4. 4 steps
1. Tests
2. Register with the VREG
3. Register with the grid administrator
4. Communicate production to the VREG
5. 1) Always: AREI-test
• Before startup of the installation
– Check whether it is safe to start
– No GSC for possible production before AREI-test
– Consumption is included in the report
• Set date of commissioning
– Minimum support and start 20 or 15 years
6. > 111 kWp: green electricity test
• After startup and installation production meter
– Checks if production is being measured correctly
7. Importance of tests: start
certificates
• PV ≤ 111 kW (= 100.000 kWh/year)
– From date AREI test
– ≤ 10 kW: start = consumption at AREI-test(0 kWh)
– Registration VREG max 1 year after commisioning
– Otherwise, GSC from moment of registration
" PV > 111 kW
– From date full green electricity testing report
8. 2) Registering with the VREG
• Forms and explanation on www.vreg.be >
zonnepanelen > wat na plaatsing? > aanmelden
bij de VREG
• Special forms for
– PV < 10 kW (online, new version end of March)
– PV > 10 kW (on paper)
9. Selling to DNB
• Account number visible to DNB
• Automatic sales
• Right after setting up GSC
• Fastest way to receive money
• No automatic sales?
• Only for installations > 10 kW
• When guarantees originally need to be handed in to
the supplier
• Add explanation to the registration application
10. 3) Registering with grid
administrator
• > 10 kW: connection-research beforehand
– Contact the administrator on time
" ≤ 10 kW: register connection afterwards
– PVZ-number from the VREG will be necessary
11. Registering with grid
administrator
• Connection conditions differ between DNB’s
– Usually: AREI-test, application form, single line
diagram and attest of the inverters
• DNB checks: date commissioning at VREG at
least matches date AREI-test, consumption
equals consumption AREI-test.
• If ok: DNB indicates this in the VREG database
– “Technical ok”
– Without this indication no GSC can be sold to
minimum support
12. Registering with grid
administrator
• How?
– www.eandis.be > Milieu > Zonnepanelen > Melding
van een lokale productie =< 10 kVA op een bestaande
aansluiting
– www.infrax.be > Ik heb zonnepanelen > Meld uw
installatie bij Infrax
– www.pbe.be > Rationeel energiegebruik > Groene
stroom > PV cellen
– Other administrators: contact
13. 4) Communicating production to
VREG: installations > 10 kW
• Production meter of the grid administrator
• NB reports monthly to VREG
– Middle of the next month
• VREG produces cerftificates on a montly
basis
– End of subsequent month
– Afterwards sale and possibly send invoice
• New cases: reporting needs to be started
– Can take a month more
14. Installations ≤ 10 kW
• Owner gains access to database
– Username and password
• Complements consumption
– Per 1.000 kWh additional
– Automatic verification on feasability
• Certificates automatically sold to DNB
16. Evolution capacity and number
of installations
• Status 20 March 2011, stats not definitive
• Adopted in 2010, case to be processed
17. Number of granted GSC
• See website: www.vreg.be >
Energiemarkt > Statistieken > Groene
stroom
18. Changes Energy decree
Vlaamse Reguleringsinstantie voor de Elektriciteits- en Gasmarkt
19. Status
• Design decree under consideration in Flemish
parliament
• Hearing ongoing
• Changes in text still possible
• After approval to be publicised in Belgian State
Paper
– Changes are put into effect on the date of publication
20. What will change? An overview
• Minimum support:
– Faster descent (every 3 months)
– Depends on the capacity and electricity-use
– Used on the spot or injectio?
• Expansions
– Different price ⇒ seperate meter mandatory
– Was already applied this way
– Not every expansion receives minimum support
21. Peak capacity at 1 access point ≤ 1 MW

24. More/less than 50% injected?
• Based on expectations for first year after
commissioning
– So clear defenition of minimum support on the
moment of application
• VREG requests use at access point of the last
three years at DNB
– Applicant can prove this himself, when the last 3
years are no accurate reference (for example:
company expansion)).
• Estimated production: 900 kWh/kWp/year
25. No minimum support when
expansion meets 4 conditions:
• Commissioned after 1 april 2011?
• One access point
• Less than 2 years sinds commissiong original
installation or last expansion
• Total peak capacity after expansion > 10 kWp
– So no issue for private customers
