Advisory Group, Council will
be undertaking broad consultation with
local residents and key stakeholder groups
and organisations.
Feedback from the community
engagement process will help shape the
design of the centre, as well as the
activities that take place there once its
opened.
As a result of the community consultation
already undertaken, the following
elements are being considered for
inclusion in the centre:
ƒƒ Library service
ƒƒ Multi-use meeting and activity spaces
ƒƒ Computer training and learning areas
ƒƒ Large conference / events space
ƒƒ Cultural space (e.g. gallery, museum
and exhibition space)
ƒƒ Business hub or co-working spaces
ƒƒ Customer Service Centre
Given the rapid changes to technology
and the way communities now learn and
access information, there is an
opportunity for this facility to be the first
Digital Centre of its kind.
This could include features like Creation
and Makerspace Zones, Digital Library,
Business Hubs and a Youth Zone.
Council has allocated $16 million towards
the project for the purchase of the land,
design and construction. $3 million has
been provided by the Victorian
Government through the Growing
Suburbs Fund.
Construction of the new HGLC-S will start
in 2017.

The wind is in your hair, the sun
beaming on your face and you can
hear the cry of birds as you sail along
the lake at Jack Roper Reserve.
The Broadmeadows Sailability North
offers an opportunity for the community
to come and enjoy the excitement and
independence of sailing in a fun and
social environment right in the heart of
Broadmeadows!
Sailability has been using the lake at Jack
Roper Reserve for many years. They
provide people with a disability sailing
experiences.
The program runs from February through
to December (Terms 1 - 4) every Thursday
between 9.30am and 1pm. Come on
down and give local sailing a go.
Sail away!
Jack Roper Reserve is located
approximately 19km north of
Melbourne at 217 Camp Road,
Broadmeadows (Melway 7 A10).
The 19.4 hectare park is a great place for
families and is popular on weekends,
particularly for large group picnics.
The main visitor area is adjacent to the
lake and includes a large car park, picnic
area, BBQs, shelters, a toilet block and a
playspace.
Recently the playspace was updated to
encourage further exploration and fun for
people of all abilities.
The play area includes a slide, climbers,
flying fox, scrambling and vertical chain
climbing walls, walkways, steps, ladders,
tunnels, basketball hoop, and lots of
spaces to hide, laugh and enjoy.
Early 2017, Jack Roper Reserve will see an
extension to the main car park – almost
doubling its size to accommodate all the
visitors who come to this park. Other
future works will include landscaping,
updating furniture and better paths.
We gratefully acknowledge the funding
for the redevelopment of the playspace
made available by the State Government
($95,000 from the Community Facilities
Funding Program).

Construction of the first Changing
Places facility is complete and is
located at Jack Roper Reserve in
Broadmeadows.
This is the first of three Changing Places
facilities. The second is currently being
built at Craigieburn ANZAC Park in Hume.
The third is being built into the new
Splash Aquatic Centre in Craigieburn.
What is a Changing Places toilet I hear
you ask? It is a toilet facility with extra
features, one with more space to
meet the needs of people with
disabilities and carers.
Each Changing Places toilet provides:
ƒƒ a height adjustable adult-sized
changing bench
ƒƒ a tracking hoist system
ƒƒ enough space to move around
ƒƒ safe and clean changing environment.

Community grants for the 2017
Broadmeadows Street Festival are
now open and local groups are
encouraged to apply.
The grants are a great opportunity for
talented Hume residents to get involved in
one of the City’s biggest events, taking
place on 9 April along Tanderrum Way,
Broadmeadows.
We are looking for those who wish to
share their culture and heritage.
Community groups can apply for a grant
of up to $2,500, with money to go
towards performance or exhibit
preparations.

The Victorian Government is
investing an additional $50
million through the 2016-17
Growing Suburbs Fund to build
critical local community
infrastructure in Melbourne’s
fast growing outer suburbs.
As part of the Growing Suburbs
Fund, Hume City received a total of
$6.12 million in funding. This is just
phenomenal news for everyone in
Hume, particularly for the increasing
number of families in our City.
One project, the Community Facility
Accessibility upgrades, will receive
$230,000. This will help upgrade the
accessibility of four community
facilities in Gladstone Park, Meadow
Heights, Campbellfield and Bulla.
Such works will include widening of
doors, construction of accessible
toilets, improved pathway access
and the installation and the
improvements to ramps.

A lifelong Hume resident, I was
elected to Council originally in
2005. I am passionate about
education and youth and my

the Broadmeadows Town Hall,

I am absolutely thrilled to be
re-elected to Council, and
appointed Deputy Mayor. I was
first elected to Council in 2000
and have watched Hume City
grow significantly over this time.
With another 140,000 new
residents expected into our City
by 2040, it is now time to plan
for the future.
My key priorities are the Hume
Global Learning Centre in
Sunbury, improvements to sports
facilities, ensuring the old Victoria
University site is retained for the
community, advocating for
improvements on roads and local
facilities and the promotion of
services available for our elderly
residents.

local Customer Service Centre.
This guide showcases an amazing
range of birds found right throughout
Hume City.
It includes many commonly seen
birds, including birds of prey,
night-time birds, parrots, cockatoos,
and a wide variety of honey-eaters.
While the guide contains images of
145 species it’s possible that up to
180 different species of bird may live
or pass through Hume.
These beautiful images will certainly
help engage and educate everyone. It
will help you become proficient at
identifying the birds while you are
relaxing and enjoying your surrounds!

to your home and ensure they can
