The Southeast Emergency Communications Center (SECC) began construction September 2014, and became
fully operational June 2, 2015 as a regional 9-1-1 dispatch center serving the communities of Bedford, Bedford
Heights, Garfield Heights, and Maple Heights; with expansion capacity to add up to four additional communities.
The SECC is part of Cuyahoga County’s 9-1-1 Public Safety Answering Point (PSAP) Consolidation Plan of
consolidating 48 separate dispatch centers into 6 regional centers.
Recruited to oversee construction of the facility, to include equipping, and staffing the communications
center.
Created the organization from the ground up.
Responsibility and authority for all operational aspects of the call center.
Reported to and built strong working relationships with the Council of Governors—mayors and city manager
of the four cities and the Board of Trustees—consisting of the police and fire chiefs of each municipality.
In collaboration with the SECC Fiscal Officer, developed and managed the annual budget—2015, $1.5
million, 2016, $2.0 million—including providing periodic reports to the Board of Trustees.
Analyzed and reviewed budgetary financial data,monitored and authorized expenditures in accordance with
established guidelines.
Recommended and established policies, procedures, and practices. Routinely reviewed internal policies and
procedures to assure the level of service rendered to the public and member agencies was maintained at the
highest level.
Performed human resource functions including: recruiting, hiring, assessing, training, scheduling, disciplining
and discharging employees for cause.
Through delegation of authority, assured adequate staffing levels were maintained.
Responsible for the long term strategy of the organization.
