1. Introduction
In order to contribute to the establishment of a society truly inclusive
information that involve the participation of all people in the world and
after a finding resulting from our research since 2008 in the Democratic
Republic of Congo and the Republic of Congo, we noticed a very large part
of the local communities are unfortunately in the dark in relation to the
use of ICT, the reasons why we felt it necessary to set up this project to
enable these communities to benefit merits of ICT.
In addition, the promotion of ICTs in rural areas can bring a harmonious
and sustainable development and poverty reduction.

2. The principal idea of the project
Promote ICT in rural areas by establishing community access points that
serve primarily places of learning and training center to ICT. In addition,
the capacity of local officials who could serve in the e-government.
Integrate rural peoples in the Information Society.

3. The target audience
Rural peoples.
3.1. The main beneficiaries of the project
Young people (boys and girls) : The rural population is predominantly
young and also motivated by all that is innovation.
Leaders : They facilitate the integration of the project in rural
communities and implement the country's policy in the field of ICT (e-
government, e-citizen, e-health, e-agriculture, e-commerce ...).
The other members of the rural community '' ICT for all.'‘

4. Goals & timeframe
4.1. The short-term goals
The establishment of local structures awareness rural property based ICT for
better participation. Having a large number of young people trained and
integrated into the information society. Have the greatest possible
community access points as a place of learning.
4.2. The long-term objectives of the project
Reach many rural areas of Central Africa contributed to effectively reduce
the digital divide between rural and urban areas. Achieve sustainable
development from rural areas. Integrate concepts of environmental
protection and climate change for people living in areas affected by this
phenomenon.

5. Outreach project
Currently, the project is being deployed in northern Republic of Congo and
will expand in rural areas of Central Africa where people have the same
interest for ICT change their way of life and facilitate a number of things
including communication, trade and access to the outside. A study that we
conducted in Benin in March this year shows almost the same interest by
the
people.

7. 6. Challenges
6.1. Particular difficulties in the implementation of the project
- the lack of road infrastructure to access some rural areas;
- level insufficient for some people interested in ICT education;
- Some physical and financial problems;
- The opposition of some local leaders.
6.2. Method to overcome the challenges
- using means of transport adapted to environments to facilitate access;
- dividing learners into four categories below:
- youth 7-11 years;
- 12 years 16 years;
- the others;
- officials.
- proceeding by sessions explanations to local officials on the merits of ICT for
community development and integrating their training program.

We trust that rural people assimilating concepts of ICT
can actually participate in an inclusive information
society and contribute positively to the improvement of
their living conditions and sustainable development.
