Editor's Notes
Guidelines are to inform employees of the standards of personal and professional behavior needed to uphold the publics belief in the legality, integrity, conduct and efficiency of the Australian Customs and Border Protection Service. This presentation puts the standards of the Customs and Border Protections point of view and lays down instructions and guidelines on a range of issues that require ethical behavior and decision making. Ethical behavior in Customs and Border Protection relates to standards of conduct that indicates not only by cooperating with laws and regulations, but also the ethical values of the Australian Customs and Border Protection .
The topics I will be covering in this presentation are Ethics, Personal behavior, Fairness, Conflicts of Interests, Reporting the of abuse authority and Procedural Fairness. These topics will guide you to understanding the expectations of working within the Australian Border Protection and Customs.
Ethics are important as a Australian border employee because even though you are doing your job legally, you still have a obligation to be humane and have a duty of care to anyone even though they might be doing something illegal.
For instance; when investigating a illegal immigrant who has tried to enter the country under a false visa. You are to remain fair, just, and unbiased in the investigation, keeping professional at all times
Procedural fairness is an essential part of a professional investigation . As an investigator ,according to procedural fairness can help you by providing: an important means of checking facts and identifying major issues. Depending on the circumstances, procedural fairness requires you to: inform those involved in the complaint of the main points of any allegations. provide people with a reasonable opportunity to put their case, whether in writing, at a hearing or otherwise. It is important to weigh all relevant circumstances for each individual case before deciding how the person should be allowed to respond to the allegations.
Working within the Australian Border you will encounter many situations in which will put your integrity in question.
For example; You seize drugs from a trafficker and the temptation of financial gain is appealing. But reporting and cataloging of the evidence that the trafficker has tried to smuggle in is the legal and proper way of dealing with this situation.
This is an example of a situation which has the ability to undermine a person’s self interest, professional interest and public interest.
In the ill treatment of an illegal immigrant, there would be a time when you are a witnesses to the appalling behavior of how that immigrant is being handled. If you have the feeling of uneasiness about the situation, you have the choice to report those who are in the wrong without being condemned, abused, or maybe even reprised. You can inform your supervising officer of the wrong doing in the safety of harmful repercussions.
Honesty- The quality of being truthful and fair. As an Australian Border Patrol employee, in whatever role or circumstance that you may find yourself in you shall always stay true to oneself and your fellow employees. For arguments sake, if you were to arrest a drug trafficker and they were to offer you a substantial amount of money or even some of the product, then hopefully you would he honest enough to reject the offer and add that to your testimony so the trafficker is convicted on attempting to bribe a government official. In doing that you earn the reputation of someone who cannot be persuaded or bought into taking handouts or bribes.
Workplace bullying is a risk to the health and safety of someone because it could affect the mental and physical condition or health of a employee.
In regarding a situation in the workplace where a employee is shouting offensive language on a constant basis to make their opinion heard or to change the way the other employee is doing their job, the option of re-organising and re-scheduling different working hours so the employees have no way of having anymore conflicts would be a option.
