Large groups face coordination challenges like difficulty reaching agreements and higher costs, while smaller groups can coordinate more easily with lower costs. Organizations develop hierarchical structures to ease communication and lower transaction costs of coordination. New social tools are lowering the costs of group coordination by allowing users to self-organize and take on complex work with little resource expenditure through features that promote sharing, tagging, and commenting. This is giving rise to effective group action without traditional institutional organization.
