MAIN THRUST OF THE RENEWABLE
ENERGY PROGRAMME (REP)
The Renewable Energy Programme was initiated by the Federal Ministry of
Environment to;
 Fulfil Nigeria’s obligation to the United Nations Framework on Climate
Change (UNFCC) and Reduce Short-Lived Climate Pollutants as a Partner of
the Climate and Clean Air Coalition (CCAC)
 Address the nation’s challenges of moving towards clean, reliable, secure and
competitive energy technologies and ensure we meet all the development
targets of the Vision 20:2020 with minimal carbon footprint.
 Develop and implement strategies/policies that would regulate the renewable
energy sector as obtained in global best practices
 Ensure that the renewable energy sector develops sustainably and profitably
while providing synergy for participants in the sector.
 In addition, it seeks to lowers market entry barriers of the clean energy and
off-grid lighting market space at every step, from the design of clean energy
products, to their commercial production and distribution.
REP: WHAT WE DO!
As the renewable energy sector continue to develop, the primary driving forces are
less likely to be environmental and more likely to be energy
security, employment potential and job & wealth creation.
The employment potential for the global renewable energy industry is significant.
And as global petroleum output declines, fossil energy jobs may become
scarcer, allowing a shift to the labour-intensive renewable energy industries.
Hence we:
 Partner with all the three-tiers of Government, relevant government
Agencies, NGOs, CBOs, FBOs, as well as local and international investors.
 Partner with Multilateral Agencies, national and international financial
institutions.
 Make sure the renewable energy sector is safe for investors and the renewable
energy sector develops in line with global best practices

ON-GOING PROJECTS OF REP GEARED TOWARDS
ACHIEVING THE LOW EMISSION DEVELOPMENT
STRATEGIES (LEDS) INCLUDE:
• THE CLIMATE AND CLEAN AIR COALITION (CCAC) to reduce Short
Lived Climate Pollutants (SLCP) like Methane, Black Carbon and HFCs.
Focal Areas include;
• Reducing black carbon emissions from heavy duty diesel vehicles and engines;
• Mitigating black carbon and other pollutants from brick production;
• Mitigating short-lived climate pollutants from the municipal solid waste sector;
• Promoting HFC alternative technology and standards; and
• Accelerating methane reductions from oil and natural gas production.

CLIMATE AND CLEAN AIR COALITION
(CCAC) to Reduce Short Lived Climate Pollutants
In February 2012 six countries and the United Nations Environment Programme
(UNEP) formed the Climate and Clean Air Coalition to Reduce Short-Live Climate
Pollutants. It is the first global effort to treat these pollutants as a collective
challenge.
• Nigeria is also a State Partner of the CCAC, recognizing the fact that mitigating
Short-lived Climate Pollutants (SLCPs) is critical to addressing climate change in
the near-term.
• Nigeria joined the coalition in April 2012, and the Coalition is growing rapidly.
As of September 2013, it has 30 State partners and 38 NGO’s /IGO’s including the
Stockholm Environment Institute, World Health Organisation, the World Bank and
UNEP. The Objectives of the Coalition are;
• Raise awareness of short-lived climate pollutant impacts and mitigation
strategies;
• Enhance and develop new national and regional actions, including by
identifying barriers, enhancing capacity and mobilizing support;
• Promote best practices and showcase successful efforts; and
• Improve scientific understanding of short-lived climate pollutant impacts and
mitigation strategies.
RURAL WOMEN ENERGY SECURITY
(RUWES) PROJECT

• The Rural Women Energy Security Project under the Renewable Energy
Programme is targeted towards the underserved rural woman who is usually off
grid, energy poor and has the highest incidence of health related issues from
harmful energy practices. RUWES targets women and exposing them to cleaner
alternatives for lighting, heating , cooking and transport.
• The RUWES in partnership with stakeholders especially NGOs, FBOs and CBOs
strive to fashion out modalities to make this access to energy easier, cost effective
as well as change the mindset of the rural woman. In addition, the project is
targeted towards poverty alleviation /eradication by improving the value chain of
her enterprise.
Part of our strategies towards achieving the objectives of the RUWES include:
• Promotion of clean cookstoves and other clean cooking technologies like Wonder
Bag
• Community based clean energy project implementation for Agricultural
communities (Solar Dryers, irrigation) , lighting , heating and cooking.
• Provision of bio-digesters for the trapping of biogases for use in homes and
business clusters.
• Entrepreneur Incubation and Skills Acquisition/Business Model Development

THE NATIONAL CLEAN COOKING SCHEME
(NCCS) - OBJECTIVES

The NCCS represents the Cooking component of RUWES and it aims to provide 20
million clean cook stoves through-out the country in 5 years. That is, the
distribution of at least 4 million clean cook stoves across the six-geo-political zones
per annum.
This objective will be achieved in two folds; (a) Households and (b) Institutional
firewood users.
Households- the project will be implemented as a subsidized social enterprise
(through women cooperatives)

camps, hospitals, prisons etc, it will be implemented as a social intervention. In a
bid to improve respiratory health issues associated with cooking with fire wood in
the country
To reduce pressure on forest resources caused by indiscriminate felling of trees
which ultimately lead to deforestation and desertification
Creating a viable market potentials for Bio-fuel development and usage
Creating jobs for foundry workers, welders, mechanics etc in cookstoves
production.
Rural economy regeneration with provision of spare parts replacement
centres, repairs and support centres.

Rural Energy Access Programme

STATUS:
As part of the programme, the Federal
Ministry of Environment has patented
products under the Renewable Energy
Access Programme (REAP) in partnership
with the Indian Government that include;
This
project
has
already
been
launched, and the products are been made
available for distribution to the identified
communities and partner states.

• The programme is tasked with sourcing
and
deploying
alternative
and
sustainable renewable energy sources to
impact positively on the environment as
well as create sustainable livelihood for
the rural poor and those most affected
by the paucity of electricity and energy
supply in the Country
1. The Rural Solar Kit: It is a
handy, portable solar electrification kit
developed to give instant power to the
remotest communities
2. Rural Solar Hair-care Kits: This
product caters to both male and female
salon owners.
3. Primary Health Care Solar Kits:
This kit is to aid in health care delivery
at the rural level
THE ADOPT A VILLAGE & LANTERN EXCHANGE INITIATIVE(s)
A NIGHT MARKET SPACE EFFECTIVELY ILLUMINATED WITH A SOLAR LAMP
STUDENTS STUDYING WITH SOLAR LAMPS AND A RANGE OF
AVAILABLE SOLAR LAMPS
IN 2012, 600 HOUSEHOLDS HAD SOLAR HOME SYSTEMS INSTALLED IN
MUTUM BIU LGA, TARABA STATE
ON-GOING INSTALLATION OF SOLAR SYSTEMS IN MUTUM BIU
LGA, COMPLETED IN 2012 APPROPRIATION
CLEAN ENERGY TRANSPORT SCHEME (CETS)
• The Renewable Energy Programme in collaboration with the Indian

Government through the TATA Group has proposed an initiative to run mass
transit transportation on Compressed Natural Gas (CNG). CNG is a cleaner and
more efficient fuel than the Premium Motor Spirit (PMS) and diesel that is
currently being used for mass transportation in Nigeria.
• The System is modeled after the city of New Delhi which has retrofitted all
vehicles to run on CNG thereby restoring clean air and also earning carbon
credits for the State. We have written to State Governments to partner with us in
the System and are looking forward to favorable responses.
• There is increased interest in partnership from NNPC led by the Executive
Director (Gas and Power) regarding support for cleaner fuels for transport
especially as part of the Gas Flare-down programme.

WHERE DO WE GO FROM HERE?!
• Entrepreneurs and investors should participate in the Access to
Renewable Energy Project in partnership with the Bank of
Industry (BOI) through the UNDP- Access to Renewable
Energy Project (AtREP). They can also buy-into the Adopt-avillage initiatve.
• Women can also participate in the Rural Women Energy
Security (RUWES) Project were they are trained in business
incubation and wealth creation
• Participants are invited to the next Nigeria Renewable Energy
Day (NIREDAY). This is an annual event organized by the
Renewable Energy Programme to showcase the viability of the
sector.

  • 1. THE RENEWABLE ENERGY PROGRAMME PRESENTED BY ENGR.(MRS) BAHIJJAHTU ABUBAKAR NATIONAL COORDINATOR RENEWABLE ENERGY PROGRAMME (REP), FEDERAL MINISTRY OF ENVIRONMENT OF NIGERIA 17th October, 2013

MAIN THRUST OF THE RENEWABLE ENERGY PROGRAMME (REP) The Renewable Energy Programme was initiated by the Federal Ministry of Environment to;  Fulfil Nigeria’s obligation to the United Nations Framework on Climate Change (UNFCC) and Reduce Short-Lived Climate Pollutants as a Partner of the Climate and Clean Air Coalition (CCAC)  Address the nation’s challenges of moving towards clean, reliable, secure and competitive energy technologies and ensure we meet all the development targets of the Vision 20:2020 with minimal carbon footprint.  Develop and implement strategies/policies that would regulate the renewable energy sector as obtained in global best practices  Ensure that the renewable energy sector develops sustainably and profitably while providing synergy for participants in the sector.  In addition, it seeks to lowers market entry barriers of the clean energy and off-grid lighting market space at every step, from the design of clean energy products, to their commercial production and distribution.
  • 3. REP: WHAT WE DO! As the renewable energy sector continue to develop, the primary driving forces are less likely to be environmental and more likely to be energy security, employment potential and job & wealth creation. The employment potential for the global renewable energy industry is significant. And as global petroleum output declines, fossil energy jobs may become scarcer, allowing a shift to the labour-intensive renewable energy industries. Hence we:  Partner with all the three-tiers of Government, relevant government Agencies, NGOs, CBOs, FBOs, as well as local and international investors.  Partner with Multilateral Agencies, national and international financial institutions.  Make sure the renewable energy sector is safe for investors and the renewable energy sector develops in line with global best practices

ACHIEVEMENTS OF THE PROGRAMME The achievements of the programme will be highlighted in the following slides based on the two categories: PARTNERSHIPS THAT WORK • Nigeria-German Energy Partnership. • Nigeria-Nordic ( Sweden, Finland & Norway)Energy Forum. • Bank of Industry/ UNDP Access to Renewable Energy Programme • Nigeria- India Partnership on Renewable Energy development. • Inter-Ministerial Committee on Renewable Energy and Energy Efficiency(ICREEE). Secretariat is in the Ministry of Power • Renewable Energy Investment Team Committee( NIPC, Customs, FIRS, Immigrations). Secretariat is in NIPC • Partnership with National and International corporations • And a Host of Others ONGOING PROJECTS • •

ON-GOING PROJECTS OF REP GEARED TOWARDS ACHIEVING THE LOW EMISSION DEVELOPMENT STRATEGIES (LEDS) INCLUDE: • THE CLIMATE AND CLEAN AIR COALITION (CCAC) to reduce Short Lived Climate Pollutants (SLCP) like Methane, Black Carbon and HFCs. Focal Areas include; • Reducing black carbon emissions from heavy duty diesel vehicles and engines; • Mitigating black carbon and other pollutants from brick production; • Mitigating short-lived climate pollutants from the municipal solid waste sector; • Promoting HFC alternative technology and standards; and • Accelerating methane reductions from oil and natural gas production. • Household Cooking and Domestic Heating • Reducing Emissions from Agriculture • THE RURAL WOMEN ENERGY SECURITY (RUWES) PROJECT • THE NATIONAL CLEAN COOKING SCHEME (NCCS) • THE RURAL ENERGY ACCESS PROJECT • THE CLEAN ENERGY TRANSPORT SCHEME (CETS)

CLIMATE AND CLEAN AIR COALITION (CCAC) to Reduce Short Lived Climate Pollutants In February 2012 six countries and the United Nations Environment Programme (UNEP) formed the Climate and Clean Air Coalition to Reduce Short-Live Climate Pollutants. It is the first global effort to treat these pollutants as a collective challenge. • Nigeria is also a State Partner of the CCAC, recognizing the fact that mitigating Short-lived Climate Pollutants (SLCPs) is critical to addressing climate change in the near-term. • Nigeria joined the coalition in April 2012, and the Coalition is growing rapidly. As of September 2013, it has 30 State partners and 38 NGO’s /IGO’s including the Stockholm Environment Institute, World Health Organisation, the World Bank and UNEP. The Objectives of the Coalition are; • Raise awareness of short-lived climate pollutant impacts and mitigation strategies; • Enhance and develop new national and regional actions, including by identifying barriers, enhancing capacity and mobilizing support; • Promote best practices and showcase successful efforts; and • Improve scientific understanding of short-lived climate pollutant impacts and mitigation strategies.
  • 7. RURAL WOMEN ENERGY SECURITY (RUWES) PROJECT • The Rural Women Energy Security Project under the Renewable Energy Programme is targeted towards the underserved rural woman who is usually off grid, energy poor and has the highest incidence of health related issues from harmful energy practices. RUWES targets women and exposing them to cleaner alternatives for lighting, heating , cooking and transport. • The RUWES in partnership with stakeholders especially NGOs, FBOs and CBOs strive to fashion out modalities to make this access to energy easier, cost effective as well as change the mindset of the rural woman. In addition, the project is targeted towards poverty alleviation /eradication by improving the value chain of her enterprise. Part of our strategies towards achieving the objectives of the RUWES include: • Promotion of clean cookstoves and other clean cooking technologies like Wonder Bag • Community based clean energy project implementation for Agricultural communities (Solar Dryers, irrigation) , lighting , heating and cooking. • Provision of bio-digesters for the trapping of biogases for use in homes and business clusters. • Entrepreneur Incubation and Skills Acquisition/Business Model Development
  • 8. • • • • • • • • THE NATIONAL CLEAN COOKING SCHEME (NCCS) - OBJECTIVES The NCCS represents the Cooking component of RUWES and it aims to provide 20 million clean cook stoves through-out the country in 5 years. That is, the distribution of at least 4 million clean cook stoves across the six-geo-political zones per annum. This objective will be achieved in two folds; (a) Households and (b) Institutional firewood users. Households- the project will be implemented as a subsidized social enterprise (through women cooperatives) Institutional firewood userssuch as schools, prisons, NYSC camps, hospitals, prisons etc, it will be implemented as a social intervention. In a bid to improve respiratory health issues associated with cooking with fire wood in the country To reduce pressure on forest resources caused by indiscriminate felling of trees which ultimately lead to deforestation and desertification Creating a viable market potentials for Bio-fuel development and usage Creating jobs for foundry workers, welders, mechanics etc in cookstoves production. Rural economy regeneration with provision of spare parts replacement centres, repairs and support centres.

Rural Energy Access Programme STATUS: As part of the programme, the Federal Ministry of Environment has patented products under the Renewable Energy Access Programme (REAP) in partnership with the Indian Government that include; This project has already been launched, and the products are been made available for distribution to the identified communities and partner states. • The programme is tasked with sourcing and deploying alternative and sustainable renewable energy sources to impact positively on the environment as well as create sustainable livelihood for the rural poor and those most affected by the paucity of electricity and energy supply in the Country 1. The Rural Solar Kit: It is a handy, portable solar electrification kit developed to give instant power to the remotest communities 2. Rural Solar Hair-care Kits: This product caters to both male and female salon owners. 3. Primary Health Care Solar Kits: This kit is to aid in health care delivery at the rural level

  • 24. CLEAN ENERGY TRANSPORT SCHEME (CETS) • The Renewable Energy Programme in collaboration with the Indian Government through the TATA Group has proposed an initiative to run mass transit transportation on Compressed Natural Gas (CNG). CNG is a cleaner and more efficient fuel than the Premium Motor Spirit (PMS) and diesel that is currently being used for mass transportation in Nigeria. • The System is modeled after the city of New Delhi which has retrofitted all vehicles to run on CNG thereby restoring clean air and also earning carbon credits for the State. We have written to State Governments to partner with us in the System and are looking forward to favorable responses. • There is increased interest in partnership from NNPC led by the Executive Director (Gas and Power) regarding support for cleaner fuels for transport especially as part of the Gas Flare-down programme.

WHERE DO WE GO FROM HERE?! • Entrepreneurs and investors should participate in the Access to Renewable Energy Project in partnership with the Bank of Industry (BOI) through the UNDP- Access to Renewable Energy Project (AtREP). They can also buy-into the Adopt-avillage initiatve. • Women can also participate in the Rural Women Energy Security (RUWES) Project were they are trained in business incubation and wealth creation • Participants are invited to the next Nigeria Renewable Energy Day (NIREDAY). This is an annual event organized by the Renewable Energy Programme to showcase the viability of the sector.
