• Scrutinise, support and challenge overall performance
• Hold Chief Constable to account; efficient and effective policing,
and management of resources.
• Decide the budget and set the precept
• Hire and fire Chief Constable
• Prepare annual report and update Police and Crime Panel
Policing Protocol
• Sets out how the functions of PCCs, Chief Constables and
Police and Crime Panels should work in relation to each
other.
• Operational independence of CC is a fundamental principle
of British Policing
• Communication, clarity of understanding and respect for
each others roles essential.
• PCC and CC relationship built on professionalism, goodwill,
openness and trust

making neighbourhood policing more visible/accessible.
• PCC drive out savings from contracts - Custody Contract
£1m savings
• Budget 2014/15 – PCC determine funds needed for
emerging policing threats.
Precept background
• Sussex Police Precept has remained the same
since April 2010 (2010-11, 2011-12, 2012-13 and
2013-14)
• At £138.42 per Band D it is the lowest of all
English shire forces and the fourth lowest in
England and Wales
• Savings on target for 2014-15 but no provision
for investments. Further savings totalling £26m
required over the next two years

serious sexual offending, child exploitation, organised and
